The Ministry of Home Affairs has just sent a document to ministries, ministerial-level agencies, government agencies; and People's Committees of provinces and centrally run cities regarding the proposed staffing for the 2026-2031 period according to job positions.
Complete proposal before November 26
The Ministry of Home Affairs said that implementing the opinion of the Central Organizing Committee in Document No. 9151-CV/BTCTW dated July 29, 2025 on implementing the conclusions of the Politburo , the Secretariat and Document No. 9671-CV/BTCTW dated September 17, 2025 on perfecting job positions; proposing staffing for the 2026-2031 period, the Ministry of Home Affairs issued Document No. 8091/BNV-TCBC dated September 17, 2025 requesting ministries, branches and localities to report on the current situation and propose staffing for the 2026-2031 period.
Based on the orientation of the Central Organizing Committee and reports of ministries, branches and localities, the Ministry of Home Affairs has developed principles and orientations to propose staffing needs for the 2026-2031 period.
In order for the proposal of staffing for the 2026-2031 period of ministries, branches and localities to be implemented uniformly in accordance with the requirements of the Politburo , the Secretariat and the Central Organizing Committee, on the basis of the principles and orientations for proposing staffing needs for the 2026-2031 period mentioned above, the Ministry of Home Affairs requests that ministries, branches and localities urgently synthesize staffing proposals for the 2026-2031 period according to job positions.
The results must be sent to the Ministry of Home Affairs before November 26, 2025 for synthesis and reporting to competent authorities for consideration and decision. After the above deadline, if the ministry, branch or locality has not yet submitted a report, it must be responsible to competent authorities.
The Ministry of Home Affairs notes that the total number of job positions of ministries, sectors and localities must not exceed the total number of job positions guided by the Ministry of Home Affairs and the ministries managing sectors and fields.
Continue to reduce at least 10% of civil servants, stabilize education and health staff
Attached to this dispatch, the Ministry of Home Affairs sends an appendix of principles and directions for proposing staffing needs for the 2026-2031 period so that units have a basis for unifying the implementation of synthesizing staffing proposals in accordance with the requirements of the Politburo, the Secretariat and the Central Organizing Committee.
Accordingly, the number of civil servants and public employees in the new period must not exceed the level assigned by competent authorities in the 2022-2026 period.
Regarding the civil service payroll, the proposal must be based on criteria on functions, tasks and job positions; organizational structure and scope of management; workload and level of modernization of the agency, especially the ability to apply digital transformation; and at the same time, consider the nature of the work and the current status of the team.
At the local level, determining needs must also take into account administrative unit classification, population size, number of communes, as well as specific geographical and social factors such as border areas, islands, religion, and ethnicity.
Regarding the orientation for the new period, the Ministry of Home Affairs requires ministries and branches at the central level to reduce the number of civil servants according to the level of organizational arrangement: units implementing the merger according to the summary of Resolution No. 18-NQ/TW must reduce the number of civil servants by 15%, and units that do not merge must reduce by 5%.
At the local level, non-merged provinces will reduce the total number of civil servants by 5%; while newly formed provinces based on the merger of two units must reduce by 15%, and provinces merging from three units must reduce by 20%, while taking into account socio-economic conditions or the ability to balance the budget.
Particularly for the commune level, the need for civil servant staff is determined according to the job position structure of each title.
Regarding the number of civil servants, the Ministry of Home Affairs requires ministries and branches to reduce the number of staff by at least 10% compared to the assigned level by the end of 2026, in line with the roadmap to increase financial autonomy at public service units.
At the local level, the number of civil servants in the two fields of education and health will be kept stable, including additional numbers in the 2022-2026 period to meet the requirements of implementing Resolution No. 71-NQ/TW and Resolution No. 72-NQ/TW of the Politburo.
The remaining sectors will gradually reduce the number of civil servants receiving state salaries in accordance with the roadmap for calculating full prices and fees for public service in the remaining sectors and fields, ensuring a minimum reduction of 10% of the number of civil servants compared to the number of civil servants assigned by the Politburo by the end of 2026 (after deducting the number of civil servants in education and health that have been assigned by localities to public service units in the fields of education, training and health)./.
