Minister Dao Hong Lan: Database connectivity brings positive changes to the health sector

Late in the afternoon of November 11, at the headquarters of the Ministry of Health, Central Party Committee member and Minister of Health Dao Hong Lan chaired a conference to evaluate and urge the progress of completing the set of medical databases and administrative procedures connected to the National Public Service Portal.

Member of the Party Central Committee, Minister of Health Dao Hong Lan chaired the conference to evaluate and urge the progress of completing the set of medical databases and administrative procedures connected with the National Public Service Portal.

Representatives of the three focal units, the Ministry of Health Office, the Department of Science , Technology and Training, and the National Health Information Center, quickly reported on the progress of data synthesis and analysis, synchronous technical processes, and data connection up to November 11, 2025.

The report clearly stated that the complete construction of 12 Medical Databases contributes significantly to creating a consistent, complete, and convenient data warehouse for both doctors and patients, so the units have urgently promoted the tasks and functions assigned by the Ministry's leaders in this field. The units have made a detailed list of 282 administrative procedures, including those after reduction and decentralization to localities. 117 administrative procedures are eligible to be connected on the National Public Service Portal, divided by priority level.

165 administrative procedures are decentralized to localities and currently, units of the Ministry of Health are reviewing, developing guidelines, and standardizing according to a common set of procedures.

The Departments, Divisions, and Offices of the Ministry discussed the responsibilities and tasks, and requested progress in cutting administrative procedures according to Resolution No. 66/NQ-CP dated March 26, 2025 on the Program to cut and simplify administrative procedures related to production and business activities in 2025 and 2026.

At the same time, report on the progress of coordination in building the Medical Database, implementing the design of technical criteria in compliance with standards and regulations for administrative procedure groups implementing full-process online public services or partial online public services, ensuring progress according to the set plan.

Permanent Deputy Minister Vu Manh Ha and Deputy Minister Nguyen Tri Thuc spoke and requested the three focal units of the Ministry of Health Office, the Department of Science, Technology and Training, and the National Health Information Center to continue to coordinate more closely.

From creating detailed and scientific statistical tables to unifying the list of administrative procedures including those applied at the Ministry of Health and decentralized to localities; synchronizing the data on administrative procedures implementing full online public services or partial online public services as well as the number of administrative procedures connected with the National Public Service Portal.

Concluding the conference, Minister of Health Dao Hong Lan emphasized the need to seriously and urgently cut down administrative procedures according to Resolution 66/NQ-CP and complete 12 medical databases according to Plan 02-KH/BCĐTW dated June 19, 2025. This is an important task to promote synchronous and effective digital transformation, contributing to streamlining the organizational apparatus and building a health system that accompanies doctors and patients, creating positive changes for the Vietnamese health sector.

The Minister requested that the Departments, Offices, and the National Health Information Center continue to closely coordinate and scientifically research directions to continue cutting administrative procedures from the current 41.5% to a threshold of between 30% and 36.5%.

The Minister assigned all three focal units to agree on data including synthesis and content, and at the same time report timely, accurate and accurate progress information to the Government Office;

The National Health Information Center continues to send instructions on procedures and standards for decentralized administrative procedures to localities so that Departments and Offices can implement them in accordance with the correct form, ensuring speed, accuracy, science, consistency with localities and support for the implementation of tasks of the two-level government in the health sector in the future;

"The Departments and Offices will inspect the difficulties in some provinces and cities in the process of connecting and accessing administrative procedures in the health sector that have been decentralized and delegated to localities," Minister Dao Hong Lan noted.

Regarding the 12 medical databases, Minister Dao Hong Lan affirmed that medical data information requires high accuracy and real-time. The National Health Information Center continues to implement the tasks assigned by the Ministry's leaders, completing the database set to meet the criteria of "Correct - Sufficient - Clean - Alive", ensuring safety, information security, quality, efficiency, and timeliness;

At the same time, the Departments and Offices also urgently completed instructions on procedures and standards, connecting with localities to unify complete and centralized administrative procedure data on health;

The Department of Science, Technology and Training continues to review the entire Ministry of Health to promptly advise the Ministry's leaders in adjusting standards, regulations and inspections;

The Department of Personnel Organization advises on developing a working plan between the Ministry of Health, the Ministry of Home Affairs, and the Ministry of Public Security on the unification of the interconnection of human resource information fields in the health sector nationwide according to Decree No. 102/2025/ND-CP dated May 13, 2025 regulating the management of medical data.

The Minister emphasized the factors: Safety, strictness, compliance with the Law, proactive prevention of negativity and waste early and remotely for units in the entire health sector when performing tasks in general, and the completion of the set of medical databases and administrative procedures connected to the National Public Service Portal in particular.
