Decree dated June 14, 2025 of the Government regulating decentralization and delegation of powers in the field of emulation and commendation; detailing instructions for the implementation of a number of articles of the Law on Emulation and Commendation in the Foreign Affairs sector

Pursuant to the Law on Emulation and Commendation No. 06/2022/QH15 dated June 15, 2022;
Pursuant to Decree No. 152/2025/ND-CP dated June 14, 2025 regulating decentralization and delegation of powers in the field of emulation and commendation; detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation;
Pursuant to Decree No. 28 /2025 / ND-CP dated February 14, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Foreign Affairs ;
At the request of the Chief of Office of the Ministry;
The Minister of Foreign Affairs issued a Circular detailing a number of articles of Decree 152/2025/ND-CP regulating decentralization and delegation of powers in the field of emulation and commendation; detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation in the Foreign Affairs sector.
Chapter I
GENERAL PROVISIONS
Article 1. Scope of regulation and applicable subjects
- Scope of adjustment:
This Circular details the implementation of:
a) Clause 4, Article 24, Clause 3, Article 26, Clause 3, Article 27, Clause 3, Article 28, Clause 2, Article 71, Clause 6, Article 74, Clause 2, Article 75, Clause 6, Article 84 of the Law on Emulation and Commendation 2022.
b) Clause 2, Article 6 of Decree 152/2025/ND-CP dated June 14, 2025, regulating decentralization and delegation of powers in the field of emulation and commendation; detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation.
2. Applicable subjects:
a) Individuals and collectives under the management authority of the Ministry of Foreign Affairs.
b) Individuals, collectives, domestic and foreign organizations, and overseas Vietnamese who have contributed to foreign affairs and diplomacy.
Article 2. Interpretation of terms
In this Circular, the following terms are construed as follows:
1. Individuals under the management authority of the Ministry of Foreign Affairs are cadres, civil servants, public employees and workers of units of the Ministry of Foreign Affairs and Vietnamese representative agencies abroad (hereinafter referred to as representative agencies).
2. Collectives under the management authority of the Ministry of Foreign Affairs include units within the organizational structure of the Ministry of Foreign Affairs as prescribed in Decree 28/2025/ND-CP dated February 14, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Foreign Affairs (except the Ministry Inspectorate), public service units under the Ministry of Foreign Affairs according to Decision No. 1642/QD-TTg dated December 29, 2022 of the Prime Minister, Office of Party Committee - Mass Organizations according to Decision No. 4086/QD-BNG dated December 27, 2019 of the Ministry of Foreign Affairs.
3. Units with legal status belonging to or directly under the Ministry of Foreign Affairs (hereinafter referred to as units with legal status) specified in the Circular include: National Border Committee, State Committee for Overseas Vietnamese, Diplomatic Academy, Ho Chi Minh City Department of Foreign Affairs, World and Vietnam Newspaper, Diplomatic Corps Service Department, Foreign Transport Center.
4. The specialized agencies under the provincial People's Committees performing foreign affairs are the Departments of Foreign Affairs under the provincial People's Committees, the Office of the provincial People's Committees for localities where no Department of Foreign Affairs has been established, and the An Giang Department of Tourism (hereinafter referred to as the specialized agencies performing foreign affairs at the provincial level).
Chapter II
SUBJECTS AND STANDARDS FOR EMULATION TITLES
AND FORMS OF REWARDS
Article 3. Criteria for awarding the title "Advanced Worker"
1. The title "Advanced Worker" is awarded annually to individuals under the management authority of the Ministry of Foreign Affairs who meet the following criteria:
a) Complete the task well or better.
b) Strictly comply with the Party's and State's guidelines, policies, and regulations, and those of the Ministry of Foreign Affairs. Unite, support each other, and actively participate in emulation movements.
2. Individuals who have brave actions to save people or property of the State or people, resulting in injuries requiring treatment or nursing, the treatment and nursing time will be counted for consideration of awarding the title "Advanced Worker".
3. For individuals who are assigned to participate in training and development for 01 year or more, the time participating in training and development will be counted towards the time for considering emulation titles. In addition to the general standards, during the training and development period, individuals must strictly comply with the regulations of the training and development institution, complete the study program, and achieve good or better learning results (for training and development courses with learning results classified).
4. Individuals who are assigned to participate in training and development for less than 01 year and comply with the regulations of the training and development facility will have their study time counted as working time at the unit to consider emulation titles.
5. Maternity leave as prescribed by law is counted as working time at the unit for consideration of emulation titles.
6. For individuals who transfer jobs or are assigned or seconded to another agency, organization or unit for a certain period of time, the assessment of the title "Advanced Worker" is conducted by the competent agency, organization or unit to assess and classify the level of completion of the tasks performed (for individuals who are cadres, civil servants or public employees) or the new unit (for individuals who are not cadres, civil servants or public employees). In case the working time at the old unit is 06 months or more, there must be comments and assessments from the old agency or unit.
7. The title "Advanced Worker" shall not be awarded in any of the following cases:
a) Newly recruited individuals under 06 months.
b) Taking leave from work as prescribed by law for a period of 03 to less than 06 months (except for the case specified in Clause 6 of this Article).
c) Individuals who are under consideration for disciplinary action or investigation, inspection, or examination when there are signs of violations or have complaints or denunciations that are being verified and clarified.
Article 4. Subjects and criteria for awarding the title "Emulation Flag of the Ministry of Foreign Affairs "
1. The title "Emulation Flag of the Ministry of Foreign Affairs" is awarded annually to collectives that are units under the Ministry of Foreign Affairs, Departments of Foreign Affairs under the Provincial People's Committees in emulation clusters of specialized agencies under the Provincial People's Committees that perform foreign affairs work and meet the following criteria:
a) Exceeding the emulation targets and assigned tasks of the year; being an outstanding collective in the Ministry of Foreign Affairs, leading the emulation movement of the emulation bloc of units, representative agencies, emulation clusters of specialized agencies under the Provincial People's Committees performing foreign affairs work.
b) Internal solidarity; clean and strong government, party and mass organizations; taking the lead in implementing the Party's and State's guidelines, policies and regulations and regulations of the Ministry of Foreign Affairs; practicing thrift, fighting waste, preventing and combating corruption, negativity and other social evils.
