On April 25, the National Assembly Delegation of Thanh Hoa province met with voters before the 5th session of the 15th National Assembly in Trieu Son district and Sam Son city.
The conference was attended by Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung; Mr. Le Thanh Hoan - Full-time member of the National Assembly's Law Committee; Ms. Pham Thi Xuan - Secretary of the People's Court of Quan Hoa district; Mr. Trinh Tuan Sinh - Deputy Secretary of the Provincial Party Committee, along with representatives of departments, branches, localities and voters.
300,000 businesses evade paying insurance
Mr. Le Thanh Hoan and Ms. Pham Thi Xuan, on behalf of the National Assembly delegation, informed voters of the expected agenda of the 5th session and reported on the results of handling voters' petitions from the 4th session of the National Assembly to date.

Many "hot" issues in social life were raised and recommended by voters, such as supplementing medical supplies at the commune level; handling the problem of late, indebted, and evading social insurance (SI) payments; social insurance policies; reforming salary policies; poverty reduction policies...
Voter Le Manh Hung - Director of Social Insurance of Trieu Son district proposed that the National Assembly reduce the minimum number of years of social insurance contribution to receive pension benefits from 20 years to 15 years, creating conditions for workers to have a short-term period of social insurance participation.
"It is necessary to add maternity benefits and occupational accident insurance to voluntary social insurance. At the same time, there should be sanctions to handle violations of social insurance evasion by employers to ensure the rights of employees," voter Hung suggested.

On behalf of the Thanh Hoa National Assembly delegation, Minister Dao Ngoc Dung emphasized that currently, only 38% of workers nationwide participate in social insurance. However, most workers are thinking of withdrawing insurance at once, concentrated in the group of workers in industrial parks and export processing zones.
Minister Dung said that the reason for this is because workers' lives are still difficult, they need to withdraw insurance to solve immediate problems, not taking into account the long-term situation, when they reach old age, they will fall into a situation where they will not have a pension or health insurance.

According to the Minister of Labor, Invalids and Social Affairs, the situation of insurance arrears and insurance evasion is still widespread. Currently, there are up to 300,000 enterprises nationwide that are evading insurance payments.
"Handling the problem of debt, evasion, and delay in paying social insurance is not just about freezing invoices and business accounts, but must be handled seriously and strongly. Currently, the amount of money that businesses evade paying social insurance is about 13,000 billion VND. This causes hundreds of thousands of workers to not receive social insurance, health insurance, and maternity benefits, causing frustration and pain," Minister Dao Ngoc Dung emphasized.
According to the head of the labor and social security sector, many policies related to social insurance will be adjusted in the near future, such as reducing the time requirement for social insurance contributions to 15 years, or even possibly only 10 years to receive a pension instead of 20 years as at present.
Salary increase compatible with inflation
Regarding voters' opinions on wages, Minister Dao Ngoc Dung affirmed that the government has not yet officially reformed its wage policy. However, on July 1, wages will be adjusted to increase to match the inflation rate, in the context of many economic fluctuations and high inflation.

"Due to the current difficult and problematic socio-economic situation at home and abroad, the government has not yet reformed its wage policy, but will adjust wages to suit reality," the Minister said.
According to the leader of the Ministry of Labor, Invalids and Social Affairs, the current adjustment of salary policy will focus on subjects such as: Civil servants, public employees; salaried workers; people with revolutionary contributions; people under social protection; people in difficult circumstances; retired cadres, medical staff at commune and grassroots levels; teachers... The adjustment of salary policy for these subjects aims to ensure a minimum standard of living.

"We are facing a very difficult year 2023, the whole world is in turmoil. After Covid-19, the economy and society are in crisis. In general, all countries are falling into a state of very high inflation, slow growth...", the Minister added.
In the context of many challenges and difficulties, he emphasized that the Party and State have constantly tried to implement many policies and strategies, exploit existing potentials, and maintain stability in the country's socio-economic life.
