The Ministry of Construction responds to proposals from 13 businesses to build the North-South high-speed railway.

In the event that the North-South high-speed railway project adopts a PPP investment model or a business investment model, the Ministry of Construction will announce the opportunity for interested businesses to submit applications.

The Ministry of Construction stated this in a letter responding to businesses regarding their proposals to participate in the implementation of the high-speed railway project on the North-South axis.

According to the Ministry of Construction, recently the Government , the Ministry of Construction, and other ministries and agencies have received proposals and letters from businesses regarding their participation in the implementation of the high-speed railway project on the North-South axis.

Regarding these proposals, the Ministry of Construction first expresses its sincere gratitude for the interest shown by businesses in the development of the transportation sector in general and the high-speed railway project on the North-South axis in particular.

The Ministry of Construction stated that, in implementing resolutions of the National Assembly and the Government, and following directives from the Government and the Prime Minister, the Ministry of Construction is currently preparing a feasibility study report for the high-speed railway project on the North-South axis, which includes research on selecting the investment model for the project.

In cases where a project applies the public-private partnership (PPP) investment method or the business investment model, the Ministry of Construction will notify interested businesses so they can submit applications to participate in the project.

In addition to providing information to businesses so they are aware and can continue to show interest and cooperate in implementing the North-South high-speed railway project to ensure its feasibility and effectiveness, the Ministry of Construction affirms that it is always ready to provide necessary information related to the implementation when receiving requests and interest from businesses.

The above document was sent by the Ministry of Construction to 13 enterprises that had proposed and submitted letters of interest regarding participation in the high-speed railway project on the North-South axis, including:

Transfer the investor to prepare the feasibility study report for the North-South high-speed railway project.

On December 31, 2025, the Ministry of Construction issued a decision assigning the task of preparing the feasibility study report for the North-South high-speed railway project to the Thang Long Project Management Board instead of the Railway Project Management Board.

According to this decision, the Railway Project Management Board will focus on the tasks of preparing pre-feasibility study reports for the following projects: the Hanoi - Dong Dang railway line, the Hai Phong - Ha Long - Mong Cai railway line, and the eastern ring railway line: Ngoc Hoi - Lac Dao.

In accordance with the above decision, on January 9th, the Railway Project Management Board completed the handover of all files, documents, financial data, and research results from the North-South high-speed railway project to the Thang Long Project Management Board.

Accordingly, the Thang Long Project Management Board will assume the role of investor in preparing the feasibility study report for the high-speed railway project on the North-South axis starting from January 9, 2026.
