The Ministry of Construction announces the procedures for granting licenses for international multimodal transport businesses.

The Ministry of Construction has just issued a Decision on the announcement of amended and supplemented administrative procedures in the field of international multimodal transport within the scope of the Ministry of Construction's management functions.

Accordingly, from January 15, 2026, the Ministry of Construction will be the agency responsible for issuing new and renewing licenses for international multimodal transport businesses.

The Ministry of Construction is the agency responsible for handling administrative procedures related to the issuance and renewal of international multimodal transport business licenses (illustrative image).

To carry out the administrative procedure for requesting the issuance or renewal of this license, enterprises, cooperatives, and foreign-invested enterprises in Vietnam submit their application through one of three methods: in person; by post; or through the national public service portal to the Ministry of Construction.

The decision states: For new licenses, the licensing authority shall verify the information on the business registration certificate or enterprise registration certificate on the National Business Registration Portal or the enterprise portal of the Provincial/City Department of Finance before issuing the business license.

In cases where the business activity of international multimodal transport is not registered, or the information on the registration certificate number, business name, or cooperative is incorrect, the Ministry of Construction must, within 3 working days from the date of receiving the application in person or online, or the date indicated on the postal stamp , send a written response to the business stating the reasons.

If the application is complete and meets all requirements, the Ministry of Construction will issue an international multimodal transport business license to the enterprise within 3 working days from the date of receipt of the complete application.

Regarding the license renewal procedure, the Decision also stipulates that the business license issuing authority shall verify the information on the business registration certificate or enterprise registration certificate on the National Business Registration Portal or the enterprise portal of the Provincial/City Department of Finance before issuing the business license.

In cases where the business activity of international multimodal transport is not registered, or the information on the registration certificate number, business name, or cooperative is incorrect, the Ministry of Construction must, within 2 working days from the date of receiving the application in person or online, or the date indicated on the postal stamp, send a written response to the business stating the reasons.

If the application is complete and meets all requirements, the Ministry of Construction will reissue the international multimodal transport business license to the enterprise within 2 working days from the date of receiving the complete application.

In the case of renewal due to expiration, the renewed international multimodal transport business license will be valid for 5 years from the date of issuance; in the case of renewal due to a change in one of the contents recorded in the international multimodal transport business license within its validity period, or if the international multimodal transport business license is lost, destroyed, or damaged, the international multimodal transport business license will be valid for the remaining term of the issued license.
