Ministry of Science and Technology notes when using spontaneous rescue maps

Deputy Minister of Science and Technology Bui Hoang Phuong said that in November 2025, the Ministry of Science and Technology focused on perfecting the institution and basically completed the procedural documents to report to the Government to promulgate 5 new Laws. Law on Digital Transformation; Law on amending and supplementing a number of articles of the Law on Intellectual Property; Law on amending the Law on Technology Transfer; Law on amending the Law on High Technology; Law on Artificial Intelligence. In November 2025, the Ministry of Science and Technology issued 12 circulars under its authority.

Regarding natural disaster prevention, the leader of the Department of Telecommunications said: Signal loss and interference have occurred in recent natural disasters. The Ministry of Science and Technology and the Department of Telecommunications have made many efforts to ensure continuous communication. The Department of Telecommunications has advised on the issuance of procedures and criteria related to natural disaster prevention, search and rescue and coordination mechanisms.

Specifically, after the storm in late 2024, the Ministry issued a set of criteria for building telecommunications works to ensure sustainability against disaster risks, and these regulations were specified in Circular 14, newly issued in 2025. Telecommunications businesses have proactively developed coordination measures, are ready to support each other and restore the network in most affected areas in a very short time, from 1-3 days, without prolonged interruption. Actions to support people include opening headquarters and offices with generators for people to charge their phones and dispatching mobile BTS vehicles to evacuation areas.

The Telecommunications Department also recognized that the application of satellite technology in the coming time (such as Starlink) will be an effective supplement to ground infrastructure, providing communication in areas with signal interference, and a backup support channel for transmission and connection channels, which is very important in preventing and combating natural disasters.

Regarding the issue of Rescue Maps, Deputy Minister Bui Hoang Phuong especially noted the Telecommunications Department's coordinating role in managing spontaneous rescue information maps developed by independent programmers.

The Deputy Minister emphasized that although the State management responsibility for flood information maps belongs to the Department of Dyke Management and Natural Disaster Prevention ( Ministry of Agriculture and Environment ), the Department of Telecommunications needs to direct telecommunications enterprises to consider how to coordinate. The biggest concern is to avoid the release of incorrect maps, which can seriously affect rescue work, especially when people spontaneously rescue based on inaccurate information. The Ministry of Science and Technology welcomes initiatives to apply telecommunications technology to build maps and provide early warnings, and the Department of Telecommunications is ready to act as a focal point for these initiatives to contact the official State management agency.
