Completing 5 draft laws, creating a legal corridor for a new development stage
Chairing the press conference, Deputy Minister Bui Hoang Phuong said that in November, the Ministry of Science and Technology focused on perfecting the institutional system, basically completing the procedural documents to report to the Government to promulgate five new laws - laws that play a key role in shaping the picture of science, technology and digital industry development in the coming years.
According to Deputy Minister Bui Hoang Phuong, the Ministry of Science and Technology has completed a set of documents guiding the implementation of five laws passed by the National Assembly at the 9th Session, including: Law on Science , Technology and Innovation; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Atomic Energy (amended); and Law on Digital Technology Industry. Completing the system of sub-law documents helps the laws quickly come into effect, creating a favorable legal environment for technology enterprises to develop, while promoting the formation of key industries based on knowledge and high technology.
At the same time, the Ministry of Science and Technology continues to develop and complete the dossiers of 5 new Law projects to submit to the Government in December and report to the National Assembly for consideration at the 10th Session. These Law projects include: Law on Digital Transformation; Law amending and supplementing a number of articles of the Law on Intellectual Property; Law amending the Law on Technology Transfer; Law amending the Law on High Technology and the Law on Artificial Intelligence. These are all fields that are moving strongly, having a profound impact on the competitiveness of the economy , especially in the context of the fierce global race on AI, data and core technology.
In November, the Ministry of Science and Technology also submitted to the Government many major projects such as: Proposal to develop a Decree on the organization and operation of the National Technology Innovation Fund; Decree on concentrated digital technology zones; Decree on management of investment in information technology applications using state budget capital; Science, technology and innovation program to develop strategic technology products to be implemented from 2025; National AI transformation action program; Project to support digital technology enterprises to reach out globally by 2030, vision 2045; and Project to invest in improving the capacity of public research organizations for the period 2025-2030. This is an important policy series to create a foundation for a breakthrough science and technology ecosystem, promote enterprises to master core technology, improve competitiveness and affirm Vietnam's position in the global value chain.
Deputy Minister Bui Hoang Phuong emphasized that the efforts in November not only have the meaning of perfecting institutions but also contribute to spreading the spirit of innovation, encouraging the commercialization of research results, promoting the application of new technologies such as artificial intelligence, big data, IoT or space technology into socio-economic development practices. These are important driving forces for the science and technology sector to enter the acceleration phase at the end of the year and build a foundation for tasks for 2026.
TECHFEST Vietnam 2025: open space, entrepreneurial spirit for all
At the press conference, Mr. Pham Hong Quat, Director of the Department of Science and Technology Enterprise and Market Development providing information about TECHFEST Vietnam 2025, an event scheduled to take place from December 12-14 at Hoan Kiem Lake walking street, Hanoi. This year's TECHFEST has many new features, associated with the review process of Resolution 57-NQ/TW on breakthroughs in science and technology, innovation and national digital transformation. The event is organized in an open model, allowing people to directly experience new technologies, AI products, VR, IoT or modern business models.

TECHFEST 2025 includes the Opening Ceremony, National Policy Forum, a series of seminars and workshops, international investment connection activities, innovative product exhibitions and many technology experience zones. The event attracts startups, investment funds, institutes and schools, international experts, and the youth, women and elderly communities to participate in startups. The four main experience zones include Startup & Scale-up Zone, Pre-unicorn & Unicorn Zone, Ecosystem Builder Zone and Technology Testbed Zone, with continuous technology experience activities from smart agriculture to digital urban areas.
Highlights of TECHFEST 2025 include the announcement of national policies, the opening of the National Venture Capital Fund, and the honoring of the Top 10 investment deals and the Top 10 outstanding localities. The national policy forum will focus on hot topics such as venture capital, dual transformation, smart cities, and international experience sharing.
Also at the press conference, Mr. Truong Huu Chung, Head of Investment Promotion Department, Department of Information Technology Industry, about the 7th National Forum on Developing Vietnamese Digital Technology Enterprises, scheduled to be held on December 25 at VinPalace Co Loa Convention Center (Dong Anh, Hanoi). The forum was attended by leaders of the Party, State, ministries, Make in Vietnam enterprises and international experts. The event introduced more than 50 digital technology products, demonstrated robots, UAVs, AI; screened films about the Make in Vietnam journey 2020-2025 and announced the orientation for 2026-2030. The forum also awarded the Make in Vietnam Digital Technology Product Award 2025 and Certificates of Merit to outstanding enterprises.

The forum is expected to be an important "push" to promote Vietnamese digital technology enterprises to develop strongly, master core technology, participate more deeply in the global production chain and contribute to the goal of making Vietnam a strong and prosperous country in the digital age.
Ensuring communication during natural disasters: 1-3 days to restore affected areas
Regarding natural disaster prevention and control, an issue of particular public concern after a series of signal loss and information interruptions during recent storms and floods, a representative of the Telecommunications Department said that the Ministry of Science and Technology has closely coordinated with the Ministry of Information and Communications to improve response capacity. After the storm at the end of 2024, the Ministry issued a set of criteria for building sustainable telecommunications works against natural disaster risks, specified in Circular 14 issued in 2025. Thanks to that, telecommunications businesses have proactively built a coordination process, supported each other, and brought the network in affected areas back into operation in just 1-3 days, ensuring uninterrupted communication.

Businesses also deployed activities to support people such as opening their headquarters with generators to charge phones, sending mobile BTS vehicles to evacuation areas, ensuring people maintain communication in emergency situations. The Telecommunications Department affirmed that in the coming time, the application of satellite technology such as Starlink will play an important supporting role for ground infrastructure, especially in isolated areas when natural disasters occur.
Regarding the issue of spontaneous rescue maps, a phenomenon that emerged during the flood season, Deputy Minister Bui Hoang Phuong asked the Telecommunications Department to coordinate with businesses to review the management mechanism to avoid the dissemination of incorrect maps that endanger people and rescue forces. The Ministry of Science and Technology welcomes technological initiatives from the programming community, but emphasizes that all rescue-related applications need to coordinate closely with official management agencies to ensure accuracy, timeliness and safety.
Emphasizing the role of the media, Deputy Minister Bui Hoang Phuong expressed his thanks to the press agencies that have accompanied and disseminated new policies and guidelines of the science and technology sector. He affirmed that the press is an important bridge to help science and technology policies come into life, reaching researchers, universities, businesses, scientists and people. Active cooperation from the press is an important part of the national innovation ecosystem.
