On the afternoon of November 27, Colonel Phan Thang Long - Commander of Khanh Hoa Provincial Border Guard inspected storm prevention and control work at stations, squadrons and key fishing ports such as Hon Ro (Nam Nha Trang ward), Vinh Luong (North Nha Trang ward) and the boat anchorage area of Binh Tay Residential Group (Dong Ninh Hoa ward). At the inspection points, Colonel Phan Thang Long requested the units to closely coordinate with local authorities and functional forces to check all fishing equipment, guide fishermen to arrange, reinforce and anchor boats safely, and resolutely not let boats collide when the storm hits. In particular, the Border Guard absolutely does not let people stay on cages and rafts for aquaculture when the storm hits, ensuring people's safety is the top priority.
Accordingly, Khanh Hoa Provincial Border Guard has mobilized 20 ships, boats, canoes; 20 cars; 60 motorbikes and 7 search and rescue stations to operate continuously to warn fishermen of dangerous areas at sea. At the same time, maintain 2 ship crews with 24 officers and soldiers on duty ready to receive rescue orders when there is an emergency. The Provincial Border Guard Command requested all border posts to urgently check and count the number of operating ships and boats; continue to call and guide vehicles to shore for safe shelter. The province will implement the sea ban from 7:00 a.m. on November 28 until the storm dissipates.

On the same morning, in the Nha Trang Bay area, the Nha Trang Port Border Guard Station deployed two working groups to the nearshore cage areas to directly propagate and guide ship owners and aquaculture households to grasp the developments and movement of the storm in order to promptly move away from the dangerous area. At the same time, people were required to quickly reinforce cages, clean up belongings, and absolutely not stay on the rafts when the storm made landfall. At the fishing ports: Cua Be, Hon Ro, Vinh Luong, officers and soldiers were on duty to guide owners of vessels on how to properly anchor their boats to limit damage and collisions caused by large waves.
The province currently has 134,563 aquaculture cages and rafts and 6,953 fishing boats of all kinds. As of the afternoon of November 27, there were 247 fishing boats with 2,216 workers operating in the sea. The provincial Border Guard has announced all information related to storm No. 15, requesting that boats proactively move to take shelter. Currently, no vehicles are in the danger zone.