2. The title "Emulation Flag of the Ministry of Foreign Affairs" is awarded to the leading collective in the emulation movement by topic launched by the Ministry of Foreign Affairs with a duration of 03 years or more when summarizing the movement.
Article 5. Subjects and criteria for awarding the title " Excellent Labor Collective"
The title "Excellent Labor Collective" is awarded annually to collectives under the management authority of the Ministry of Foreign Affairs that meet the following criteria:
1. Excellent completion of assigned tasks.
2. Actively participate in emulation movements regularly, practically and effectively.
3. 100% of individuals in the collective complete assigned tasks, of which at least 70% of individuals achieve the title of "Advanced Worker".
4. There are individuals who have achieved the title of "Basic Emulation Fighter".
5. Internal solidarity; exemplary compliance with the Party's and State's guidelines, policies, and regulations and the regulations of the Ministry of Foreign Affairs. No individual or collective violates the Party's and State's guidelines, policies, and regulations and/or the regulations of the Ministry of Foreign Affairs to the extent of being disciplined according to the Party's and State's regulations.
Article 6. Subjects and criteria for awarding the title " Advanced Labor Collective"
Awarded annually to groups under the management of the Ministry of Foreign Affairs that meet the following criteria:
1. Complete assigned tasks well; participate in emulation movements regularly, practically and effectively.
2. At least 70% of individuals in the collective achieve the title of "Advanced Worker".
3. Internal solidarity; good implementation of the Party, State and Ministry of Foreign Affairs' policies, guidelines and regulations. No individual has been disciplined from warning level or higher according to Party and State regulations.
Article 7. Name, subjects, and criteria for awarding the Commemorative Medal
1. The commemorative medal is a form of reward from the Minister of Foreign Affairs to recognize and encourage individuals who have contributed to the development of the diplomatic sector, including the following types:
a) Medal "For the cause of Vietnamese diplomacy";
b) Commemorative medal "For the Party's foreign affairs";
c) Commemorative medal "For the cause of national borders and territories";
d) Commemorative medal "For the cause of working with Vietnamese people abroad";
d) Medal "For the cause of Diplomacy serving economic development";
e) Commemorative medal "For the cause of UNESCO Vietnam";
g) Medal "For the cause of people's foreign affairs".
2. Subjects and criteria for awarding the Medal of Honor to individuals working in the Ministry of Foreign Affairs:
a) Leaders and former Leaders of the Ministry of Foreign Affairs do not consider seniority when considering awarding the Commemorative Medal.
b) Individuals with a total working time at units of the Ministry of Foreign Affairs or agencies and units merged with the Ministry of Foreign Affairs and/or representative agencies of 20 years or more for men and 15 years for women; successfully completing assigned tasks during the working period.
c) Individuals transferred from other agencies to work at the Ministry of Foreign Affairs or from units that have merged with the Ministry of Foreign Affairs, if they do not have enough time to be considered for the Medal of Honor as prescribed in Point b of this Clause, will be considered for the Medal of Honor before retirement if they have at least 10 years of work in the Diplomatic Service and/or working in the Foreign Affairs Service.
d) Seniority for consideration of awarding the Commemorative Medal is calculated as follows:
The working time is calculated from the date of the recruitment decision of the Ministry of Foreign Affairs or the agency or unit that has merged with the Ministry of Foreign Affairs, the transfer to the time of request for consideration for the award of the Commemorative Medal or to the date of retirement decision; the working time under a short-term contract is not counted in the working seniority.
Individuals who are sent to study, do military service or are seconded to another agency and then return to work at the Ministry of Foreign Affairs are considered to have worked continuously in the Foreign Affairs sector.
Individuals who have brave actions to save people or property of the State or people, resulting in injuries requiring treatment or care, the time of treatment or care will be counted towards their seniority.
Individuals working at the Ministry of Foreign Affairs or agencies and units that have merged with the Ministry of Foreign Affairs and representative agencies non-consecutive, the working time is the total working time at units under the Ministry of Foreign Affairs and representative agencies; 12 months is counted as 01 year of working in the diplomatic sector.
d) Individuals who are awarded emulation titles and forms of commendation during their work at the Ministry of Foreign Affairs or agencies and units that have merged with the Ministry of Foreign Affairs and/or representative agencies are proposed to be awarded the Commemorative Medal earlier than the prescribed time and only applied once according to the highest form of commendation and emulation title as follows:
Those who are recognized as National Emulation Fighters or awarded the Labor Medal or higher can be proposed for consideration of awarding the Commemorative Medal 5 years earlier.
Those who are recognized as Emulation Fighters at the Ministry level or are awarded a Certificate of Merit by the Prime Minister can be proposed for consideration for the Commemorative Medal 3 years earlier.
Those who are recognized as Emulation Fighters or are awarded a Certificate of Merit by the Minister of Foreign Affairs can be proposed for consideration of awarding the Medal of Honor 2 years earlier.
3. Party and State leaders do not consider seniority when awarding Commemorative Medals.
4. Subjects and criteria for awarding to individuals working in foreign affairs and international integration:
a) Leaders of departments, ministries, branches, provinces and cities, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations in the political system; Leaders at the Department level and equivalent of departments, ministries, branches, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations at the Central level; Leaders at the Department level or Leaders of the Office of the People's Committee of specialized agencies performing foreign affairs at the provincial level who have held positions for at least 03 years in charge of one of the fields under the management authority of the Ministry of Foreign Affairs.
b) An individual appointed as Head of a Vietnamese representative agency abroad must have at least one full term as Head of a representative agency according to the Law on Representative Agencies.
c) Cadres, civil servants, and public employees working in foreign affairs and international integration agencies of departments, ministries, branches, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations at the Central level and specialized agencies under the People's Committees at the provincial level performing foreign affairs work with a working period in the field of foreign affairs and international integration of 20 years or more for men and 15 years or more for women (working period under short-term contracts is not counted in seniority); having made positive contributions to the cause of construction and development of the Ministry of Foreign Affairs or one of the fields under the management authority of the Ministry of Foreign Affairs.
