Minister of Health Dao Hong Lan expressed her respect, appreciation and joy to welcome the delegation of Kanagawa province led by Mr. Kuroiwa Yuji, Governor of Kanagawa province, with the presence of Mr. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam.
Minister Dao Hong Lan informed that the Party and Government of Vietnam have many policies to pay attention to social security and the health sector such as: Issuing Resolutions No. 57-NQ/TW; 59-NQ/TW, especially Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.
The Ministry of Health has many implementation contents such as Electronic Health Book, Electronic Medical Record, increasing the application of new technology, AI in diagnosing and treating diseases for people.
This is a field in which Japan has a lot of experience. The Ministry of Health hopes that through the meeting, experts from Kanagawa province will share more about the term Me-byo and its implementation policies in the coming time.

Mr. Ito Naoki, Ambassador Extraordinary and Plenipotentiary of Japan to Vietnam, acknowledged with Minister of Health Dao Hong Lan the changes since the implementation of the Memorandum of Understanding between the Vietnamese Ministry of Health and Kanagawa Prefecture on November 15, 2024.
These include the fields of pharmaceuticals, medical equipment, biomedical technology, information technology, food and nutrition, policies to cope with population aging, advanced models in the field of health care, and training of Vietnamese international students at Japanese Medical Universities.

Mr. Kuroiwa Yuji, Governor of Kanagawa Prefecture, expressed his delight at the fruitful cooperation between the Ministry of Health of Vietnam and Kanagawa Prefecture, which was further concretized through bilateral talks. The Me-byo concept is an initiative that has received an award from the United Nations, focusing on: Nutritional levels, physical activity and social activities.
This, according to him, is suitable in practical conditions with the trend of population aging.
In Kanagawa prefecture, a Me-byo industry has been created with a high-tech park, a large hospital and 1,200 participating businesses with many modern medical equipment, providing early diagnosis, supporting proactive health care and improving appropriate nutritional status.

Experts from JICA in Vietnam and medical enterprises of Kanagawa province presented on some typical disease models, prevention and treatment methods: Solutions towards modern medicine through Me-byo transformation solution; Current situation and solutions for periodic health check-ups in Vietnam with reference from Japanese reality; Nutritional regimen to proactively take care of health as well as adapt to population aging.
The Departments and Offices of the Ministry of Health and central hospitals under the Ministry jointly discussed and affirmed that medical cooperation between Vietnam and Japan is being expanded in a practical and effective manner with the active participation of both sides and needs to continue to develop in depth with new innovations and respond to digital transformation and application of new technologies.

Speaking at the meeting, Minister of Health Dao Hong Lan affirmed that Vietnam has had many breakthrough policies in the health sector, including strengthening disease prevention, with many focused solutions to change people's awareness in the field of disease prevention.
Through the working session, we hope to gain more experience from Japan, as well as promote strong cooperation in the fields of digital medicine, artificial intelligence in diagnosis, surgical robots, and smart hospital management; and biomedical technology.
Minister Dao Hong Lan informed that in 2026, Vietnam will conduct periodic health check-ups for its people and looks forward to Japan's cooperation and support in the field of universal and mass health care for all people.
Regarding the enhancement of solutions to adapt to the aging population, Minister Dao Hong Lan said that the Draft Population Law is being presented at the ongoing session of the 15th National Assembly. At the presentation session before the National Assembly, the Minister shared experiences in Japan, from the issue of increasing the birth rate, promoting the role of the elderly, and changing the economic model to adapt to the aging population.

Minister Dao Hong Lan said that from the experience with many outstanding achievements in the field of health care and improving the quality of life for people, promoting cooperation in elderly care as well as the Me-byo model of Kanagawa province can be applied on a pilot basis in some localities of Vietnam, making an important contribution to the health sector in the coming time.
Minister of Health Dao Hong Lan emphasized that the presence of Japanese enterprises contributes to expanding opportunities for human resource training, improving the quality of medical examination and treatment, enhancing the capacity of the health system, increasing the ability to respond to epidemics and expanding access to medical advances. Through this, promoting business cooperation and pharmaceutical and medical equipment research; Creating conditions for businesses of both sides to connect and invest in the production of medical equipment, pharmaceuticals and medical biological products in Vietnam.
Regarding the proposed contents and next directions, Minister of Health Dao Hong Lan assigned the Director of the Department of International Cooperation and leaders of relevant units of the Ministry to continue to discuss with businesses of Kanagawa province; Departments, Bureaus, Hospitals, and Schools attending the meeting to closely connect with units of Kaganawa province to be able to open up specific cooperation directions in the coming time in areas of mutual interest.
