Accordingly, to guide the implementation of Law No. 69/2025/QH15, the following legal documents have been issued and will take effect from January 17, 2026:
Government Decree No. 24/2026/ND-CP dated January 17, 2026, stipulates the list of chemicals subject to the Law on Chemicals. Government Decree No. 25/2026/ND-CP dated January 17, 2026, provides detailed regulations and measures for organizing and guiding the implementation of several articles of the Law on Chemicals concerning the development of the chemical industry and chemical safety and security.
Government Decree No. 26/2026/ND-CP dated January 17, 2026, provides detailed regulations and guidance on the implementation of several articles of the Law on Chemicals concerning the management of chemical activities and hazardous chemicals in products and goods.
Circular No. 01/2026/TT-BCT dated January 17, 2026, issued by the Minister of Industry and Trade, provides detailed regulations and guidance on the implementation of several articles of the Law on Chemicals and Government Decree No. 26/2026/ND-CP detailing and providing measures to organize and guide the implementation of several articles of the Law on Chemicals regarding the management of chemical activities and hazardous chemicals in products and goods.
Circular No. 02/2026/TT-BCT dated January 17, 2026, issued by the Minister of Industry and Trade, stipulates a number of measures for implementing the Law on Chemicals and Government Decree No. 25/2026/ND-CP detailing and providing measures to organize and guide the implementation of a number of articles of the Law on Chemicals concerning the development of the chemical industry and chemical safety and security.
In order to promptly facilitate businesses, ensure uninterrupted supply chains of raw materials for production, and avoid incurring additional logistics costs for businesses, the Ministry of Industry and Trade requests that relevant units urgently implement, publicize, and organize the execution of administrative procedures as prescribed, especially procedures for granting export and import licenses for chemicals; ensuring timeliness, transparency, and consistency in the process of receiving and handling applications.
During the period when the online public service system cannot yet be implemented and operational, in order to ensure that the processing of administrative procedures is not interrupted, it is requested that applications be received and processed in paper form as prescribed. The Ministry of Industry and Trade requests the Ministry of Finance and the People's Committees of provinces and cities to strengthen coordination to organize the unified and effective implementation.