5. Subjects and criteria for awarding to individuals who have contributed to the development of the Diplomatic sector or one of the fields under the management authority of the Ministry of Foreign Affairs:
a) Leaders of departments, ministries, branches, provinces and cities, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations in the political system; Leaders at the Department level and equivalent of departments, ministries, branches, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations at the Central level; have actively contributed to the cause of construction and development of the Ministry of Foreign Affairs or one of the fields under the management authority of the Ministry of Foreign Affairs.
b) Domestic individuals, Vietnamese individuals living abroad, and foreign individuals with outstanding achievements in consolidating and developing friendly and cooperative relations between Vietnam and other countries, international partners, or cooperative relations between the Ministry of Foreign Affairs and international partners; or actively contributing to the cause of building and developing the Ministry of Foreign Affairs; or one of the fields under the management authority of the Ministry of Foreign Affairs.
6. The Medal may be awarded multiple times to individuals in different positions; the Medal may not be awarded multiple times to individuals in the same position.
7. Other cases as decided by the Minister of Foreign Affairs.
Article 8. Criteria for awarding or posthumously awarding Certificates of Merit of the Minister of Foreign Affairs
1. Certificates of Merit of the Minister of Foreign Affairs are considered for awarding or posthumously awarding to individuals under the management authority of the Ministry of Foreign Affairs; individuals working in foreign affairs and international integration agencies of departments, ministries, branches, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations; individuals performing tasks related to the field of work of the Ministry of Foreign Affairs; individuals of specialized agencies performing foreign affairs at the provincial level who are exemplary in implementing the guidelines, policies, regulations of the Party and the State and meet one of the following criteria:
a) Have outstanding achievements as evaluated in emulation movements launched by the Ministry of Foreign Affairs;
b) Having many achievements or outstanding achievements with influence in one of the fields under the management of the Ministry of Foreign Affairs; or having outstanding achievements in performing important tasks of the Ministry of Foreign Affairs; achievements with influence in the diplomatic sector;
c) Contribute to socio-economic development, application of scientific and technical advances, social work, and humanitarian charity;
d) Having 02 consecutive times achieved the title of "Emulation Fighter at the grassroots level" or having been recognized for 02 consecutive years or more for excellent completion of tasks, during which time 02 initiatives have been recognized and effectively applied within the unit or more or 02 scientific topics, scientific projects, scientific and technological works have been accepted and effectively applied within the unit or more.
2. Certificates of Merit of the Minister of Foreign Affairs are considered for awarding or posthumously awarding to businessmen, intellectuals, and scientists who have complied with the guidelines, policies, and regulations of the Party and State and met one of the criteria specified in Clause 1 of this Article or have made contributions to the development of the Ministry of Foreign Affairs.
3. Certificates of Merit of the Minister of Foreign Affairs are considered for awarding to collectives under the management authority of the Ministry of Foreign Affairs; collectives of foreign affairs and international integration agencies of departments, ministries, branches, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations; collectives performing tasks related to the field of work of the Ministry of Foreign Affairs; collectives of specialized agencies under the People's Committees of provinces that perform foreign affairs work exemplary in complying with the guidelines, policies, and regulations of the Party and the State and meeting one of the following criteria:
a) Have outstanding achievements evaluated in the annual emulation movement, the emulation movement launched by the Ministry of Foreign Affairs;
b) Having made outstanding achievements with influence in the field under the management of the Ministry of Foreign Affairs;
c) Having been recognized for 2 consecutive years for excellent performance of tasks or achieving the title of "Excellent Labor Collective", implementing grassroots democracy well, organizing emulation movements well; taking care of material and spiritual life in the collective; practicing thrift, fighting waste; preventing and fighting corruption and negativity.
4. Certificates of Merit from the Minister of Foreign Affairs are awarded to enterprises and other economic organizations that have complied with the guidelines, policies, and regulations of the Party and the State and met one of the criteria specified in Clause 3 of this Article or have made contributions to the development of the Ministry of Foreign Affairs.
5. Certificates of Merit from the Minister of Foreign Affairs are awarded to Vietnamese organizations and individuals abroad who have made active and outstanding contributions to the construction of the homeland and the country and the protection of the Fatherland, or to the construction and development of the Vietnamese community abroad, or to the development of friendly relations and cooperation between Vietnam and other countries and international partners; and have complied with the laws of the host country and the laws of Vietnam.
6. The Certificate of Merit of the Minister of Foreign Affairs is awarded to foreign organizations, individuals, and international organizations that have a spirit of solidarity and friendship, respect for independence, sovereignty, unity, territorial integrity, political and social regime, innovation, laws, customs and practices of Vietnam; have made positive contributions to the building and development of the diplomatic sector, strengthening friendly relations and cooperation between Vietnam and other countries and international organizations; and strictly comply with the laws of the host country and the laws of Vietnam.
Article 9. Criteria for awarding Certificates of Merit by Heads of legal entities
1. The Certificate of Merit of the Head is awarded to collectives under the management authority of the Ministry of Foreign Affairs that meet one of the following criteria:
a) Have outstanding contributions in emulation movements launched by the unit's Head or major working sessions of the unit.
b) Complete tasks well or better; internally united, exemplary in implementing the Party's guidelines, policies and laws of the State and the Ministry of Foreign Affairs.
2. The Certificate of Merit of the Head is awarded to individuals under the management authority of the Ministry of Foreign Affairs who meet one of the following criteria:
a) Complete tasks well or better; be exemplary in implementing the Party's guidelines, policies and laws of the State and the Ministry of Foreign Affairs.
b) Have outstanding contributions to the unit's emulation movements or major working sessions of the unit.
3. Certificates of merit from heads of educational institutions under the Ministry of Foreign Affairs to be awarded to individuals and groups studying at educational institutions shall comply with the regulations of the Minister of Education and Training.
Article 10. Criteria for awarding the Commendation of the Chairman of the Committee and the Commendation of the Head of the Representative Agency
Commendations of the Chairman of the Committee (including: State Committee on Overseas Vietnamese and National Border Committee), Commendations of the Head of the Representative Office are considered for awarding to individuals and collectives not under the management authority of the Ministry of Foreign Affairs, who have well implemented the Party's policies and the State's laws and policies and met one of the following criteria:
1. Have outstanding contributions in the field of work assigned to the Committee or Representative Agency.
2. Have outstanding achievements in emulation movements launched by the Minister of Foreign Affairs or Chairman of the Committee or Head of the Representative Office.
