National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 1338/NQ-UBTVQH15 of the National Assembly Standing Committee on targeted supplementation from the 2024 central budget for localities.
The Resolution clearly states that the central budget will provide localities with a targeted amount of VND 5,834,437 million to implement social security policies for the years 2023-2024 and support payment of benefits for the number of additional teacher positions for the 2022-2023 and 2023-2024 school years in accordance with the content and data in the Government 's submission No. 845/TTr-CP dated December 10, 2024.
Targeted supplement from the central budget to localities the amount of 600 billion VND to implement the project to strengthen management of land with capital from state-owned farms and forestry farms for 19 localities in accordance with the content and data in Document No. 858/TTr-CP dated December 18, 2024 of the Government.
According to the resolution, the Government is responsible for the legal basis of the proposed contents, the accuracy of the data, the completeness, compliance with standards, norms, spending regimes and conditions for supplementing the budget, and allocating the budget in accordance with the provisions of law; managing, using and settling the allocated funds in accordance with the provisions of the State Budget Law and relevant laws; ensuring timely, effective and appropriate implementation, avoiding loss, waste and negativity; reporting to the National Assembly on the implementation results at the 9th Session of the 15th National Assembly .
The Government directs ministries, branches and localities to learn from experience in making budget estimates, minimizing unallocated budgets from the beginning of the year. In the management process, the Government needs to give strong direction to promptly assign unallocated budgets, avoid delays, prolongation, waste, inefficiency of state budget resources and the situation of assigning year-end budgets that are not used in time, and must transfer budget sources to the following year, especially budget sources related to social security and human policies.
