On the morning of July 16, Comrade Bui Thanh Son, member of the Party Central Committee, member of the Standing Committee of the Government Party Committee, Deputy Prime Minister, Minister of Foreign Affairs attended and delivered a speech directing the 1st Congress of the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term.
Also attending the Congress were comrade Pham Tat Thang, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, and representatives of leaders of central departments, ministries, branches and organizations.
On the side of the Ministry of Industry and Trade, there were Central Party Committee member, Party Secretary, Minister of Industry and Trade Nguyen Hong Dien, members of the Standing Committee, Executive Committee members and 250 outstanding delegates representing 2,671 party members of 38 party organizations under the Party Committee of the Ministry of Industry and Trade.
With the motto: "Solidarity - Democracy - Discipline - Innovation - Development", the Congress of the Party Committee of the Ministry of Industry and Trade for the 2025-2030 term has the task of summarizing, objectively and comprehensively evaluating the results of leadership, direction and implementation of the Resolution of the Congress of Delegates of the Ministry of Industry and Trade for the 2020-2025 term; drawing lessons and deciding on directions, goals, tasks and breakthrough solutions to lead and direct the industry and trade sector to continue to successfully carry out tasks in the coming term.
Speaking at the Congress, Deputy Prime Minister Bui Thanh Son highly appreciated the Party Committee of the Ministry of Industry and Trade for proactively and successfully organizing the congresses in 38 affiliated Party Committees and Party cells.
The political report and documents have been carefully and thoroughly prepared, demonstrating the high responsibility and dedication of all cadres and party members in the Party Committee; seriously accepting the direction of the Standing Committee of the Government Party Committee, comprehensively, closely and accurately reflecting the proud results and achievements of the industry; frankly pointing out the shortcomings and limitations in the past term; clearly defining the direction and tasks in the coming term.
The Deputy Prime Minister assessed: Over the past 5 years, the world and regional situation has undergone many profound changes, directly affecting the security and development of our country. These include the COVID-19 pandemic, wars, conflicts, tariff and trade tensions that have disrupted global supply chains, production and transportation, causing many disadvantages for the world's most open economy like Vietnam.
In that context, the country has steadily overcome difficulties and challenges. The socio-economy continues to develop positively with many bright spots; completing all 15/15 set targets (2024). GDP growth reaches 7.09% in 2024 and 7.52% in the first 6 months of 2025, the highest level in the period 2011-2025.
The Party and Government are determined to implement many synchronous policies and solutions, aiming to achieve the growth target of over 8% in 2025 and double digits in the following years.
Many breakthroughs and miracles were established.
In that common achievement, the industry and trade sector has focused its efforts, been unanimous, proactive, creative, and innovative to contribute to "changing the state", making comprehensive contributions to the results of socio-economic development, demonstrated in the following aspects:
The first, The Ministry of Industry and Trade has made breakthrough achievements in policy advisory work with a series of laws, decrees, and circulars being amended, supplemented, and newly issued, especially in the fields of energy and industry.
In the 2021-2025 period, the Ministry has presided over the development and promulgation of over 250 legal documents and more than 20 strategies, plans and projects for the development of key sectors and fields, notably: Law on Chemicals (amended), Law on Energy Efficiency and Conservation (amended), Decree 80 on the mechanism for direct electricity trading between renewable energy power generation units and large electricity users, Decree 135 on mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power; drafting a new decree on gasoline trading, etc.
The above results are important and strategic, contributing to creating favorable conditions and institutional breakthroughs to promote production and business, opening up new development space for the country, Deputy Prime Minister Bui Thanh Son emphasized.
Monday, The implementation of planning and development of the national power and energy grid has achieved many achievements and remarkable progress. Notably, the "miracle" of the 500 kV line 3 was completed with many "records" in terms of construction time, workload, resource mobilization, and problem solving; restarting the nuclear power development program and the Ninh Thuan nuclear power project; removing difficulties for large renewable energy projects. The oil and gas industry exceeded the 1 million billion VND revenue threshold (2024); developing a chain of oil and gas and offshore wind power projects along with many key energy projects.
The Ministry of Industry and Trade has made "more than 100% effort" to advise the Government to submit to the 15th National Assembly to pass the amended Electricity Law in just one session with a high approval rate (91.65%); to separate the National Power System Dispatch Center from the Vietnam Electricity Group, helping to fundamentally innovate the operating mechanism of the national power system and electricity market. It can be said that this is an important breakthrough in removing institutional bottlenecks, clearing obstacles, attracting investment, and developing the electricity industry to meet the target of double-digit growth in the new era.