Chapter III
DOCUMENTS, PROCEDURES FOR CONSIDERATION OF AWARDING EMULATION TITLES, FORMS OF COMMENDATION AND PROCEDURES FOR CANCELLATION OF DECISIONS ON AWARDING EMULATION TITLES AND FORMS OF COMMENDATION UNDER THE JURISDICTION OF THE MINISTRY OF FOREIGN AFFAIRS
Article 11. General provisions
1. The commendation proposal dossier must be on time, in composition and content as prescribed. Individuals and groups are responsible for the accuracy of reporting achievements for commendation proposals. Heads of units and representative agencies are responsible for the accuracy of commendation proposal dossiers for individuals and groups before submitting them to competent authorities for commendation.
2. The commendation proposal dossiers of units and representative agencies must have the opinion of the Ministry's leaders before being sent to the Ministry's Office.
3. For retired individuals whose units have now been dissolved or merged, the unit taking over the tasks of that unit is responsible for reviewing and proposing rewards; for retired individuals (or sacrificed or passed away), the reward proposal file must be submitted by the agency that managed the cadres before retirement (or sacrificed or passed away) to the competent authority for review and decision.
4. Consulting before submitting to the Minister for consideration and reward:
a) Units in the responsible field or area must request written opinions from the Ministry of Public Security on proposals to consider awarding forms of commendation to individuals and groups who are Vietnamese people living abroad and individuals and organizations who are foreigners before sending documents to the Ministry's Office.
b) The Ministry's Office shall seek opinions from the following units: Department of Organization and Personnel and Office of Party Committees and Mass Organizations on personnel work and internal political protection (for individuals and groups under the management authority of the Ministry of Foreign Affairs) or relevant units (if necessary).
5. The time for proposing the next reward is calculated based on the time of achievement recorded in the previous reward decision. For reward decisions that do not record the time, the next reward proposal is calculated from the time of issuance of the previous reward decision.
6. Authority to confirm achievements:
a) Agencies and units with authority to manage individuals and collectives confirm the achievements of individuals and collectives under their management authority.
b) The unit or representative agency proposing the award confirms the achievements of individuals and collectives who are Vietnamese people living abroad and foreign individuals and organizations proposed by the unit or representative agency for award.
7. Units, representative agencies or Emulation and Reward Councils at all levels must vote when meeting to consider the titles of "Emulation Fighter of the Ministry of Foreign Affairs", "Emulation Fighter of the base", "Emulation Flag of the Ministry of Foreign Affairs".
a) For individuals and collectives proposed for consideration for the title "Emulation Fighter at the grassroots level" or the title "Emulation Flag of the Ministry of Foreign Affairs", the approval rate of the collective unit, Representative Agency or Emulation and Reward Council at all levels must be 80% or more, calculated based on the total number of members attending the review meeting of the collective/Representative Agency or Council.
b) For individuals proposed for the title "Emulation Fighter of the Ministry of Foreign Affairs", the approval rate of the collective unit, representative agency or Emulation and Reward Council at all levels must be 90% or higher, calculated on the total number of members of the collective or Council.
8. The dossier for proposing the awarding of emulation titles and forms of commendation under the authority of the Ministry of Foreign Affairs includes 01 set (original) and electronic documents of the commendation dossier, except for documents containing state secrets.
Article 12. Recognition of the level of task completion of individuals and collectives under the management authority of the Ministry of Foreign Affairs
Recognition of the level of task completion of individuals and collectives of agencies and units under the Ministry of Foreign Affairs is carried out in accordance with Party regulations, State laws and regulations of the Ministry of Foreign Affairs.
Article 13. Dossier and procedures for proposing the awarding of emulation titles " Emulation Fighter of the Ministry of Foreign Affairs", "Emulation Fighter of the grassroots level" and other emulation titles under the authority of the Minister of Foreign Affairs and Heads of units with legal status
1. Components of the application file for emulation title award:
a) Proposal for awarding emulation titles;
b) Report on the achievements of the collective and individuals. At the same time, send the electronic file (word file) of the above document (except for content containing state secrets) to the email of the Ministry Office.
c) Minutes of emulation review:
Minutes of emulation assessment of the unit or representative agency or the Emulation and Reward Council at the grassroots level in case of proposing emulation titles of "Excellent Labor Collective", "Advanced Labor Collective", "Advanced Labor";
Minutes of emulation assessment and voting results of the collective unit, representative agency or grassroots Emulation and Reward Council in case of proposing emulation titles "Basic Emulation Fighter", "Ministry of Foreign Affairs Emulation Fighter", "Ministry of Foreign Affairs Emulation Flag".
Minutes of the evaluation of the Emulation Cluster and Block organized by the Ministry of Foreign Affairs in case of proposal for award.
d) Decision or confirmation of the Ministry's Leadership on recognition of effective application and potential replication within the Ministry of Foreign Affairs or having a scientific topic, scientific project, scientific and technological work that has been accepted and effectively applied, with a scope of influence within the Ministry of Foreign Affairs in the case of proposing to award the title "Emulation Fighter of the Ministry of Foreign Affairs".
Decision or confirmation of the competent authority or unit managing individuals or groups on the effectiveness of application and the ability to replicate achievements or scientific topics, scientific projects, scientific and technological works or decision to recognize excellent completion of tasks in case of requesting the title "Emulation Fighter at the grassroots level".
2. Procedures for proposing emulation titles:
a) Units and representative agencies prepare dossiers according to regulations in Clause 1 of this Article and send them to the Ministry's Office.
After receiving all required documents, the Ministry Office shall preside over and coordinate with relevant units to appraise the documents and standards as prescribed; report to the Emulation and Reward Council of the Ministry of Foreign Affairs for review and voting; submit to the Minister for consideration and decision to award the titles of "Advanced Labor", "Emulation Fighter at the grassroots level", "Emulation Fighter of the Ministry of Foreign Affairs", "Emulation Flag of the Ministry of Foreign Affairs", "Excellent Labor Collective", "Advanced Labor Collective" to individuals and collectives of units and representative agencies (except for the cases in Point b of this Clause).
b) The staff department for emulation and reward work of legal entities synthesizes and appraises records, reports to the Emulation and Reward Council at the grassroots level for consideration and voting; reports to the Head of the unit to award the titles of "Basic Emulation Fighter", "Advanced Worker", "Excellent Labor Collective", "Advanced Labor Collective" according to management authority; submits to the Ministry's leaders for consideration and decision before the Head of the unit issues the decision.
