Difficulties in implementing national target programs

Regarding the regulation on integrating capital sources to implement national target programs, according to Delegate Lo Thi Luyen, “The principle in arranging and allocating capital is not to overlap or duplicate in scope, objects, content... but it is assigned to localities to issue regulations on integrating capital sources of this program with other programs when organizing the implementation of national target programs. Meanwhile, each capital source and each program has its own management mechanism, procedures, and settlement; therefore, in my opinion, it is too difficult to implement.”
From the above analysis, Deputy Lo Thi Luyen recommended that when approving investment policies for national target programs, the National Assembly should stipulate that for localities with difficulties, receiving 70% or more of central budget support, there is no requirement to arrange counterpart capital to implement the program; and no requirement to integrate the capital of this national target program with other capital sources when organizing implementation...

Meanwhile, Deputy Nguyen Van Manh said that the two goals of the program, health care and population and development programs, play a very important role but have not received due attention in the draft. The Deputy analyzed that Vietnam is a country with one of the fastest aging rates in the world . The review report also pointed out that the investment level for population and development contents only accounts for 15.5%, including local budgets.
Compared to the total investment in the 2026-2030 period, the central budget capital for the entire 5-year period is 68,000 billion VND, while the sub-projects directly addressing population and development issues in the program are only allocated about 6,000 billion VND, accounting for about 8.9%. The above capital allocation does not ensure balance.
"I suggest that the drafting committee should pay attention to investing adequately in population and development contents in the program to contribute to completing the goals," said Deputy Nguyen Van Manh.

Minister of Health Dao Hong Lan said that in order to implement the tasks in Resolution 72 of the Politburo on a number of breakthrough solutions, to strengthen the protection, care and improvement of people's health, the health sector identified many responsibilities; including perfecting the institution, implementing organization, improving service quality, resources and human resources. How to serve the people better, increase the satisfaction rate for patients, and ensure the conditions for health care development.

Regarding the balance of resources for components and projects of the program in the draft Resolution on the national target program, Minister Dao Hong Lan informed that the program includes 5 projects, including sub-projects. During the process, the health sector has ensured the balance with the goals and implementation tasks set out.
“Currently, in the project component 3 on population and development, the total implementation budget is 29,600 billion VND, accounting for 23.6% of the total program project. Besides, projects 1, 2, 4 and 5 all serve the population; therefore, it is not accurate to say that the population project has a low budget ratio,” Minister Dao Hong Lan emphasized, adding that the implementation of the national target program with the goal of taking people as the center and focusing on the subject is still difficult to implement.

To make the program feasible, the Minister of Health said he has worked with the Ministry of Finance on program funding and reported to the State Audit.
Vice Chairman of the National Assembly Vu Hong Thanh said that the National Assembly Standing Committee will fully synthesize all opinions of the deputies in the groups and halls to send to the Government. He requested the Government to direct the drafting agency to coordinate with the verification agency and relevant agencies to study, absorb, and fully and thoroughly explain all opinions of the National Assembly deputies to complete the draft Resolutions of the National Assembly, and report to the National Assembly Standing Committee for comments before submitting them to the National Assembly for consideration and approval according to regulations.
