April 2026 marks a significant shift in building a legal framework, developing science and technology, expanding international cooperation, and strengthening digital infrastructure, creating a new foundation for national growth.
At the press conference, the Ministry of Science and Technology announced many outstanding results in state management work in April 2026, demonstrating a strong determination to improve institutions, promote science and technology, innovation, national digital transformation, develop digital infrastructure, expand international cooperation, and enhance the country's competitiveness. These results further affirm that science and technology, innovation, and digital transformation are becoming the foundation, driving force, and new development method for Vietnam.
In April 2026, the Ministry of Science and Technology advised the Government to issue 4 decrees, submitted 6 decisions to the Prime Minister for issuance, and issued 13 circulars within its authority. This large volume of work reflects a strong determination to perfect the legal framework serving development.
The documents focus on many areas with significant impact, such as technological innovation, technology transfer, intellectual property, digital transformation for small and medium-sized enterprises, nuclear energy, technical standards and regulations, telecommunications subscriber management, development of the science and technology market, and expansion of the Halal market.
Accelerating institutional development is contributing to removing development barriers, facilitating businesses' access to new technologies, promoting the commercialization of research results, expanding investment in innovation, and simultaneously enhancing the effectiveness of state management, simplifying administrative procedures, and promptly addressing new issues arising in the practice of digital development. This is also an important foundation for the effective implementation of Resolution No. 57-NQ/TW on breakthroughs in national science, technology, innovation, and digital transformation.
Currently, 589 science and technology projects are being implemented.
April continued to see many positive signs in scientific research, technology application, and the transfer of results into practice.
The national science and technology information system recorded 168,507 downloads of full-text articles from international scientific databases, reflecting the increasing demand for accessing scientific knowledge within the research community, universities, and businesses.
Vietnam published 2,761 international papers this month, focusing on fields such as engineering, computer science, mathematics, medicine, environment, and agriculture – areas that directly contribute to improving productivity, the quality of growth, and national competitiveness.
Currently, there are 589 science and technology projects underway, of which 190 have been applied in practice. The Ministry has issued 101 certificates of registration for the results of science and technology projects, 59 certificates of registration for science and technology organizations, and 10 ISSN codes; the total funding granted and disbursed has exceeded 100 billion VND.
Notably, the Ministry of Science and Technology is developing a list of strategic technologies and a list of strategic technology products linked to major national, sectoral, and local challenges; and is also finalizing the plan for the efficient exploitation and use of national space. This will be an important basis for focusing resources on areas with the potential for breakthroughs such as AI, semiconductors, biotechnology, new materials, new energy, and space technology.
The Ministry is also drafting a plan to restructure national science and technology programs for the period 2026-2030, aiming for strong reforms in financial management mechanisms, increased autonomy for lead organizations, and more favorable conditions for intellectuals and scientists.
Proactively integrating technology and increasing Vietnam's presence on the world science map.
April 2026 marked many outstanding international cooperation activities, demonstrating Vietnam's increasingly proactive role in connecting global knowledge and participating more deeply in international innovation networks.
On April 15, 2026, Vietnam will co-chair the extension of the UNESCO Category II accreditation and sponsorship for the International Centre for Mathematics and Physics for another eight years, further affirming the nation's academic prestige and scientific standing.
Through VKIST, the Ministry continues to promote cooperation with South Korea in applied research, technology transfer, and high-quality human resource development; expand cooperation with India in the fields of semiconductors, AI, and digital transformation; and with Cuba in biotechnology, pharmaceuticals, and human resource training.
During the State visit to China, the Vietnamese Ministry of Science and Technology held working sessions with the Chinese Ministry of Science and Technology on strategic technologies, joint laboratories, AI, new materials, energy, and smart cities.
The Ministry also collaborated with the FWO to organize joint sessions aimed at expanding research cooperation in applied biomedical and basic research; and participated in the WIPO General Assembly, continuing to promote intellectual property cooperation in the digital environment.
As of April 2026, the whole country has 30 organizations granted Certificates of High-Tech Enterprise; 13 organizations granted Certificates of High-Tech Application Activities; and 20 science and technology exchange platforms are being invested in and operated.
The ceremony commemorating World Innovation Day 2026, organized by the Ministry of Science and Technology on April 21st in Hanoi with approximately 300 delegates in attendance, contributed to strongly spreading the spirit of innovation within the business community, research institutes, universities, and society as a whole.
In the national digital transformation, the rate of online applications processed through the entire process reached 46.1%; the total number of transactions via NDXP reached 4.369 billion; nearly 29.5 million digital signature certificates were issued nationwide, equivalent to 42.63% of the adult population.
The Ministry is also finalizing the draft Decree guiding the implementation of the Law on Artificial Intelligence, submitting the list of datasets for AI development, and updating the National Strategy on AI research, development, and application until 2030.
Revenue from the digital technology industry reached 622,402 billion VND.
Vietnam currently has 110.5 million mobile broadband internet subscribers; the percentage of households using fiber optic cable has reached 85.8%; the IPv6 adoption rate is 65%; and the total number of national “.vn” domain names exceeds 690,000. The Ministry of Science and Technology has completed the development of the 5G network deployment plan by 2030; and continues to address areas with weak signal coverage, manage junk SIMs and SIMs without proper registration.
In the digital technology industry sector, revenue in April 2026 is estimated at VND 622,402 billion, an increase of 38% compared to the same period; exports of digital technology products reached over USD 20 billion; there are currently about 80,052 active digital technology businesses nationwide.
In addition, the postal services, intellectual property, and quality measurement and standards sectors continued to maintain stable growth, contributing to the completion of a modern and synchronized state management ecosystem.
Entering May 2026, the Ministry of Science and Technology will continue to focus on concretizing Resolution No. 57-NQ/TW, prioritizing the development of specific mechanisms for strategic technologies, mechanisms for the State to order and purchase first products, sandboxes for new technologies, and finalizing key draft laws.
With high operational intensity, strong reformist thinking, and clear strategic direction, the Ministry of Science and Technology is gradually building the institutional, technological, and infrastructure foundations for a new phase of development, in which science and technology, innovation, and digital transformation play a central role in the national development strategy.
