Ministry of Construction requests Quang Tri to speed up site clearance for two key traffic projects

The Ministry of Construction has sent a dispatch to the People's Committee of Quang Tri province, requesting to focus on removing obstacles and speeding up site clearance progress for two key traffic projects in the area, ensuring completion according to the 2025 plan.

Many problems persist, affecting progress, requiring definitive resolution of existing problems.

The two projects that are behind schedule as pointed out by the Ministry of Construction include: Component Project 1 - investment in the construction of National Highway 12A, avoiding Ba Don town, and the Eastern bypass project of Dong Ha city. These are projects that play an important role in strengthening regional connectivity, improving transport capacity, reducing the load on National Highway 1 and routes through urban areas; at the same time, contributing to the completion of the transport infrastructure system, promoting socio-economic development and ensuring national defense and security in the North Central region.

According to the Ministry of Construction, the ministry has recently issued many directives to remove difficulties and speed up site clearance progress. However, the latest report from the Quang Tri Department of Construction shows that some problems have not been completely resolved.

Regarding the Component 1 Project of National Highway 12A, Ba Don bypass section, the locality is currently organizing the construction of raising the 500kV line and burying the 22kV line, expected to be completed before December 15, 2025. However, there are still 2 households at the intersection of Nguyen Trai Street (Ba Don Ward) and 6 households at the intersection of National Highway 1 (Quang Trach Commune) that have not yet handed over the site.

In the Dong Ha City Eastern Bypass Project, the locality has handed over 13.25/13.3km; the remaining 50m is stuck related to 2 households at the National Highway 1 intersection, Phong Binh commune (old).

The Ministry of Construction emphasized that the delay in handing over the site is greatly affecting the construction plan and disbursement of public investment capital; at the same time, it poses a potential risk that projects cannot be completed in 2025, contrary to the direction of the Prime Minister in Official Dispatch No. 32/CD-TTg dated April 5, 2025 on accelerating the disbursement of public investment capital.

To ensure progress and promote investment efficiency, the Ministry of Construction requested the People's Committee of Quang Tri province to direct relevant units to promptly handle existing problems and complete site clearance work as required. The Ministry of Construction acknowledged the efforts of the locality in the past time and said it will continue to closely coordinate with the Department of Construction of Quang Tri province to promptly resolve difficulties in the process of compensation, support and resettlement.

Information on two projects being accelerated

Component project 1 - National Highway 12A, Ba Don bypass section, has a length of 5.76km, starting point connecting National Highway 1A in Quang Trach commune, ending point in Ba Don ward. The route is designed according to the standards of a level III plain road, 12m wide roadbed, speed of 80km/h. The initial total investment is nearly 419 billion VND, then adjusted to more than 447 billion VND for the Ba Don bypass section alone (total of more than 511 billion VND for the entire project).

This is a vital route connecting Cha Lo International Border Gate to Hon La and Vung Ang ports, contributing to ensuring traffic safety and promoting socio-economic development in the region.

The Dong Ha city eastern bypass project, with a length of more than 17km, is divided into two sections; of which the Doc Mieu-National Highway 9 section is 13.3km long, with a total investment of nearly 400 billion VND, passing through Gio Linh district and Dong Ha city. The project is invested by the Department of Transport of Quang Tri province (now the Department of Construction of Quang Tri province), implemented in the period of 2021-2024. The site clearance work is undertaken by the People's Committee of Gio Linh district (now Gio Linh commune) and the People's Committee of Dong Ha city (now Dong Ha ward).

The locality had set a target of completing the project by the end of 2024 to connect with the sections currently in operation, reducing the load on National Highway 1; however, delays in site clearance are the main reason why the project has not yet reached its finish line.