Article 14: Documents and procedures for requesting consideration for awarding the Commemorative Medal
1. Components of the application for award consideration:
a) Proposal for awarding the Commemorative Medal;
b) Summary of achievements of the individual proposed for consideration for the Medal of Honor (except for individuals who are Party and State Leaders). At the same time, send the electronic file (word file) of the above document (except for content containing state secrets) to the email of the Ministry Office;
c) Written opinion of the Ministry of Public Security for individuals who are Vietnamese citizens living abroad or foreign individuals.
d) Written opinions on the compliance with the Party's policies and the State's laws and policies by individuals at the place of residence for retired individuals.
2. Unit in charge of awarding the Medal:
a) The Ministry's Office presides over the awarding of the Medals: "For the cause of Vietnamese diplomacy" and "For the cause of the Party's foreign affairs".
b) The National Border Committee presides over the awarding of the "For the cause of national border and territory" Medal.
c) The State Committee for Overseas Vietnamese presides over the awarding of the Medal "For the cause of work for Overseas Vietnamese";
d) The Department of Economic Diplomacy presides over the awarding of the Medal "For the cause of Diplomacy serving economic development".
d) The Department of Foreign Affairs and Cultural Diplomacy presides over the awarding of the Medals: "For the cause of UNESCO Vietnam" and "For the cause of people's diplomacy".
3. Procedures for proposing the award of the Medal: "For the cause of Vietnamese diplomacy" or "For the cause of the Party's foreign affairs":
a) For individuals under the management authority of the Ministry of Foreign Affairs:
Units and representative agencies prepare dossiers according to the provisions of Clause 1 of this Article and send them to the Ministry Office. After receiving all dossiers according to the regulations, the Ministry Office shall preside over and coordinate with relevant units to appraise dossiers and standards according to regulations; and submit them to the Minister for consideration and decision.
b) For individuals not under the management authority of the Ministry of Foreign Affairs:
The unit in charge of the area or the commendation achievement submits the proposal to the Ministry's Leadership. After the Ministry's Leadership approves the proposal, prepares a dossier as prescribed in Clause 1 of this Article and sends it to the Ministry's Office. After receiving all the dossiers as prescribed, the Ministry's Office shall preside over and coordinate with relevant units to appraise the dossiers and standards as prescribed; submits it to the Minister for consideration and decision.
The representative agency shall make a list of proposals for awarding the Medal of Honor and send it to the unit in charge of the region or the unit in charge of the commendation achievements. The unit shall submit a request for approval from the Ministry's leaders. After the Ministry's leaders approve the approval, prepare a dossier according to the provisions of Clause 1 of this Article and send it to the Ministry's Office. After receiving all the dossiers according to the regulations, the Ministry's Office shall preside over and coordinate with relevant units to appraise the dossiers and standards according to the regulations; submit to the Minister for consideration and decision.
c) For individuals who are Vietnamese citizens living abroad and individuals who are foreigners:
The unit in charge of the area or in charge of the commendation shall seek the opinion of the Ministry of Public Security and submit the policy to the Ministry's leaders. After the Ministry's leaders approve the policy, prepare a dossier according to the provisions of Clause 1 of this Article and send it to the Ministry's Office. After receiving all the required dossiers, the Ministry's Office shall preside over and coordinate with relevant units to appraise the dossiers and standards according to the regulations; submit to the Minister for consideration and decision.
The representative agency shall prepare a list of proposals for awarding the Medal of Honor and send it to the unit in charge of the area or the unit in charge of the commendation. The unit shall request the opinion of the Ministry of Public Security and submit it to the Ministry's leaders for approval. After the Ministry's leaders approve the policy, prepare a dossier according to the provisions of Clause 1 of this Article and send it to the Ministry's Office. After receiving all the dossiers according to the regulations, the Ministry's Office shall preside over and coordinate with relevant units to appraise the dossiers and standards according to the regulations; submit it to the Minister for consideration and decision.
4. Procedures for proposing the award of a Commemorative Medal are prescribed in Points c, d, dd, e, g, Clause 2 of this Article:
a) For domestic individuals: Units and representative agencies prepare dossiers according to the provisions of Clause 1 of this Article and send them to the unit in charge of considering the award of the Commemorative Medal specified in Clause 2 of this Article. After receiving all dossiers according to the provisions, the unit in charge shall coordinate with relevant units to appraise the dossiers and standards according to the provisions; and submit them to the Minister for consideration and decision.
b) For individuals who are Vietnamese citizens living abroad and individuals who are foreigners:
Units and representative agencies prepare dossiers according to the provisions of Clause 1 of this Article and send them to the unit in charge of considering the award of the Commemorative Medal as prescribed in Clause 2 of this Article. The unit in charge shall seek opinions from the Ministry of Public Security and coordinate with relevant units to appraise dossiers and standards according to regulations; and submit them to the Minister for consideration and decision.
Article 15: Documents and procedures for requesting the Minister's Certificate of Merit
1. Components of the application for commendation consideration:
a) Proposal for consideration of awarding a Certificate of Merit by the Minister;
b) Report on the achievements of individuals and groups proposed for commendation. At the same time, send the electronic file (word file) of the above document (except for content containing state secrets) to the email of the Ministry Office;
c) Decision or confirmation of the competent authority or unit managing individuals or groups on the effectiveness of application and the ability to replicate achievements or scientific topics, scientific projects, scientific and technological works or decision to recognize excellent completion of tasks in case of proposing to award a Certificate of Merit from the Ministry of Foreign Affairs for achievements and merits.
d) Written opinion of the Ministry of Public Security (for individuals who are Vietnamese citizens abroad or foreign individuals or groups).
d) Written opinions on the individual's compliance with the Party's policies and the State's laws and policies at the place of residence (for retired individuals).
