In accordance with Decision No. 03/2026/QD-TTg dated January 20, 2026, of the Prime Minister on amending and supplementing the Regulations on the construction, management, and implementation of the Vietnam National Brand Program, the Trade Promotion Department ( Ministry of Industry and Trade ) is currently developing a draft Circular stipulating the criteria system of the Program.
The draft Circular is being developed to replace Circular No. 33/2019/TT-BCT and Circular No. 25/2021/TT-BCT, ensuring it is updated to meet new development requirements and aligns with major policies on science and technology, innovation, international integration, and private sector development.

The revisions aim to improve the legal framework, address inconsistencies in the current criteria system, and align with advanced brand evaluation models worldwide . The draft also increases the weighting of the Innovation and Pioneering Capabilities criteria to encourage businesses to invest heavily in technology, digital transformation, and sustainable brand management.
The new circular is expected to serve not only as a tool for selecting products to achieve the Vietnam National Brand status but also as a standard reference frame to help businesses enhance their competitiveness, contributing to the goal of having over 1,000 products achieving Vietnam National Brand status by 2030.
To finalize the draft before its promulgation, the Ministry of Industry and Trade respectfully requests that interested agencies, organizations, businesses, and experts study and provide feedback.
