Minister of Public Security: Corruption and position cases decreased by more than 17% compared to 2024

General Luong Tam Quang said that in 2025, the Government will direct the Ministry of Public Security and ministries, branches and localities to focus on identifying and proactively implementing solutions to curb and reduce crime sustainably; promote the work of ensuring security and order; effectively implement directives, resolutions, programs and plans of the Party, National Assembly and Government on crime prevention and control and law violations.

Regarding the situation and results of the fight against crimes related to social order, the Minister of Public Security said that the number of crimes related to social order decreased by 12.18% (some dangerous and especially dangerous crimes decreased sharply compared to the same period in 2024).

The police force focused on launching 9 peak campaigns to attack and suppress crimes; the investigation and discovery rate reached 81.32%; of which, very serious cases reached 93.25%, especially serious cases reached 95.16% (exceeding the target assigned by the National Assembly).

" The number of crimes related to economic management order is 28.97% less, the number of crimes related to corruption and positions is 17.57% less than the same period in 2024 ," Minister Luong Tam Quang stated.

Also during the reporting period, the Public Security Department launched a peak campaign to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; fight against smuggling, production, and trading of prohibited and counterfeit goods, contributing to restoring social order and discipline; stabilizing the domestic goods market and protecting people's health.

Regarding the situation and results of the fight against environmental, resource, and food safety crimes, according to the Government's report, the number of environmental, resource, and food safety crimes was 48.17% less than the same period in 2024.

The police force continues to strengthen the direction of inspection, detection and handling of violations of environmental laws and the issue of domestic waste treatment in urban areas; combat and handle violations of laws on forest protection and development and food safety; and strengthen the prevention of food safety violations.

In 2025, the number of crimes in the field of information technology and telecommunications will be 11.53% less than the same period in 2024. An inter-sectoral model has been built to prevent and combat online fraud; a comprehensive review and cleaning of mobile subscribers and bank accounts; electronic authentication services. Access to websites and social network accounts related to illegal acts will be blocked.

Stating that the number of drug-related crimes was 18.29% lower than the same period in 2024, Senior General Luong Tam Quang said that the police force will continue to strengthen the fight against and suppress drug-related crimes on key routes and areas; strengthen inspection, supervision, and strict management of the trading and use of addictive drugs.

At the same time, launch a peak period of general screening, detection, statistics, and management of drug addicts, illegal drug users, and people under management after drug rehabilitation.

The Government's report on crime prevention and control in 2025 also clearly stated the results of State management of security and order.

In particular, in the field of residence management, exit and entry, the agencies continue to review, eliminate and simplify administrative procedures in residence registration to eliminate unnecessary procedures and documents that cause inconvenience to the people. The Ministry of Public Security proactively reviews and issues regulations in aviation security work after receiving them, creating unity, smoothness, without interruption or breakage.

Regarding traffic order and safety, the Minister of Public Security said that units organizing patrols and handling violations of traffic order and safety are the main causes of traffic accidents. Although traffic accidents have decreased in all three criteria, there are still some particularly serious cases, causing many deaths and injuries.

In the field of fire prevention and fighting, the Ministry of Public Security issued a Project to reduce fires causing serious damage to people and property according to the functions and tasks of the People's Public Security force; continue to improve the effectiveness of propaganda work on fire prevention, fighting and rescue, contributing to reducing the number of fire and explosion cases.

" Although the number of fires and explosions has decreased, there are still some fires causing serious damage to people and property ," said Senior General Luong Tam Quang.

According to the Minister of Public Security, the work of receiving and handling denunciations, reports of crimes and recommendations for prosecution, the work of investigating and handling crimes, the work of managing and resolving suspended cases, the work of managing and enforcing temporary detention and imprisonment... were carried out in accordance with the provisions of law. However, some work targets have not met the requirements assigned by the National Assembly.

Administrative violations occurred in most areas of state management; the number of administrative violation penalties decreased by 24.5% compared to the same period in 2024.

Also during the reporting period, the Investigation Agencies at all levels did not receive any petitions or requests for compensation for damages in criminal proceedings under the responsibility of the Investigation Agencies.

In general assessment, General Luong Tam Quang said that the rate of investigation and discovery of cases exceeded the target assigned by the National Assembly; reduced most types of crimes; and urgently investigated and clarified cases that caused public outrage.

" The fight against crime and law violations in the field of information technology and telecommunications has achieved many positive results. Law enforcement in the investigation and handling of crimes continues to receive attention and direction; the handling of administrative violations is carried out in accordance with the provisions of the law... ", said the Minister.

However, Minister Luong Tam Quang also admitted that the rate of handling crime reports, denunciations, and recommendations for prosecution has not met the targets set by the National Assembly. There are still violations in investigation, crime handling, and temporary detention. Administrative violations still occur in many areas of social life...

The reasons given are: The system of legal documents is still being perfected; Propaganda work has not reached many of the subjects that need propaganda; equipment and means of some agencies and units have not met practical requirements.

Referring to policies and solutions to prevent and combat crimes and law violations in 2026, Senior General Luong Tam Quang said that it is necessary to continue perfecting the system of legal documents to ensure connectivity, synchronization, unity, and conformity with the new organizational structure of local police and investigation agencies at all levels.

" Continue to implement the policy of arranging cadres according to the standard and criteria framework at 3 levels of the Public Security, associated with increasing the staffing at the grassroots level. Promote research and application of science and technology to serve the fields of crime prevention and control ," the Minister added.
