According to Deputy Minister Nguyen Duc Chi, recently, many provinces in the North and South Central regions have continuously suffered from major storms and floods, with some localities suffering historic losses. Natural disasters have caused heavy losses in human lives and property, deeply impacted socio-economic life and reduced GDP growth in localities, as well as the overall growth of the country in the fourth quarter and the whole year.
Faced with that reality, the Government and the Prime Minister have issued many directives and resolutions requiring ministries, branches and localities to focus on overcoming the consequences. At the meeting on the same morning, the Prime Minister decided to allocate more than VND 6,800 billion from the central budget in 2025 to urgently support affected localities, ensuring resources for relief and recovery work.

Not only direct support from the budget, the current tax and fee policy system also creates favorable conditions for businesses and people suffering losses. According to the Law on Tax Administration, organizations and individuals suffering from force majeure will be considered for tax payment extension. The Law on Corporate Income Tax allows calculating losses caused by natural disasters into valid expenses; the Law on Personal Income Tax and Natural Resources Tax also stipulate tax reduction and exemption in cases of losses.
The Ministry of Finance has provided specific instructions for localities, businesses and people to fully understand and implement these support policies. At the same time, the Ministry requires insurance companies to closely coordinate with organizations and individuals suffering damages to quickly assess and pay compensation in a timely manner, helping people and businesses to soon have financial resources to overcome difficulties.
Deputy Minister Nguyen Duc Chi said that the Ministry of Finance will continue to coordinate with the Ministry of Agriculture and Environment and localities to both handle urgent financial needs and build long-term solutions to improve resilience to natural disasters, minimize risks and support the recovery of sustainable production and business.
