To express gratitude for the support of the people and to practically care for their lives and health during the Lunar New Year, on January 11th and 12th, 2026, in Van Tuong commune, the Petroleum Department under the General Department of Logistics and Technology, in coordination with BSR, Quang Ngai Petroleum Services Joint Stock Company ( PTSC Quang Ngai), and military units in the area, organized a program of free medical examinations, health consultations, and medicine distribution combined with a "Zero-Cost Market" for the local people.
Currently, BSR is focusing all its resources on implementing the Dung Quat Refinery Upgrade and Expansion Project – a key project with strategic significance for the long-term development of the Company and the Vietnamese energy and petrochemical industry. Throughout the implementation process, BSR has always received great support and cooperation from the government and people of Van Tuong commune, especially the households subject to relocation and land clearance for the project.
Speaking at the opening ceremony, Mr. Cao Tuan Si, Director of Dung Quat Refinery, emphasized: “The free medical examination and medicine distribution program and the 'Zero-Cost Market' are not only social welfare activities, but also demonstrate the affection, responsibility, and gratitude of BSR and its units towards the local people. In the future, BSR will continue to accompany and support the people through many meaningful and practical social welfare programs, contributing to improving their lives and spreading sustainable humanitarian values. We hope to continue receiving the understanding, sharing, and cooperation of the people of Van Tuong commune so that the NCMR Dung Quat Refinery Project can be implemented smoothly, on schedule, safely, and effectively.”

Mr. Cao Tuan Si, Director of Dung Quat Refinery, hopes that the people of Van Tuong will share and support BSR in the implementation of the NCMR project at Dung Quat Refinery.
The actual implementation of the project shows that the consensus, support, and cooperation of the government and the people of Van Tuong commune, especially the people of Le Thuy and Phuoc Hoa villages - where many households had their land and houses confiscated for the project - have significantly contributed to ensuring the progress of land clearance, maintaining security and order, and creating favorable conditions for the project to be implemented according to plan.
Within the framework of the program, experienced medical staff from Military Hospital 17 (Logistics and Technology Department, Military Region 5), Military Medical Clinic ( Quang Ngai Provincial Military Command) and BSR directly examined, advised on health and provided free medicine to more than 600 people.

Military doctors and medical staff provided free health check-ups and consultations to residents of Van Tuong commune as part of a program organized by BSR and other collaborating units.
Priority beneficiaries include families receiving government assistance, those who have rendered meritorious service to the revolution, the elderly, impoverished households, and patients with chronic diseases in the villages of Tuyet Diem 3, Thuan Phuoc, Le Thuy, and Phuoc Hoa – where the Dung Quat Refinery is located. This activity has contributed to ensuring people have access to quality healthcare services, timely detection and treatment advice for common illnesses, especially during seasonal changes and the days leading up to the Lunar New Year.
Continuing the healthcare program, on the morning of January 12, 2026, the "Zero-Cost Market" was held at the Thuan Phuoc Village Cultural House, distributing 600 Tet gift packages, each worth 1.1 million VND (including essential necessities and cash), to 400 households in the Warehouse 85/Warehouse 182 area and 200 households whose houses and land were confiscated for the Dung Quat Refinery NCMR Project.

Heartfelt gifts from the "Zero-Cost Market" program, sponsored by BSR, were distributed to disadvantaged households in Van Tuong commune.
Receiving gifts from the program, Ms. Le Thi Cau (Le Thuy village) emotionally shared: “My family is among those relocated to make way for the project, and life is still very difficult. These gifts today are very meaningful, especially with Tet (Lunar New Year) approaching. We feel the care and sharing of the State, the military units, and the responsibility of businesses like BSR towards our people.”
Sharing more about the program, Ms. Dong Thi Hoi (Le Thuy village) said: “In addition to Tet gifts, people also received free medical examinations and medicine, and were given dedicated advice by doctors. This made us feel very secure and more confident in the projects being implemented in the area, and we hope to receive more programs like today.”
The program of free medical examinations, health consultations, and medication distribution, along with the "Zero-Cost Market," not only provides material support and healthcare but also spreads a profound humanitarian message about the spirit of "mutual assistance," fostering close ties between the military, businesses, government, and the people.
The images of BSR's staff and workers, along with logistics, technical, and military medical personnel, diligently caring for and giving gifts to local people in the days leading up to Tet (Lunar New Year) clearly illustrate BSR's sense of social responsibility and its enduring commitment to social welfare in the locality.
Through practical social welfare activities, BSR continues to affirm its role as a key enterprise in Quang Ngai province, not only pioneering in production and business but also closely connected with, sharing with, and accompanying the community. This contributes to strengthening the people's trust, building a solid foundation of public support, and creating an important basis for the safe, efficient, and sustainable implementation of the NCMR Dung Quat Refinery Project in the future.