2. Procedures for rewarding outstanding achievements; rewarding serving the political tasks of the Party and State; rewarding discovered by the head of an agency or unit; rewarding achievements containing state secrets:
a) Units in charge of commendation achievements based on the results and achievements of individuals and groups submit a request for approval from the Ministry's leaders. After the Ministry's leaders approve the policy, prepare a commendation proposal file and send it to the Ministry's Office.
b) The representative agency, based on the results and achievements of individuals and groups, sends a written request for commendation to the unit in charge of the area or field of commendation. The unit, based on the results and achievements of individuals and groups, asks for opinions from relevant units; submits a request for approval from the Ministry's leaders. After the Ministry's leaders approve the policy, prepares a request for commendation and sends it to the Ministry's Office.
c) After receiving a complete application as prescribed, the Ministry's Office shall preside over and coordinate with relevant units to appraise the application and standards as prescribed; and submit it to the Minister for consideration and decision.
3. Procedures for rewarding merit:
a) Based on the results of assessment and classification of the quality and quantity of task completion of individuals and collectives; based on the results of consideration and recognition of the scope of influence, effectiveness of application or scientific topics, scientific projects, scientific and technological works, the representative unit/Agency shall hold a meeting, consider the form of reward for individuals and collectives under its management authority and send it to the Ministry's Office.
b) Based on the regulations on standards and conditions for considering rewards, the Office of the Ministry synthesizes and evaluates rewards; proposes to organize a meeting of the Emulation and Rewards Council of the Ministry of Foreign Affairs to consider rewards.
c) Based on the results of the emulation and commendation review of the Ministry's Emulation and Commendation Council, the Ministry's Office synthesizes and reports to the Minister for consideration and decision.
4. Foreign reward procedures:
a) Units proposing to reward individuals and groups of Vietnamese people living abroad, individuals and groups of foreigners in the management field or area of responsibility; submit a request for approval from the Ministry's leaders. After the Ministry's leaders approve the policy, prepare a reward proposal file and send it to the Ministry's Office.
b) The representative agency, based on the results and achievements of Vietnamese individuals and groups abroad, foreign individuals and groups, sends a written request for commendation to the unit in charge of the region or field of commendation. The unit, based on the results and achievements of individuals and groups, asks for opinions from the Ministry of Public Security and relevant agencies and units; submits a request for approval from the Ministry's leaders. After the Ministry's leaders approve the policy, prepares a request for commendation and sends it to the Ministry's Office.
c) Based on regulations on standards and conditions for considering rewards, the Ministry Office synthesizes and appraises rewards; reports to the Ministry's leaders and submits to the Minister for consideration and decision.
Article 16: Documents and procedures for requesting consideration for awarding Certificates of Merit and Commendation
1. Components of the application for commendation consideration:
a) Proposal for awarding a Certificate of Merit or Commendation;
b) Report on achievements of individuals and groups proposed for rewards.
2. Procedures for proposing awards:
a) Based on the regulations on conditions and criteria for awarding Certificates of Merit or Commendation, the heads of units constituting legal entities prepare commendation proposal files and send them to the department in charge of emulation and commendation work of the unit.
b) The department in charge of emulation and reward work of the unit synthesizes and coordinates with relevant units (if necessary) to appraise the documents and submit them to the Head of the legal entity for consideration and decision.
Article 17. Time limit for dossier appraisal and time limit for notification of reward results
1. For cases that meet the conditions and criteria for rewards according to regulations, the Ministry Office or the emulation and reward staff department of the units or representative agencies shall carry out the process of requesting the Minister to consider and decide on rewards or submit to the competent authority for rewards within 15 working days from the date of receiving the complete dossier according to regulations (except for extraordinary rewards).
2. For cases that do not meet the conditions and standards, within 10 working days from the date of receiving the complete application for commendation, the Ministry Office or the emulation and commendation staff department or the representative agency shall notify the unit submitting the commendation.
3. Within no more than 02 working days from the date of receiving the Minister's decision on commendation, the Ministry's Office or the emulation and commendation staff department of the units or representative agencies shall notify the commendation results to the commended individuals and groups.
4. Within no more than 10 working days from the date of receiving the reward notice, the unit requesting the reward is responsible for going to the Ministry Office or the unit in charge of the reward or the Representative Agency to receive the Decision and the reward in kind.
Article 18. Records and procedures for granting, exchanging, and re-granting reward objects under the authority of the Ministry of Foreign Affairs, Heads of units and representative agencies
1. The dossier for granting, exchanging, and re-granting of reward objects includes 01 set (original) including:
a) Official dispatch requesting issuance, re-issuance of a collective or application for issuance, re-issuance of an individual when the reward object is damaged, no longer usable, damaged or lost due to objective reasons such as natural disasters, floods, fires or due to incorrect printing of the accompanying certificate.
b) Reward in kind proposed for exchange (in case of proposed exchange).
2. Procedures for requesting the issuance, reissuance or exchange of reward items:
a) Individuals and groups wishing to exchange or reissue commendation items under the awarding authority of the Minister of Foreign Affairs shall prepare a dossier and send it to the Ministry Office. The Ministry Office shall compare with the archived dossier, confirm, summarize, and report to the Ministry's leaders for consideration and decision. The Ministry Office's leaders shall sign the certificate of exchange or reissuance within 15 days from the date of receipt of the request for exchange from the group or individual.
The exchange and re-issuance of rewards are applied to the titles of "Emulation Fighter of the Ministry of Foreign Affairs", "Emulation Fighter at the grassroots level" except for individuals belonging to legal entities, "Emulation Flag of the Ministry of Foreign Affairs", "For the cause of Vietnamese Diplomacy" and "For the cause of Party foreign affairs" commemorative medals, "Certificate of Merit of the Minister".
The Department of Finance is responsible for purchasing and printing the exchange and re-issuance of the reward items according to the prescribed form. The Ministry Office is responsible for handling and destroying the collected reward items according to the regulations.
b) Individuals and groups wishing to exchange or re-issue commendation items under the awarding authority of the Head of the unit shall submit their dossiers to the unit. The staff department implementing emulation and commendation work of legal entities shall compile the dossiers and submit them to the Head of the unit for consideration of exchange or re-issuance of commendation items, emulation titles, and commendation forms according to their authority.
The exchange and re-issuance of rewards in kind is carried out for the title "Emulation fighter at the grassroots level", Commemorative medals according to the field of the unit in charge and other forms of rewards under its authority.
