The Ministry of Finance proposes issuing consolidated invoices to reduce the burden on businesses.

The Ministry of Finance is seeking feedback on a draft decree amending regulations on invoices and supporting documents, which proposes allowing many sectors to issue consolidated invoices at the end of the day or month, instead of having to issue invoices for each small transaction as is currently the case.

The Ministry of Finance is seeking feedback to finalize the draft Decree amending and supplementing Article 9 of Decree 123/2020 on invoices and documents (which has been amended by Decree 70/2025). In particular, the drafting agency proposes allowing certain sectors to issue a consolidated invoice at the end of the day or month, instead of having to issue separate invoices for each small transaction as is currently the case.

According to the draft, the Ministry of Finance proposes adding a regulation to Clause 4, Article 9, allowing units providing banking, securities, insurance, e-wallet money transfer services, power outage and restoration services, parking, cinemas, e-commerce, and related postal and transportation activities to issue total invoices at the end of the day or end of the month. The condition is that the unit must have a software system to manage and control each transaction in detail for individual buyers who are not engaged in business.

The Ministry of Finance proposes allowing the issuance of end-of-day and end-of-month total invoices for many sectors.

Specifically for public passenger transport services by bus and taxi, it is proposed that a total bill be issued at the end of the day. Businesses must use billing software that displays complete trip information such as vehicle license plate, route, distance, and the amount payable, and are responsible for the accuracy of the data. If customers request invoices for each transaction, the service provider must still comply.

The Ministry of Finance stated that the addition of this regulation aims to align with the specific characteristics of industries with high transaction frequency, small transaction values, and where the majority of customers do not require invoices.

Previously, Decree 123/2020 allowed certain sectors such as banking, securities, and insurance to issue consolidated invoices. However, Decree 70/2025 abolished this regulation, leading to many practical difficulties. The requirement to issue separate invoices for each transaction has caused a sudden surge in the number of electronic invoices, far exceeding the design capacity of the tax authority's electronic invoice system.

According to the Ministry of Finance, the electronic invoicing system is currently designed to receive and process approximately 6.4 billion invoices per year. However, the actual number of invoices processed has reached around 18 billion, nearly three times the initial design capacity.

According to tax authorities' estimates, the number of invoices will reach approximately 60 billion per year, far exceeding the designed capacity of the electronic invoicing system in terms of receiving, processing, and storing data, potentially impacting invoicing activities across the entire economy . In reality, many banks and securities companies currently do not issue invoices for each transaction with individual non-business customers due to insufficient IT infrastructure.

The Ministry of Finance stated that abolishing the regulation allowing the issuance of consolidated invoices in Decree No. 70/2025/ND-CP forces businesses to issue individual invoices for millions of small transactions, significantly increasing costs, manpower, data storage pressure, and is unnecessary in cases where customers do not require invoices. Therefore, some corporations, businesses, and associations propose continuing to allow the issuance of consolidated invoices at the end of the day or end of the month for non-business individuals to reduce costs while still ensuring complete and transparent transaction data.

Regarding the effective date, the Ministry of Finance stated that, according to feedback from banks and securities companies, many businesses have not yet had enough time to modify their information technology systems to meet the invoicing requirements stipulated in Decree No. 70/2025/ND-CP.

Therefore, to facilitate businesses and avoid increasing the compliance burden, the Ministry of Finance submits to the Government a proposal to allow the following provision in Clause 2, Article 2 regarding the effective date: In cases where organizations and businesses do not yet meet the information technology requirements for issuing invoices and documents according to Decree No. 70/2025/ND-CP, they shall issue invoices and documents according to the provisions of this Decree from the effective date of Decree No. 70/2025/ND-CP.
