Ministry of Construction: The whole industry joins in overcoming the consequences of floods in the Central region

(Chinhphu.vn) - The Ministry of Construction has just issued Official Dispatch No. 82, requesting its affiliated units and local Departments of Construction to continue to synchronously and effectively deploy response measures, promptly overcome the consequences of floods, and soon stabilize people's lives.

In order to restore production and business in the Central region, especially on key traffic routes serving people's lives and transporting relief goods according to the direction of the Prime Minister in Official Dispatch No. 204/CD-TTg dated October 30, 2025, the Ministry of Construction requires units to focus on leadership, direction, review, update plans, proactively respond at the highest level; anticipate the worst scenarios to ensure the safety of people's lives, not to be passive or surprised in any situation.

Proactively take the highest response measures

The Vietnam Road Administration is assigned to focus on inspecting and reviewing areas at risk of flooding, landslides, and flash floods to have solutions to handle and divert traffic from afar; at the same time, coordinate with media agencies to promptly inform local people.

The Department of Roads needs to arrange forces to guard and direct traffic at locations at risk of deep flooding and strong currents, especially at culverts, spillways, ferry terminals, pontoon bridges, and ferries; assign people to guard, set up buoys, barriers, and signals at locations with deep flooding, culverts, broken roads, landslides, etc. Resolutely not allow people and vehicles to pass when there is still a risk of unsafety.

For large landslides and subsidence sites causing traffic congestion, the Department of Roads must direct management and maintenance units to coordinate with localities to immediately deploy remote traffic diversion plans, promptly fix the problem, and ensure the fastest traffic clearance.

Units need to be proactive, ready to support, and coordinate with the Department of Construction of localities where national highways are blocked to fix and ensure traffic flow, especially in arranging vehicles, equipment, and materials to quickly fix landslide-affected traffic routes, serving the transportation of relief goods and people's travel when requested.

Strictly implement patrol and guard regime at construction sites.

Regarding the railway sector, the Ministry of Construction requires the Vietnam Railway Authority and the Vietnam Railway Corporation to strictly implement patrol and guard posts at key and vulnerable constructions and locations such as bridges and roads prone to flooding; areas prone to flash floods, steep mountain passes at risk of falling rocks and landslides, and railway areas near downstream dikes, irrigation dams, and reservoirs.

Units must concentrate vehicles, materials, equipment and human resources to overcome the consequences of floods, ensure smooth traffic in the fastest time; proactively plan to stop trains, stretch trains, increase trains, and transfer passengers when floods cause flooding and landslides in sections where trains must stop.

The Vietnam Maritime Administration is responsible for requesting watercraft anchored near the river crossing bridge to urgently move to a safe location, absolutely not letting them drift or collide with the river crossing structure.

This agency also needs to urge inland waterway management and maintenance units to promptly withdraw buoys and signals before floods arrive or when there is a flood release notice; and redeploy the buoy and signal system immediately after floods.

In the aviation sector, the Ministry of Construction directed to strengthen inspections of airports, terminals, communication systems, flight operations and command to promptly detect and handle incidents.

Airlines need to closely monitor weather developments to adjust flight schedules, routes, and arrival terminals accordingly, ensuring absolute safety in the event of heavy rain or bad weather.

The Department of Economics - Construction Investment Management is assigned to direct Project Management Boards, investors, contractors and related units to deploy solutions to ensure construction safety and prevent landslides during the rainy and flood season; at the same time, prepare conditions to promptly handle construction incidents and coordinate to ensure smooth traffic on routes that are both under construction and in operation.

The Departments of Construction of the Central region closely coordinate with local authorities, sectors, Road Management Areas and units managing and repairing roads, railways and waterways to proactively overcome incidents caused by floods; carry out traffic diversion and ensure traffic on routes under their management.

At the same time, coordinate with the road and railway sectors in arranging vehicles, equipment and materials to quickly repair landslide-affected traffic routes, serve the transportation of relief goods and people's travel when requested.

All relevant agencies and units organize 24/7 duty and promptly report to the Civil Defense Command of the Ministry of Construction.
