The Ministry of Culture, Sports and Tourism has just issued a plan to develop a Circular guiding forensic examination in specialized fields under the Ministry's management authority.

The purpose of drafting this Circular is to promptly implement the tasks assigned in Decision No. 2835/QD-TTg dated December 31, 2025, of the Prime Minister and the 2026 Circular Drafting Program of the Ministry of Culture, Sports and Tourism, ensuring uniformity and consistency in forensic examination work within the Ministry's state management scope.

According to the plan, the Circular will be drafted using a streamlined procedure, ensuring compliance with the Law on the Promulgation of Legal Documents and its implementing decrees. The drafting process requires clearly defining the work content, implementation schedule, and responsibilities of relevant agencies and units; while also strengthening coordination, promptly resolving difficulties and obstacles, and ensuring the quality and progress of the document's development.

Specifically, in January 2026, the Ministry will issue a plan and establish a drafting team, and simultaneously develop a draft Circular. The draft will be publicly posted on the Ministry's electronic portal and sent for comments to relevant agencies, units, ministries, sectors, localities, and organizations from January to February 2026, combined with policy communication during the document development process.

In February 2026, the Ministry plans to hold a workshop to gather feedback from ministries, sectors, and localities; and convene a meeting of the Circular Appraisal Council. Based on the appraisal feedback, the drafting team will incorporate, explain, and finalize the draft document for submission to the Minister for consideration and promulgation in March 2026.

The Legal Department is the lead unit, responsible for organizing and implementing the entire process of drafting the Circular; agencies and units under the Ministry are responsible for coordinating according to their assigned functions and tasks.

The issuance of the Circular guiding forensic examination in the fields of culture, sports, and tourism will contribute to perfecting the legal framework, improving the effectiveness of state management, and meeting the practical requirements of forensic examination work today.