Tuesday, With the regulatory and leading role of the Ministry of Industry and Trade, import and export continue to play an important role in the economy, making a major contribution to economic growth. In 2024, import and export turnover reached 786.29 billion USD, approaching the historical milestone of 800 billion USD, the highest ever; notably, we had a trade surplus for the 9th consecutive year with a surplus of nearly 25 billion USD.
Faced with fluctuations in the world economy due to the impact of tariff and protectionist tensions, the Ministry of Industry and Trade has proactively "taken the lead", closely coordinated with ministries and branches to research and create breakthroughs in opening up large potential markets in the Middle East, Africa, Southern Europe and the Halal market, with the successful negotiation and signing of the Vietnam - UAE Comprehensive Economic Partnership Agreement, bringing the total number of signed and implemented FTAs to 17, creating favorable space to expand and diversify export markets, attracting resources for development.
The industry and trade sector continues to focus on strongly innovating trade promotion activities towards accelerating digital transformation, green and sustainable transformation, closely linking with the needs of localities, businesses and industries; raising the value of Vietnam's national brand to exceed the 500 billion USD mark for the first time, ranking 32nd in the world in 2024.
Trade defense work has successfully handled most major cases, protecting Vietnamese goods on their journey to the world.
Fourth , the domestic market continues to grow steadily at 9% with the highlight being e-commerce surpassing the 25 billion USD mark in 2024, growing 22% compared to 2023, accounting for 9% of total retail sales of goods and consumer services revenue and 2/3 of Vietnam's digital economic value, helping Vietnam maintain its position in the Group of 10 countries with the world's leading e-commerce growth rate. Major balances are ensured, market supply and demand are stable after 15 years of implementing the Campaign for Vietnamese people to prioritize using Vietnamese goods.
Thursday, Industry has a strong recovery, with spectacular growth of 8.4%, of which the manufacturing and processing industry will increase by nearly 10% in 2024 (compared to just under 1% in 2023), creating momentum to accelerate economic restructuring.
Industry continues to play a key role, accounting for over 30% of GDP, of which processing and manufacturing industry accounts for about 80%, helping Vietnam affirm its position as a central link in regional production.
Friday, With the motto "going steadily and steadily" in both professional work and Party building, the Party Committee of the Ministry of Industry and Trade has achieved many positive results in innovating the leadership methods of Party committees at all levels.

In addition to the achieved results, the Deputy Prime Minister also appreciated the Ministry of Industry and Trade for frankly recognizing the shortcomings and limitations of the industry, such as not being timely in concretizing and organizing the implementation of resolutions and instructions from superiors; there are still a number of cadres and party members in some affiliated party committees and branches who have not demonstrated their pioneering and exemplary character; there are still bottlenecks in institutions, planning, governance, and digital transformation; there are still limitations in the effectiveness of implementation organization, quality, and capacity of the staff.
In addition, exports are still heavily dependent on the FDI sector and a number of markets; the localization rate is low. Market management still has loopholes when smuggling, trade fraud, counterfeit goods, and poor quality goods are complicated.
Regarding the future direction, the Deputy Prime Minister stated that the world situation will continue to develop in a complex manner, containing both new opportunities and challenges.
Meanwhile, our country is entering the final months to complete the goals and tasks of the 13th National Congress, creating solid momentum to implement the Resolution of the 14th National Party Congress, entering the era of national growth.
Bringing Vietnam into the leading group in ASEAN in terms of competitiveness
In the above context, the Deputy Prime Minister suggested that the Ministry of Industry and Trade should continue to maintain its role as the key state management agency for industry and trade, the "leading flag" on the economic front, a solid support for corporations, general companies, and enterprises; a reliable companion and positive inspiration for the business community; the industry and trade sector should continue to promote its role as a strong force in the journey to bring the nation to strong and prosperous development, focusing on the following key tasks:
Firstly, strengthen leadership and comprehensive direction of political tasks in state management of the industry, organize and well implement the Resolution of the 14th Party Congress (immediately after its approval); strive to successfully complete the goals, achieve and exceed the targets assigned by the National Assembly and the Government, contributing to making Vietnam basically a modern industrialized country with high average income by 2030, with competitiveness among the leading ASEAN group, deeply participating in the global supply chain, maintaining the position in the top 20 in exports and top 30 in the global retail market, ensuring the balance of supply and demand of goods and energy; develop modern energy, trade and logistics infrastructure, approaching the top group of ASEAN.
