Speaking at the conference, Deputy Minister of Finance Nguyen Duc Chi emphasized: This is the second time the ministry has organized an online conference to discuss and resolve issues related to finance, state budget and public asset management in the process of implementing the new model. After the first conference (July 26, 2025), many positive results have been achieved, but in reality, in some localities, difficulties still exist and new problems arise.

The main problems are: not being able to open an account at the State Treasury to carry out spending tasks; delays in resolving policies for cadres, civil servants and public employees affected by organizational restructuring; inadequacies in public asset management and business registration, etc.
According to Deputy Minister Nguyen Duc Chi, the conference focused on clarifying the causes of the difficulties, determining the responsibilities of each level, and then agreeing on solutions. He directed the units under the Ministry of Finance to closely coordinate with localities to ensure that by September 15, 2025, there will be no more cases of not being able to open accounts at the State Treasury to pay salaries to officials and civil servants.

Reporting at the conference, Mr. Nguyen Minh Tan, Deputy Director of the State Budget Department, said that in the past two months, many localities have urgently completed the financial apparatus and commune-level budget, not to interrupt spending tasks; at the same time, proactively decentralized, clearly authorized and supplemented accounting staff. However, there are still problems such as slow budget allocation, lack of headquarters and transaction offices in some newly arranged communes.
To date, the Ministry of Finance has submitted to the Prime Minister support of 7,700 billion VND to rearrange administrative units, ensure material facilities for agencies and units after rearrangement, and arrange more than 42,000 billion VND to pay for related regimes and policies.
At the conference, local representatives said that most of the difficulties stemmed from the implementation stage. The representative of the Ho Chi Minh City People's Committee informed that the city is reviewing and arranging public assets, checking surplus assets after the merger to report to the Ministry of Finance; other contents on finance, budget, and business registration are also being implemented on schedule.
