Ministry of Defense requests urgent assessment of damage caused by storms and floods

Implementing the Prime Minister's Official Dispatch No. 214/CD-TTg dated November 12, 2025 on urgently collecting statistics, assessing damage and focusing on quickly overcoming the consequences of storms and floods in the Central region, the Ministry of National Defense requests agencies and units to continue to thoroughly grasp and strictly implement the Official Dispatches of the Government, the Prime Minister, and the Ministry of National Defense on overcoming the consequences of storms and floods in the Central region; mobilize forces and means together with local Party committees and authorities to quickly overcome the consequences of storms, floods, and landslides, and soon stabilize people's lives; review, count, and report damage according to regulations.

The General Department of Logistics and Engineering, according to its functions and tasks, proactively coordinates with relevant agencies to promptly provide and transport supplies and necessities to help localities overcome the consequences of storms and floods; directs the Military Medical Department to coordinate with relevant agencies and units to organize sanitation, epidemic prevention, disinfection, medical examination and treatment, and free medicine distribution for people in provinces affected by storms and floods.

The Ministry of National Defense assigned Military Region 4 and Military Region 5 to direct the Military Commands of provinces and cities and units under their authority to coordinate with local Party committees and authorities to continue mobilizing forces and means to synchronously deploy solutions with the most urgent, fastest, and most drastic spirit to help localities quickly overcome the consequences of storms and floods; focus on immediately restoring essential infrastructure works, first of all educational facilities, health care, housing, traffic works...

In addition, the Ministry of National Defense also noted that the Navy, Air Defense - Air Force, Corps 34, Vietnam Coast Guard, Border Guard, Artillery - Missile Command and other corps and services proactively coordinate with local Party committees and authorities where they are stationed and where they perform tasks to help localities quickly overcome the consequences of natural disasters when requested by localities; synchronously deploy measures to prevent epidemics, ensure environmental sanitation, and ensure the health of soldiers during the rainy and flood season; proactively propagate and guide people to prevent diseases and respond to emergency situations; ensure the safety of forces participating in performing tasks.

The units shall organize implementation and report to the Ministry of National Defense through the Ministry's Command and the Department of Rescue and Relief (General Staff) for the Ministry to monitor and direct.

* In late October and early November, localities from Ha Tinh to Dak Lak were continuously hit by natural disasters, storms, floods, especially the historic long-lasting floods in Hue and Da Nang after storm No. 12 and storm No. 13 with strong winds "flood on flood, storm on storm" caused heavy damage to people, houses, schools, essential infrastructure, production and business, especially aquaculture, greatly affecting people's livelihoods, income and life.

General Secretary To Lam, Standing member of the Secretariat Tran Cam Tu and Government leaders, on behalf of the Party and State leaders, directly visited, encouraged and shared the difficulties, losses and hardships of people in areas affected by natural disasters and floods. The Government and the Prime Minister promptly allocated national reserves and budget reserves to support localities in overcoming natural disasters and floods. The entire political system, many businesses and philanthropists have promoted the tradition of mutual love, national sentiment, and solidarity, joining hands to support and help people overcome difficulties and gradually stabilize production and life.