The legal entity is responsible for purchasing and printing exchange and re-issuance of the reward items according to the prescribed form; handling and destroying the reward items collected due to exchange and re-issuance according to the regulations.
c) Individuals and groups wishing to exchange or reissue the Commemorative Medals specified in Points c, d, dd, e, g, Clause 2, Article 14 of this Circular, or the Commendation of the Heads of Representative Agencies, shall prepare a dossier and send it to the unit or Representative Agency. The staff department implementing emulation and commendation work of the units or Representative Agencies shall be responsible for compiling the dossier and submitting it to the Head of the unit or Head of Representative Agency for consideration of exchange or reissuance of commendation objects according to their authority.
The units or representative agencies responsible for purchasing and printing exchange and re-issuance of reward items are responsible for the purchase and printing according to prescribed forms; the reward items collected for exchange and re-issuance are handled and destroyed according to regulations.
3. The model of the exchanged or re-issued diploma (with badge attached if any) is printed according to the current design, in which the lower right corner of the diploma is pre-printed with the seal and signature of the person with the authority to award at that time; the lower left corner of the diploma is marked with "Decision on award number, date, month, year, golden book number" and "certificate of exchange of diploma number, date, month, year" of the Ministry of Foreign Affairs. Individuals and groups that are granted an exchange of diploma will receive a certificate of exchange of diploma.
Article 19. Records and procedures for canceling the Decision on awarding emulation titles and forms of commendation under the authority of the Ministry of Foreign Affairs, Heads of legal entities and Heads of representative agencies
1. Individuals and collectives that commit acts falling under the cases specified in Clause 2, Article 93 of the Law on Emulation and Commendation shall have their emulation title and reward form revoked and their received gifts and bonuses shall be revoked.
2. Based on the conclusion of the competent authority determining that the individual or collective has committed a violation in the cases specified in Clause 2, Article 93 of the Law on Emulation and Commendation, the unit that submitted the commendation is responsible for requesting the competent authority to issue a decision to cancel the decision to award the emulation title, the form of commendation and to recover the physical and monetary rewards.
3. The application file to cancel the decision to award emulation titles and forms of rewards includes 01 set (original) including:
a) Proposal to revoke each emulation title and type of reward of individuals and collectives;
b) Summary report of the unit directly submitting the award on the reasons for submitting to the competent authority to cancel the decision to award the emulation title and form of award (attached with the Award Decision).
4. Procedures for requesting revocation of each emulation title and type of reward:
a) The Office of the Ministry synthesizes the documents and submits them to the Minister for consideration and decision to cancel the decision to award emulation titles and forms of awards under the authority of the Minister of Foreign Affairs.
b) The staff department implementing emulation and reward work of legal entities, units, and representative agencies is responsible for synthesizing documents and submitting them to the Head of the unit or representative agency for consideration and cancellation of decisions to reward emulation titles and reward forms under its authority.
5. The deadline for synthesizing, submitting to competent authorities for consideration and cancellation of decisions on awarding emulation titles and forms of awards is 10 working days from the date of receiving complete documents as prescribed.
6. Within 15 working days from the date of receipt of the decision to cancel the commendation decision, the Minister of Foreign Affairs and Heads of units under the Ministry, Heads of representative agencies, individuals and collectives are responsible for returning all commendation objects and bonuses received to the unit that submitted the commendation and paying the bonuses to individuals and collectives.
7. The Ministry's Office, the staff department implementing emulation and reward work of the units under the Ministry, and the Representative Office are responsible for urging individuals, groups, and households to return the reward items on time and organize the recovery according to regulations; the recovered bonus money is paid into the state budget or the emulation and reward fund according to regulations.
Chapter IV
ORGANIZATION AND ACTIVITIES OF THE EMULATION AND COMMENDATION COUNCIL OF THE MINISTRY OF FOREIGN AFFAIRS
Article 20. Organization of the Emulation and Commendation Council of the Ministry of Foreign Affairs
1. The Emulation and Reward Council of the Ministry of Foreign Affairs is an agency established by the Minister of Foreign Affairs (hereinafter referred to as the Minister), with the following duties and powers:
a) Advise the Minister on launching emulation movements in the diplomatic sector.
b) Periodically evaluate and summarize emulation and reward work; recommend and propose policies and measures to promote patriotic emulation movements in each year and each period; propose regimes and policies on emulation and rewards in the Foreign Affairs sector; organize emulation in accordance with the provisions of law on emulation and rewards.
c) Advise the Minister to inspect emulation and reward work and implement policies and laws on emulation and reward.
d) Advise and consult the Minister to decide on the awarding or recommend to competent authorities to award emulation titles and forms of rewards according to regulations.
d) Guiding the organization of activities and emulation evaluation of emulation blocks and clusters organized by the Council.
2. The composition of the Emulation and Reward Council of the Ministry of Foreign Affairs includes: Chairman is the Minister; First Vice Chairman is the Deputy Minister assisting the Minister in emulation and reward work; Permanent Vice Chairman is the Chief of the Ministry's Office; Members include: Heads of units under the Ministry of Foreign Affairs as prescribed in Decree 28/2025/ND-CP dated February 24, 2025 of the Government (except for units whose Heads are permanent members of the Council); Secretary of the Council is Deputy Chief of the Ministry's Office in charge of emulation and reward work.
b) The Standing Committee of the Council includes: Chairman of the Council, Vice Chairmen of the Council, Permanent Deputy Secretary of the Party Committee of the Ministry of Foreign Affairs, Director of the Department of Organization and Personnel, Director of the Department of Foreign Policy.
c) The Ministry Office is the standing agency of the Ministry's Emulation and Reward Council.
3. The Chairman of the Council leads and directs all activities of the Council; chairs and concludes Council meetings.
4. The First Vice Chairman of the Council shall sign the Council's documents on behalf of the Council's Chairman; chair and conclude Council meetings when the Council's Chairman is absent and authorizes him to chair them; urge and inspect the implementation of the Council's regulations and decisions on its working policies.
5. Permanent Vice Chairman of the Council:
a) Preside over the regular work of the Council; sign documents of the Council and documents on emulation and reward work as authorized by the Chairman of the Council. Preside over meetings of the Council when the Chairman of the Council and the First Vice Chairman are absent and authorized by the Chairman of the Council.
b) On behalf of the Standing Council, report to the Council on cases of proposals for awarding emulation titles and awarding and posthumously awarding forms of commendation.
c) Signing on behalf of the meeting minutes, minutes of review of extraordinary forms of rewards or according to the implementation of political tasks to ensure timeliness or in the cases specified in Clause 3, Article 22 of this Circular.
d) Advise the Chairman of the Council to urge and inspect the implementation of the Council's conclusions and decisions.
