The Ministry of Education and Training has requested that provinces and cities stop directly recruiting and giving priority points to candidates with excellent student awards, IELTS certificates and equivalent to public grade 10.
In an announcement on the evening of February 23, the Ministry said that some localities had included "inappropriate" content in their public 10th grade enrollment plans. Specifically, direct admission and extra points for candidates who won provincial-level excellent student awards and had foreign language certificates.
The Ministry requested the People's Committees of provinces and cities to properly implement the regulations on secondary and high school enrollment issued in 2019.
"Provinces that have approved plans and methods for 10th grade high school admission that are not in accordance with regulations on direct admission and preferential policies must make adjustments and make public announcements," the Ministry's dispatch stated. The Ministry said it will inspect and examine 10th grade admissions in some localities.

According to the regulations on admission to junior high and high schools, candidates are admitted directly to public grade 10 if they belong to one of four groups: studying at a boarding school for ethnic minorities; being from a very small ethnic group; being disabled; or winning national or international awards in culture, arts, sports, science and technology.
If the candidate is a child of a martyr, a war invalid, a sick soldier, a person infected with toxic chemicals, a labor hero, a member of the armed forces, living and studying in an area with difficult socio -economic conditions, the candidate will receive bonus points, the score level is determined by the locality.
Candidates with provincial or city-level excellent student awards or international language certificates do not receive any preferential treatment. However, in the past 5 years, many localities have added 1-2 preferential points, exempted from exams, and directly admitted candidates with IELTS 4.0 or higher or with provincial-level excellent student awards.
According to some localities, this regulation aims to create motivation and a movement to learn foreign languages, as well as reduce exam pressure for students who already have good academic performance.
IELTS are two popular standardized English tests for non-native English speakers, assessing the four skills of Listening, Reading, Writing, Speaking of the candidate on a 9-band scale and then averaging (with rounding).
According to statistics on the IELTS homepage, in 2022, the average score of Vietnamese candidates is 6.2. The highest score achieved by candidates is 6.0, accounting for 22% of the total number of people receiving certificates. Next is the IELTS 6.5 level with 19%. At the score level from 4.0 to 5.0, this rate is 12%.
