The Ministry of Industry and Trade is implementing a plan to develop its intellectual workforce.

The Ministry of Industry and Trade has just issued Decision 289/QD-BCT dated February 12th on the promulgation of the Ministry's Plan to implement Resolution No. 107/NQ-CP of 2024 of the Government promulgating the Government's Action Program to implement Resolution No. 45 NQ/TW dated November 24, 2023 of the Central Committee of the 13th Party Congress on continuing to build and promote the role of the intellectual workforce to meet the requirements of rapid and sustainable national development in the new period.

Decision 289/QD-BCT is also based on Decision No. 2711/QD-TTg dated December 12, 2025 of the Government approving the National Strategy on the Development of Intellectuals in the Period of Accelerated Industrialization and Modernization of the Country until 2030, with a vision to 2050.

Regarding the development perspective, the Ministry of Industry and Trade emphasizes that the intellectual workforce is a highly educated and specialized workforce with the capacity for independent and creative thinking; possessing strong patriotism, revolutionary ethics and ideals, and a deep commitment to the Party, the State, and the nation.

By 2030, the Ministry of Industry and Trade aims to develop a workforce of intellectuals that is balanced in quantity, quality, and structure, focusing on highly qualified intellectuals in key and crucial fields, ensuring a balance between the various sectors of the industry and trade, paying attention to remote, disadvantaged, and particularly difficult areas, while closely linking this with the implementation of the goals, tasks, and solutions of the 10-year socio -economic development strategy 2021-2030 and the development strategies for the various sectors of the industry and trade.

完善 mechanisms and policies to ensure feasibility and consistency, creating opportunities, conditions, and motivation for the intellectual workforce to develop comprehensively, enhance their capabilities and qualifications, and contribute to the country.

Develop research facilities and higher education institutions under the Ministry of Industry and Trade to achieve advanced standards; increase the number of scientific works, scientific products, and publications in prestigious domestic and international journals.

Regarding targets, at least 50% of intellectuals under 45 years old in agencies and units under the Ministry of Industry and Trade will receive training and professional development programs to enhance their expertise, management skills, and leadership abilities.

Ensure that at least 40% of women and members of minority groups participate in positions of employment, research, teaching, and leadership in the fields of science, technology, and innovation.

Increase the proportion of knowledge workers in high-tech industries and strategic industries under the Ministry of Industry and Trade to 25%.
