Prof. Dr. Tran Van Thuan - Deputy Minister of Health and Chairman of Nghe An Provincial People's Committee Le Hong Vinh and delegates attended the ceremony.
On the morning of October 28, at Nghe An Obstetrics and Pediatrics Hospital, the Ministry of Health coordinated with the People's Committee of Nghe An province to organize a ceremony to award certificates of merit from the Minister of Health and the Chairman of the People's Committee of Nghe An province to groups and individuals who had taken brave actions to protect the lives of patients and their families in a particularly serious situation that occurred at Nghe An Obstetrics and Pediatrics Hospital on October 23.
Attending the ceremony, on behalf of the Ministry of Health, there were: Prof. Dr. Tran Van Thuan - Deputy Minister of Health; leaders of the Department of Medical Examination and Treatment Management; Department of Mothers and Children; Health and Life Newspaper.
On the side of Nghe An province, there were Mr. Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province; Mr. Dang Thanh Tung - Chief of Office of the Provincial People's Committee; Ms. Le Thi Hoai Chung - Director of the Department of Health of Nghe An province and representatives of leaders of departments, branches, medical staff and staff of Nghe An Obstetrics and Pediatrics Hospital.
At the ceremony, Prof. Dr. Tran Van Thuan awarded the Certificate of Merit from the Minister of Health to 1 group and 4 individuals of Nghe An Obstetrics and Pediatrics Hospital for their brave and intelligent actions, regardless of danger, to protect the lives and health of patients and their families, including: The Neonatal Department, nurse Nguyen Thuy Trang, nurse Nguyen Thi Thu Hoai, nurse Tran Thi Hong and nurse Nguyen Thi Hong.
Chairman of Nghe An Provincial People's Committee Le Hong Vinh awarded Certificates of Merit to 4 other individuals including: nurse Nguyen Thi Nhung, nurse Phan Thi Oanh, Mr. Luu Xuan Dung and Mr. Tran Kim Quyen - those who directly coordinated, supported, controlled the subject, contributing to ensuring safety for the hospital.
Beautiful symbol of Vietnamese medical ethics in the new era
Speaking at the ceremony, Deputy Minister Tran Van Thuan was deeply impressed by the bravery, professional courage and compassion of the nurses and medical staff of Nghe An Obstetrics and Pediatrics Hospital.
Deputy Minister Tran Van Thuan said: “On October 23, in the neonatal treatment area - where the most fragile creatures are cared for - an attacker carrying a weapon injured medical staff, threatened the lives of two newborns and caused terror for the entire hospital. However, in the midst of that chaos, nurses Nguyen Thuy Trang, Nguyen Thi Thu Hoai, Tran Thi Hong and Nguyen Thi Hong and the entire Neonatal Department were not afraid.
All bravely faced the situation, ensuring absolute safety for the sick children and colleagues, and immediately organizing emergency care for the injured. It is not only a professional reflex, but also the mettle of a doctor - the personality of a profession with the most sacred mission: to regain life in the most fragile moment.
Deputy Minister Tran Van Thuan emphasized that this brave action is a vivid demonstration of the medical ethics and spirit of serving the people of Vietnamese physicians, and is "a beautiful symbol of Vietnamese medical ethics in the new era."
Prof. Dr. Tran Van Thuan affirmed: “You are the living shield between patients and danger. You have reaffirmed that each doctor is not only a person who saves patients but also a person who preserves society's trust in morality and justice.”
Alarm bell and drastic action to protect doctors
According to Deputy Minister Tran Van Thuan, the incident at Nghe An Obstetrics and Pediatrics Hospital is also a wake-up call for the entire industry and society about the problem of violence in the medical environment.
Citing data from the World Health Organization (WHO), Deputy Minister Tran Van Thuan said: “Up to 62% of global health workers have experienced verbal violence and 38% have experienced physical violence during their practice. The latest 2022 report from WHO and ILO (International Labor Organization) emphasizes that workplace violence in the health sector is on the rise and is one of the main causes of burnout, job abandonment, or mental health decline among health workers.
In Vietnam, in recent years, the Ministry of Health has recorded dozens of cases of assault on doctors, nurses, and medical staff, many of which were serious and occurred in the emergency room, obstetrics department, and intensive care unit. There was a case where a medical staff member was knocked unconscious while on night duty. There was a case where the entire team was threatened with weapons while treating a patient. These numbers and incidents not only cause outrage but also seriously damage the morale of medical staff.
The Ministry of Health has been synchronously implementing many solutions to protect medical staff: Coordinating with the Ministry of Public Security to ensure hospital security; reviewing camera systems and security control routes; standardizing violence response procedures, urgently connecting with local police forces; enhancing training in communication skills, psychology, and situational response; and at the same time, building the criteria of "safe hospitals for medical staff" in the Hospital Quality Criteria, according to WHO recommendations.
At the same time, the Ministry of Health is also proposing to competent authorities to research and perfect the legal framework, in the direction of considering the act of attacking medical staff performing the task of saving people as an act of opposing people on duty, which needs to be strictly handled according to the provisions of the law.
Building a humane, safe and professional medical environment
Deputy Minister Tran Van Thuan expressed his hope that, after this story, each hospital needs to learn valuable lessons to strengthen the warning system, reinforce the security team, build emergency handling procedures, take care of employees' psychology after trauma, aiming to build a humane, safe, professional medical environment, worthy of the people's trust and worthy of the task of taking care of people's health that the Party and State have entrusted.
Deputy Minister Tran Van Thuan affirmed: “The Certificates of Merit awarded today are a thank you from the health sector and also an affirmation: Medical staff are not alone. Behind every doctor is the health sector. Behind the health sector is the whole society. And ahead, life is waiting for us - do not delay a second”.
Immediately after the ceremony at Nghe An Obstetrics and Pediatrics Hospital, Deputy Minister Tran Van Thuan and Chairman of Nghe An Provincial People's Committee Le Hong Vinh and leaders of Nghe An Department of Health visited Nghe An General Hospital to visit, encourage and award Certificates of Merit to 3 nurses being treated there, namely nurse Nguyen Thuy Trang, nurse Nguyen Thi Thu Hoai and nurse Nguyen Thi Nhung; and also visited and gave gifts to 2 relatives of injured patients, Ms. Ngo Thi Thu Thuy and Ms. Phan Thi Tu.

Deputy Minister Tran Van Thuan sent his best wishes for good health and a speedy recovery to the injured nurses and hoped that "the brave doctors today will continue to be the pillars of the hospital and role models for the younger generation to follow."
