Delegate Ta Thi Yen ( Dien Bien ) commented that the lack of low-cost and mid-priced commercial housing segments that are suitable for people's financial capacity also needs to be adjusted.
Regarding social housing, the delegate said "some places have surplus, some places have shortage". Meanwhile, the 120,000 billion VND credit package for social housing has only disbursed 83 billion VND, which is very low.
"It is necessary to clarify the responsibilities of relevant agencies as to why our policies are very good and very humane, but are slow to be implemented, while people are eagerly waiting for this," delegate Ta Thi Yen suggested.
Regarding resettlement housing, the female delegate cited the surplus of 14,000 resettlement houses in Binh Tan district, Thu Duc city, Ho Chi Minh City.
In Hanoi, there are also thousands of abandoned resettlement apartments such as in Long Bien and Cau Giay districts, which have wasted public financial resources, while people still lack housing. Therefore, delegate Yen said that it is necessary to clarify the responsibilities of relevant agencies, organizations and individuals.
Delegate Nguyen Lan Hieu (Binh Dinh) shared that in Hoang Mai (Hanoi), many apartment buildings that were previously used as field hospitals to fight Covid-19 are now empty.
"If you go over Chuong Duong bridge to Gia Lam, you can see a series of abandoned resettlement apartments. I looked up information and learned that in Hanoi there are about 14,000 unused resettlement apartments. Ho Chi Minh City has 14,000 unused resettlement apartments," said Mr. Hieu.
Delegates expressed that "unused resettlement apartments and condominiums are a waste", while apartment prices are currently very high and demand is high.
Delegates suggested that there must be a synchronous and drastic solution to put these apartments into use. Delegates said that many localities have also thought about auctioning, but have not yet found a price.
Why don't people return to resettlement areas? Delegates said that in addition to the unsatisfactory compensation price, social security issues surrounding the resettlement areas have not been met.
"Building an apartment building without a school or hospital nearby will make no one feel secure enough to live there," said the delegate.
Speaking afterwards, Finance Minister Ho Duc Phoc said that resettlement housing is state property, so regulations and procedures must be implemented according to the law. The Minister said that he will study the conversion of resettlement apartments into social housing.
In a meeting in mid-May when discussing solutions to remove difficulties and obstacles in investing in social housing development, Prime Minister Pham Minh Chinh also assigned the Ministry of Construction to study the conversion of housing use purposes in unused resettlement areas to social housing, in order to promote the implementation of the Project to build at least 1 million social housing apartments.
The Vietnam Real Estate Brokers Association recently reported that many resettlement areas in big cities have very low occupancy rates, and some buildings are even uninhabited. In Hanoi, there are 174 resettlement areas in use with a total of more than 14,200 apartments. The number of abandoned resettlement apartments is about 4,000. In Ho Chi Minh City, there are nearly 9,000 vacant resettlement apartments, of which, in Binh Khanh resettlement area (Thu Duc city) alone, there are more than 5,300 uninhabited apartments, and Vinh Loc B project (Binh Chanh district) with more than 2,000 abandoned apartments.