At the same time, focus on implementing well the 4 key national plans of the industry in the coming period, including: Energy planning, electricity planning, national petroleum reserve infrastructure planning and mineral exploration and exploitation planning, with about 50,000 projects and a total investment of up to millions of billions of VND).
Second, shaping a new vision in the new era, determined to innovate thinking, establishing a new economic identity based on knowledge, technology and innovation.
The Ministry of Industry and Trade needs to play a pioneering role in proactively exploiting new growth drivers, promoting industrialization and modernization associated with green transformation, digital transformation, and innovation.
Promote industrial restructuring towards high technology, environmental friendliness, and develop basic industries (new materials, precision mechanics, basic chemicals, etc.).
Vigorously deploy digital transformation in the industrial sector, supporting small and medium enterprises to access new technologies. Develop strategic industries serving exports and global value chains, such as electric cars, semiconductor chips, renewable energy equipment, sustainable textiles, etc.
Third, ensure national energy security and sustainable development of the energy market. Implement the 8th Power Plan well, promote the development of renewable energy (wind power, solar power, green hydrogen, etc.), ensure the balance between energy security and emission reduction targets. Restructure the transparent competitive electricity market, increase energy efficiency.
Fourth, develop modern, sustainable trade, associated with high-value exports, proactively adapting to major countries' policy adjustments on tariffs. Promote the export of processed and manufactured products with high added value, gradually reducing dependence on raw materials and processing.
Expand and diversify export markets by effectively utilizing FTAs, especially new generation FTAs, and promoting negotiations and signing of new FTAs, including GCC and Mercosur partners; strengthening trade promotion, connecting with potential markets in the Middle East, Africa, Latin America, Central Asia, Central Eastern Europe, and the Halal market. Developing cross-border e-commerce, logistics ecosystems and digital trade, in line with the general trend of the world and the region.
Fifth, protect the domestic market and enhance the competitiveness of Vietnamese enterprises. Strongly develop the domestic market, promote the movement "Vietnamese people prioritize using Vietnamese products" associated with innovating designs and improving product quality.
Complete the trade defense system to protect domestic production from unfair competition from abroad. Enhance the capacity to regulate the market, fight against smuggling, trade fraud, counterfeit goods, and poor quality goods.
Sixth, promote international economic integration and effectively implement international trade commitments and agreements in the spirit of Resolution 59 of the Politburo on international integration in the new situation. Proactively participate in building new trade "rules of the game", protecting national interests in bilateral and multilateral trade negotiations. Strengthen coordination with ministries and branches in implementing FTA commitments. Support businesses to take advantage of opportunities, overcome technical and non-tariff barriers when exporting.
Seventh, develop high-quality human resources, reform the industry and trade sector's institutions. Review and amend the industry and trade sector's legal system to suit the requirements of green transformation, circular economy, and digital trade. Improve state management capacity, promote administrative procedure reform, and apply technology in industry management. Coordinate with universities and enterprises to train human resources with high-tech skills to serve Industry 4.0 and smart logistics.
Eighth, regarding Party building work, effectively implement the guiding viewpoint "Party building is the key", in which: Focus on building a clean and strong Party organization in all aspects of politics, ideology, ethics, organization, and cadres. Innovate and improve the quality and effectiveness of Party building work in terms of politics, attach importance to Party building in terms of ideology, and focus on Party building in terms of ethics.
Enhance the leadership capacity and fighting strength of Party organizations and Party members. Strengthen education and training of cadres and Party members with strong political will; prevent and repel degradation in ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation".
Do a good job of protecting internal politics and protecting Party and State secrets in the context of deep international integration.
Strengthening discipline and order in concretizing and organizing the implementation of the Party's policies and guidelines, associated with strong innovation, improving the effectiveness and efficiency of inspection, supervision, Party discipline and preventing corruption, waste and negativity.
Improve the quality and effectiveness of implementing Party directives and resolutions on mass mobilization work; raise awareness, sense of responsibility, and thoroughly grasp the spirit of serving the people of cadres and civil servants in performing public duties.
Focus on innovating the Party's leadership methods on the basis of mastering the Party's 5 principles of organizational activities and 5 leadership methods, paying special attention to setting an example for cadres and Party members, first of all the leaders.
Deputy Prime Minister Bui Thanh Son suggested that, with the highest sense of responsibility of a Party member, the delegates will discuss democratically and contribute many profound and intellectual opinions to the documents submitted to the 14th National Congress of the Party, and the documents submitted to the 1st Congress of the Government Party Committee, term 2025-2030.
