Ministry of Industry and Trade signs MOU with UK partners

On the evening of October 29, 2025, in London (UK), on the sidelines of the official visit of General Secretary To Lam and his wife to the UK, Deputy Minister of Industry and Trade Nguyen Hoang Long had a bilateral meeting and working session with Mr. Chris McDonald, Minister of State for Industry, UK Department for Business and Trade and signed 02 MoUs on cooperation between the Ministry of Industry and Trade and UK partner ministries.

Attending the meeting, on the Vietnamese side were representatives from the Department of Foreign Market Development ( Ministry of Industry and Trade ), the Vietnam Trade Office in the UK and the Vietnam National Industry and Energy Group (PVN).

On the UK side, there was the participation of Mr. Iain Frew - British Ambassador to Vietnam, Ms. Alex Smith - British Consul General in Ho Chi Minh City.

Within the framework of the working session, the Ministry of Industry and Trade of Vietnam and the UK partner ministries signed 02 Memoranda of Understanding (MoU): (1) Memorandum of Understanding on Clean Energy Cooperation between the Ministry of Industry and Trade and the UK Foreign , Commonwealth and Development Department; (2) Memorandum of Understanding on Product Safety between the Ministry of Industry and Trade and the UK Department for Business and Trade.

Two Memorandums of Understanding were negotiated and signed by the two sides on the basis of close and effective cooperation between the Ministry of Industry and Trade and UK partners in the fields of trade and clean energy, promising much development potential, as well as affirming specific cooperation directions in the cooperation pillars of the Comprehensive Strategic Partnership that Vietnam and the UK established during the visit of General Secretary To Lam.

In the clean energy sector, the signing of the Memorandum of Understanding on Clean Energy Cooperation between the Ministry of Industry and Trade and the UK Foreign, Commonwealth and Development Office helps establish the UK-Vietnam Clean Energy Cooperation framework, building on the strong cooperation between the two countries, including within the framework of the Fair Energy Transition Partnership (JETP), the UK-Vietnam Free Trade Agreement (UKVFTA), the UK-Vietnam Joint Economic and Trade Committee (JETCO), as well as other ongoing cooperation in green trade, infrastructure and industrial development. This is a strategic step in cooperation, in line with the net zero emissions target and sustainable growth of both countries, and complements the signing of the Green Finance Cooperation with the Ministry of Finance of Vietnam.

This Memorandum of Understanding consolidates and expands the clean energy cooperation framework, including: Expanding renewable energy and supporting the phase-out of coal power; Strengthening grid infrastructure and transmission; Mobilizing public and private finance for the green transition; Improving the legal framework to promote clean energy investment; Promoting a comprehensive approach to a just energy transition; Promoting innovation and technology exchange to ensure sustainable green growth in the future.

In the field of trade, the two sides negotiated and agreed to sign a Memorandum of Understanding on Product Safety between the Ministry of Industry and Trade and the UK Department of Business and Trade. The Memorandum of Understanding affirms the Parties' desire to strengthen trade cooperation and promote the positive development of the two countries' goods trade market through cooperation on: Methods and measures to prevent unsafe products and goods that pose potential risks in e-commerce; Newly emerging issues and trends in the prevention of unsafe products and goods in e-commerce; Exchange of information in accordance with legal regulations and important interests of each Party; Support the dissemination of information, improve knowledge and awareness of the prevention of unsafe products and goods for relevant parties; Cooperate, exchange experiences and good practices in the development, management and operation of e-commerce platforms, including sharing understanding on facilitating digital trade, protecting consumers and capturing new trends in the field of e-commerce.

The signing of the two memorandums of understanding marks an important milestone in the cooperation between the Ministry of Industry and Trade and the UK's partner ministries, promoting the effective implementation of existing cooperation frameworks, realizing the contents stated in the Joint Statement on upgrading the comprehensive partnership between the two countries, and creating positive effects contributing to the economic development of the two countries.

After the signing, Deputy Minister of Industry and Trade Nguyen Hoang Long had discussions with Mr. Chris McDonald on active bilateral and multilateral cooperation activities between the two countries in the fields of energy trade, such as cooperation in CPTPP, UKVFTA, JETCO and JETP.

Immediately after the bilateral meeting, Deputy Minister Nguyen Hoang Long attended the Vietnam - UK Business Reception, hosted by the UK Department for Business and Trade. The program was attended by leaders and representatives of ministries, branches and major agencies of the two countries. The reception was chaired by Mr. Matt Western, the UK Prime Minister's Trade Envoy to Vietnam and Mr. Chris McDonald, Secretary of State for Business and Trade of the UK.
