The Ministry of Industry and Trade is tightening measures to ensure electricity supply for the 14th National Congress.

The Ministry of Industry and Trade has requested electricity sector units to proactively prepare for all scenarios, ensuring safe and stable operation of the power system during the 14th National Congress and the Lunar New Year 2026.

Absolute priority given to electrical safety for the 14th Party Congress.

On January 16th, at the Tu Liem Power Company headquarters, Deputy Minister Nguyen Hoang Long chaired a meeting to review preparations for ensuring electricity supply during the 14th National Congress of the Communist Party of Vietnam and the Lunar New Year of the Horse in 2026.

Attending the working session were leaders from the Electricity Department, the Department of Industrial Safety and Environment, the Hanoi Department of Industry and Trade, Vietnam Electricity Group, the National Electricity System Operation and Market Company, Hanoi Electricity Corporation, and the National Power Transmission Corporation.

Representatives from relevant units attended the meeting.

The 14th National Congress of the Communist Party of Vietnam is a particularly important political event for the country. Ensuring electricity supply for the Congress and related activities must be given the highest priority, with the absolute requirement of safety, stability, and continuity, preventing any incidents whatsoever.

Mr. Ngo Son Hai, Deputy General Director of EVN, reported on the electricity supply situation for the 14th National Congress.

Mr. Nguyen Danh Duyen – Chairman of the Board of Directors of EVNHANOI, delivered a speech at the meeting.

Furthermore, ensuring electricity supply is the responsibility of the entire electricity sector, not just the Hanoi City Power Corporation, and requires close, coordinated, and inter-sectoral cooperation from the central to local levels.

Units must proactively plan and anticipate scenarios and situations. They must review and clearly identify weaknesses in the system to develop appropriate reinforcement and backup plans. Thorough and comprehensive plans should be developed, building on the experience of ensuring electricity supply for major political events in the past.

In addition, it is essential to mobilize experienced and specialized personnel to directly participate in the preparation work and support the units throughout the duration of the Congress, considering this a common political task and requiring the collective contribution of the entire sector.

Conduct a comprehensive review of the power grid and prepare for all scenarios.

According to the conclusion of Deputy Minister of Industry and Trade Nguyen Hoang Long, the National Power System and Electricity Market Operation Company Limited is tasked with developing and approving the power grid operation method to ensure safe electricity supply before, during, and after the Congress and the Lunar New Year of the Year of the Horse 2026, especially the operation method to ensure electricity supply to Hanoi city.

Deputy Minister Nguyen Hoang Long inspected the preparations and ensured electricity supply during the 14th National Congress of the Communist Party of Vietnam.

This unit must also prepare contingency plans for handling incidents on 500-220kV transmission lines, and plans for mobilizing resources to ensure power supply during the Congress and the Lunar New Year of the Year of the Horse 2026.

Coordination with the National Power Transmission Corporation and Power Transmission Company 1 to complete the repair, maintenance, and rectification of defects in transmission lines and substations must be completed before January 17th. During the Congress, no repair work will be carried out on the 500-220-110kV power grid supplying electricity to Hanoi city.

Regarding the Hanoi City Power Corporation, Deputy Minister Nguyen Hoang Long requested that the unit proactively coordinate with the Hanoi City People's Committee and local authorities at all levels to unify directives down to the commune, ward, and residential group levels, ensuring that no external factors affect the safe operation of the power system. They should also ensure a synchronized and reliable power supply throughout Hanoi during the Congress period to best serve the people.

The Hanoi City Power Corporation also coordinated with the Congress Organizing Committee and the units managing each event venue to promptly gather information and identify locations requiring additional plans or enhanced power supply. For important locations, it was required to ensure power supply from at least two sources of the national power grid, while also arranging backup power sources using diesel generators and uninterruptible power supply (UPS) systems for particularly critical loads.

The delegation from the Ministry of Industry and Trade presented gifts to the unit responsible for ensuring electricity supply for the 14th National Congress of the Communist Party of Vietnam and the Lunar New Year 2026.

Throughout the Congress and the Lunar New Year of the Year of the Horse 2026, units will submit daily reports; a consolidated report on the situation will be sent to the Ministry of Industry and Trade (through the Electricity Department) for compilation and reporting to the Ministry of Industry and Trade leadership and the Government with accurate and timely information.
