Ministry of Construction: Accelerate disbursement of public investment capital in the last two months of the year

(Chinhphu.vn) - With the disbursement rate of public investment capital reaching only 51% after 10 months, Minister of Construction Tran Hong Minh has requested investors to arrange professional human resources to resolve problems with documents, ensure efficiency in project settlement, and further accelerate the disbursement progress of public investment capital.

At the October 2025 meeting of the Ministry of Construction held on November 11, Mr. Nguyen Tri Duc, Chief of Office of the Ministry of Construction, said that in the first 10 months of 2025, the work of perfecting institutions, drafting legal documents, and administrative reform will continue to be focused on by the Ministry of Construction.

Implementing the Politburo 's Conclusion on the policy of investing in building schools for border communes, the Ministry of Construction has urgently organized a survey and developed a dossier "Model design of inter-level boarding schools in land border communes" and handed over the model design dossier to 22 provinces and cities with land border communes for reference and implementation. On November 9, 72 inter-level primary and secondary boarding schools in land border communes were simultaneously started construction.

Regarding the implementation of the project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the 2021-2030 period", up to now, the whole country has 191 completed projects with a scale of 128,648 apartments. In the first 10 months of 2025 alone, 61,893 social housing units were completed (reaching 62% of the 2025 plan).

In addition, the Ministry of Construction has focused on directing investment preparation work, accelerating the implementation progress of key projects such as: High-speed railway project on the North-South axis; Lao Cai - Hanoi - Hai Phong railway line, Long Thanh International Airport phase 1, Gia Binh International Airport, infrastructure projects serving the APEC Conference 2027...

The progress of deploying smart traffic management systems, automatic toll collection, and vehicle load control at the Eastern North-South Expressway projects is being urged, striving to complete the target of 3,000 km of expressway in 2025.

By the end of October 2025, the disbursement rate of public investment capital of the Ministry of Construction is estimated at VND 40,916 billion, reaching 51% of the plan assigned at the beginning of the year (excluding the capital amount that has expired and is being submitted to competent authorities for adjustment and reduction).

Accelerate disbursement in the last two months of the year

Directing the Conference, Minister Tran Hong Minh assessed that the disbursement results of the Ministry of Construction have not met expectations, the remaining disbursement value in the last months of the year is very large (more than 37,000 billion VND). In particular, the Minister criticized 6 investors with slow disbursement rates, including: My Thuan Project Management Board, Maritime and Waterway Project Management Board, Project Management Board 85, Railway Project Management Board, Project Management Board 7 and the Civil Aviation Authority of Vietnam for not disbursing.

"Investors must arrange professional human resources to resolve problems with documents, ensure efficiency in project settlement, and further accelerate the disbursement of public investment capital. Project management boards and investors must complete payment procedures immediately for completed construction volumes, not leaving any backlog, especially for completed North-South expressway projects in the East," the Minister directed.

The Minister requested the Department of Construction Investment and Management to urgently establish working groups to immediately inspect the disbursement results of projects at risk of being delayed and not completed; and to assign Department leaders to closely monitor the scene to immediately remove difficulties and obstacles for investors and contractors.

The Vietnam Road Administration must focus on coordinating, guiding and removing obstacles to speed up the completion of expressway projects on the occasion of December 19, especially projects that are behind schedule such as: Tuyen Quang - Ha Giang, Dong Dang - Tra Linh, Huu Nghi - Chi Lang...

In addition, the Minister also noted that the progress of 5 projects managed by the Ministry that are scheduled to open to traffic on December 19 has not yet made a breakthrough, including: Bien Hoa - Vung Tau, Quy Nhon - Chi Thanh; Chi Thanh - Van Phong, Can Tho - Hau Giang, Hau Giang - Ca Mau.

Regarding 7 road projects that are scheduled to start construction in 2025 but have not yet started, including: Expanding the Ho Chi Minh City - Trung Luong - My Thuan Expressway; Completing the Nui Vung Tunnel; Completing the Cu Mong Tunnel; Ninh Cuong Bridge over the Ninh Co River on National Highway 37B; Expanding the Cam Lo - La Son Expressway; Completing the Than Vu Tunnel; Lao Cai - Hanoi - Hai Phong Railway, the Minister requested that "construction must definitely start on December 19".

"During the implementation process, any problems must be reported and solutions must be found. The project's commencement not only increases infrastructure capacity but also serves as a basis for speeding up disbursement progress," the Minister emphasized.

For the Lao Cai - Hanoi - Hai Phong railway project, the investment policy has been approved, the standards and regulations have been basically supplemented, the Minister requested that on the basis of the specific mechanisms permitted by the competent authority, the investor must carry out the steps in parallel. The Railway Project Management Board and the consulting unit proactively work with the locality on the route, complete the site clearance dossier, and immediately report the need for additional capital in 2025 for the project to be disbursed in 2025.

At the conference, Minister Tran Hong Minh also requested the departments, offices and affiliated units to carry out many other tasks such as: Focusing on completing the system of legal documents, reviewing the list of expressway investment projects in the 5,000km planning (including local projects) to prepare for the Ministry of Finance to put into medium-term investment in the near future.

In addition, it is necessary to review the shortcomings of the specialized transport planning system in accordance with current practical requirements to report to competent authorities for adjustment and supplementation, ensuring a long-term and stable vision; Speed ​​up the implementation of the Data Center, data sharing of the construction industry; Focus on accelerating the completion of the pilot project of the "Real Estate Transaction Center" model; Guide and promptly handle difficulties and problems of localities of the two-level government...