6. Council Members:
a) Monitor and direct the activities of emulation blocks and emulation movements assigned by the Council to monitor and take charge of.
b) Urge and inspect the implementation of the Council's working policies as assigned by the Council Chairman and the Council Standing Committee.
c) Attend all Council meetings as prescribed. In case of absence, Council members shall report to the Council Chairman. Perform other tasks as assigned by the Council Chairman.
7. Council Secretary:
a) Register and announce Council meeting schedules; prepare documents and facilities for Council meetings.
b) Take minutes and perform administrative work for Council meetings.
8. Standing Committee of the Emulation and Commendation Council of the Ministry of Foreign Affairs:
a) Develop plans and work programs for the Council.
b) Approve draft programs and work contents to be submitted to the Council for discussion at meetings, and announce conclusions of Council meetings.
c) Handle urgent issues that require collective opinion but cannot be held at an extraordinary Council meeting, then report to the Council at the nearest Council meeting.
d) Advise and give opinions on emulation titles and reward forms before submitting them to the Council for consultation as proposed by the Council's standing body.
9. Standing body of the Council (Ministry Office):
a) Research, synthesize, advise, propose plans, programs, policies, and regulations on emulation and reward work.
b) Advise and implement procedures for emulation and reward dossiers to be submitted to the Council and the Standing Council for consideration according to authority. Appraise and submit emulation and reward dossiers to the Council for consideration.
c) Synthesize the opinions of the Council members, the results of the meeting of the Ministry's Emulation and Reward Council and report to the Council Chairman.
d) Carry out the administrative tasks of the Council (report on interim and final results of emulation and reward work; archive documents, records, and materials; prepare content, materials, and necessary conditions for Council meetings, Standing Council meetings, etc.).
d) Perform other tasks assigned by the Chairman of the Council.
Article 21. Organization of the Emulation and Reward Council at legal entities
1. The Emulation and Reward Council of the unit under the Ministry has the legal status of a grassroots Emulation and Reward Council, with the following duties and powers:
a) Implement the policies and guidelines of the Party, State and Ministry of Foreign Affairs on emulation and reward work in the Ministry;
b) Develop guidelines for emulation and reward work for collectives and individuals belonging to and directly under the unit;
c) Review and approve emulation and reward titles, propose recognition of emulation and reward titles under the Minister's authority and submit to competent authorities for consideration and award of emulation and reward titles to collectives and individuals according to the provisions of law;
2. Composition of the Emulation and Reward Council:
a) The Council is established by the decision of the Head of the unit and is responsible for advising and consulting on emulation and reward work within the scope of management.
b) The Council's composition includes: The Council Chairman is the Head of the unit; the Council Vice Chairman is the deputy in charge of emulation and reward work and the Council members are considered and decided by the Head of the unit.
c) The Standing Council includes: Chairman of the Council, Vice Chairman of the Council and Secretary of the Council.
d) The staff department that implements the emulation and reward work of the unit is the Standing Body of the Council. The Council Secretary is the staff officer that implements the emulation and reward work of the unit.
Article 22. Activities of the Emulation and Reward Council of the Ministry of Foreign Affairs
1. The Council and the Standing Council work collectively and individually; meetings are organized according to the requirements of emulation and reward work.
2. The Council and the Standing Committee of the Council shall meet when at least 2/3 of the total number of members are present. For the content of considering and proposing the awarding of the title of National Emulation Fighter or Labor Hero, at least 90% of the total number of Council members must attend.
3. At Council meetings, if a Council member is absent, he/she must send someone to attend the meeting in his/her place, and the opinion expressed by the person attending the meeting in his/her place at the Council meeting shall be considered the opinion of the Council member. The person attending the meeting in his/her place shall not be allowed to vote or cast a ballot at the meeting on matters requiring a vote or ballot.
4. The Council meets to consider and vote on emulation titles for collectives and individuals proposed to be awarded the titles of "Labor Hero", "National Emulation Fighter", "Emulation Fighter of the Ministry of Foreign Affairs", "Basic Emulation Fighter", "Emulation Flag of the Ministry of Foreign Affairs", "Government Emulation Flag" and other cases as decided by the Chairman of the Council.
3. In case the Council meeting is not held, the Council Standing Body is responsible for sending documents and materials to solicit opinions from each Council member or the Council Standing Committee. After at least 2/3 of the total number of members have given their opinions, the Council Standing Body will summarize the percentage of opinions in agreement over the total number of members giving their opinions and report to the Council Chairman for consideration and decision.
4. The Council uses the seal of the Ministry of Foreign Affairs for its activities.
5. Operating expenses of the Council:
a) The operating expenses of the Council and its standing unit are balanced from the state budget allocated for emulation and reward work annually for the Ministry of Foreign Affairs;
b) The Council works part-time, its members and secretaries are entitled to allowances when attending meetings, consideration of emulation titles, and forms of rewards according to the provisions of law.
Article 23. Activities of the Emulation and Reward Council at legal entities
The head of a legal entity shall, based on the working regime of the Emulation and Reward Council of the Ministry of Foreign Affairs, regulate the activities of the Emulation and Reward Council of the unit to ensure that they are consistent with the practical conditions of his/her unit.
Chapter V
TERMS OF IMPLEMENTATION
Article 24. Responsibility for implementation
1. Heads of units under the Ministry of Foreign Affairs, representative agencies and relevant organizations and individuals are responsible for implementing this Circular.
2. The Office of the Ministry is responsible for guiding, inspecting and urging the implementation of the Circular; presiding over and coordinating with relevant units to advise the Minister of Foreign Affairs to issue relevant regulations and rules to ensure the implementation of the Circular.
Article 25. Entry into force

- This Circular expires from March 1, 2027, except for the cases specified in Clause 1, Article 60 of Decree 152/2025/ND-CP regulating decentralization and delegation of powers in the field of emulation and commendation; guiding the Law on Emulation and Commendation.
- Circular No. 01/2024/TT-BNG dated July 15, 2024 of the Minister of Foreign Affairs on detailed instructions for implementing a number of articles of the Law on Emulation and Commendation in the Foreign Affairs sector ceases to be effective from the effective date of this Circular./.
