Accordingly, in order to effectively coordinate the supply of essential goods, prevent shortages, and avoid hoarding and price gouging that could affect people's lives, especially during the beginning of the new year 2026 and the Lunar New Year of the Horse, the Ministry of Industry and Trade requests the Departments of Industry and Trade of provinces and cities to seriously implement the tasks assigned in Directive No. 18/CT-BCT dated November 25, 2025 of the Ministry of Industry and Trade on implementing solutions to ensure supply-demand balance and stabilize the market at the end of 2025 and during the Lunar New Year of the Horse 2026.
Specifically, the units will focus on closely monitoring market developments, supply and demand, and commodity prices, preparing plans for securing supplies and implementing market stabilization measures to ensure the supply of goods, especially essential items, during the New Year 2026 and the Lunar New Year of the Horse, contributing to social welfare and inflation control.
At the same time, proactively provide information on the supply and prices of essential goods to the media to ensure that the public is fully informed, coordinate with press agencies to provide complete information about price-stabilized sales points, avoid false rumors that cause public panic and market instability, and ensure that the supply is not disrupted in any situation.
Furthermore, it is necessary to strengthen supply support, coordinate with relevant units to effectively manage the supply of goods, and direct manufacturing and trading enterprises to organize price-stabilized sales points and mobile delivery services directly to remote areas and areas severely affected by natural disasters, so that people can easily access goods at reasonable prices. In particular, priority should be given to supplying areas where houses are being rebuilt for households whose homes were destroyed by natural disasters, aiming for completion before January 15, 2026.
On the other hand, the directive instructs market management forces to focus on strengthening market inspection and control to promptly detect and strictly handle violations related to speculation, hoarding, price listing, e-commerce, trading, transporting, and storing prohibited goods, smuggled goods, goods of unknown origin, counterfeit goods, goods infringing intellectual property rights, and substandard goods.
Strictly control the quality and food safety of consumer goods such as fresh food, confectionery, alcoholic beverages, and soft drinks, focusing on essential items and those with high consumer demand during the New Year 2026 and the Lunar New Year of the Horse.
In particular, the Ministry of Industry and Trade requests that localities coordinate with functional forces such as the Police, Border Guard, Customs, etc., to effectively combat and prevent smuggling and trade fraud in border areas, airports, warehouses, and goods collection points.
Previously, to ensure the supply of goods for Tet (Lunar New Year), the Department of Domestic Market Management and Development (Ministry of Industry and Trade) issued a decision to establish working groups to inspect, supervise, and guide the prevention and control of smuggling, trade fraud, and counterfeit goods; ensuring a balance between supply and demand and stabilizing the market in a number of provinces and cities during the peak period before, during, and after the Lunar New Year of the Year of the Horse 2026.
