At the press conference on the afternoon of June 14, Mr. Hoang Hai, Director of the Department of Housing and Real Estate Market Management, Ministry of Construction, said that recently, the involvement of authorities at all levels from the central to local levels has had many documents directing and urging implementation. At the same time, many synchronous solutions have been proposed to remove difficulties and obstacles in the development and investment in the construction of social housing.

Since then, there have been positive changes, the supply and new construction projects have increased compared to previous years. According to the summary reports of localities, nationwide, there are 503 social housing projects implemented with a scale of 418,200 units (an increase of 4 projects, 6,950 units compared to the reporting time on March 15).

Of these, 75 projects with a scale of 39,884 units have been completed, 128 projects with a scale of 115,379 units have started construction and 300 projects with a scale of 262,937 units have been approved for investment policy.

However, Mr. Hai said that the implementation still has some difficulties and problems regarding land funds, capital sources, and investment procedures for social housing projects. Therefore, to ensure the completion of the set goals, the Ministry of Construction and other ministries, branches and localities need to continue to focus on a number of tasks and solutions in the coming time.

In addition, ministries and branches need to continue to focus on completing and submitting to the Government for promulgation Decrees and legal documents guiding the implementation of social housing projects such as the Housing Law (amended), Land Law (amended), Law on Credit Institutions (amended). In particular, focusing on removing difficulties and obstacles in social housing development, especially in investment procedures; planning, land allocation... in the spirit of minimizing administrative procedures, enhancing decentralization and delegation of authority...

“In July, the Ministry of Construction will coordinate with the Central Economic Committee to organize a national conference to implement Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership in social housing development in the new situation and urging and promoting social housing development to implement the Project's goals in July 2024" - Mr. Hai informed.

In addition, the Ministry of Construction proposed that the State Bank of Vietnam direct and encourage more commercial banks to participate in the program of lending capital support of 120,000 billion VND and open credit rooms to facilitate banks' implementation.

On the local side, the Ministry of Construction recommends urgently establishing, amending and supplementing local housing development plans, in which clarifying social housing goals for low-income people, industrial park workers, people's armed forces, etc. Especially focusing on planning and arranging independent social housing projects in suitable and convenient locations, with appropriate scale, ensuring social security, full technical infrastructure and social infrastructure, etc.

Based on the specific conditions of the locality, the Ministry of Construction also proposed specific solutions to shorten administrative procedures for project establishment, approval, land allocation, land lease, site clearance, construction investment procedures, etc. to encourage businesses to invest in construction projects. Thereby, creating supply for the market and taking advantage of preferential capital to develop this type of housing.

In particular, the Ministry of Construction requires businesses and investors of social housing projects to establish schedules, prepare sufficient resources and finances, and apply new technologies to shorten construction time. For social housing projects that have selected investors, investors are requested to promptly complete legal procedures to start construction according to approved planning projects and investment policies.

After starting the social housing project, it is necessary to quickly provide and publicly announce all information related to the project so that people can register to buy, rent, and lease. At the same time, promptly start construction and ensure the completion of projects on the 20% land fund for social housing.

At the same time, proactively review the subjects and conditions, register with the People's Committees of provinces and centrally run cities to be announced in the list of preferential loans from the 120,000 billion VND support package.

Regarding this issue, Mr. Bui Xuan Dung, Deputy Minister of Construction, said that to complete the objectives of the Project, the entire political system has participated from the central to local levels. Typically, recently, the Secretariat issued Directive 34/CT-TW on strengthening the Party's leadership in the development of social housing in the new situation.

In this Directive, the Secretariat requires focusing on leadership, direction, promoting the role and responsibility of leaders in improving the quality and efficiency of social housing development; including social housing development targets in the system of 5-year and annual socio-economic development targets of the locality.

Thereby, “the policy system, legal corridor and credit capital sources have been synchronized… and very specific. On that basis, localities need to pay attention and have a plan to implement according to the plan. Especially, the inclusion of social housing development targets in the 5-year and annual socio-economic development programs; at the same time, there is monitoring and inspection of the results of implementation”, Deputy Minister Bui Xuan Dung emphasized.
