In a press release sent to press agencies on November 14, the Ministry of Education and Training expressed its view that up to now, the actual salary arrangement for teachers is not as per the policy that the Party and State have determined over the past 29 years.
Accordingly, teachers' salaries are not ranked highest in the administrative career salary scale system, and the majority of teachers are even on a lower salary scale than civil servants in other sectors and fields.
Preschool teachers have the lowest salary
Specifically, only 12% of teachers are currently ranked in the three salary groups A1 - A2.1 - A3.1, while nearly 100% of civil servants in other sectors and fields are ranked in these three salary groups. Of these, only 1.17% of senior teachers (grade 1) are ranked in the highest salary (including A3.1 and A3.2). Other sectors have a maximum of 10% of civil servants ranked in the A3.1 salary scale.
According to the Ministry of Education and Training, 88% of teachers are ranked lower in salary than civil servants in other sectors and fields. Of these, teachers enjoy the highest salary coefficient of 6.78, while civil servants in other sectors can enjoy the highest salary coefficient of 8.0 (1.18 times higher). Teachers are also bound by the conditions of training level according to prescribed standards.
100% of preschool teachers are ranked at the lowest salary in the administrative career salary scale system. Specifically, the starting coefficient of preschool teachers grade III is 2.10, while other grade III positions in other industries are 2.34 (1.11 times higher).
The starting coefficient of a grade II teacher is 2.34, while that of grade II positions in other industries is 4.4 (1.88 times higher).
Similarly, the starting coefficient of a first-class preschool teacher is 4.0, for other sectors it is 6.2 (1.55 times higher). The highest coefficient a preschool teacher enjoys is 6.38, for other sectors it is 8.0 (1.25 times higher).
Looking at the above figures, the Ministry of Education and Training believes that the teaching profession has not been recognized and honored as it deserves as the Party's policy has determined.
Salary policy is not a "favor"
According to the Ministry of Education and Training, in Clause 4, Article 23 of the Law on Teachers, the National Assembly assigns the Government to specify in detail the salaries and allowances for teachers.
Accordingly, the responsibility to specify the regulation "Teachers' salaries are ranked highest in the administrative career salary scale system" is to realize the Party's policy that has been determined for nearly 30 years, not only the responsibility of the Ministry of Education and Training, but also of relevant ministries and branches to advise the Government on specific policy solutions for implementation.
"The highest salary for teachers in the administrative career salary system is not a "favor", but a worthy treatment for teachers.
Paying high salaries to teachers is a way to recognize the value of the teaching profession with its special characteristics, taking on the role of deciding the future of the nation as Resolution 71/NQ-TW of the Politburo just issued. Therefore, the proposal of a special coefficient in calculating teachers' salaries also shows worthy treatment for the role, position and responsibility of teachers," the Ministry of Education and Training expressed its opinion.
The Ministry also said that before promulgating the Law on Teachers, the Ministry's statistics (school year 2022-2023) showed that the rate of teachers quitting the profession or changing careers accounted for 10% of the total number of teachers.
Most teachers who quit their jobs are under 35 years old (61%). It is worth noting that the wave of teachers quitting and changing jobs is concentrated in disadvantaged areas. Meanwhile, teacher training colleges are also unable to attract talented students.
When the Law on Teachers was passed with new regulations on salary policy in the law, it had positive impacts on teacher recruitment and teacher recruitment in many localities.
Previously, the Ministry of Education and Training announced a draft decree regulating salary policy, teacher allowance regime, and guiding the implementation of the Law on Teachers.
Accordingly, teachers' salaries are calculated with a special coefficient (depending on the actual job position). Basically, with this calculation method, teachers' salary scales still use the general salary scale for civil servants of public service units, only with a special coefficient added to ensure the principle of "teachers' salaries being ranked highest in the administrative career salary scale".
In addition, the draft also stipulates preferential allowances for teachers depending on specific subjects.
The Ministry of Education and Training affirmed that the special salary coefficient as proposed in the draft does not disrupt the design of the current salary system, and has a full legal basis for implementation.
