Dear Party Secretary of the Provincial Committee, the 14th National Congress of the Party is considered a particularly important milestone in the country's development process. Could you please tell us about the significance and importance of this Congress and the expectations of Ha Tinh province regarding the strategic decisions that will be formulated at the Congress?
The 14th National Congress of the Communist Party of Vietnam is a particularly important political event, with strategic orientation significance for the country's development in the new period. The Congress marks a strong shift from a period of stability and recovery to one of acceleration and breakthrough, setting higher demands on the quality of growth, labor productivity, competitiveness, and sustainable development.
The Congress will define the vision and aspirations for national development until 2030 and the vision until 2045; further concretizing the goal of building Vietnam into a developing country with modern industry, a high-middle income, and progressing towards a developed, high-income country. Based on a thorough review of the Party's leadership and guidance over the past period, the Congress will draw valuable theoretical and practical lessons, and at the same time propose breakthrough strategic decisions that are appropriate to the complex and unpredictable changing global and regional context.
The draft Political Report of the 13th Central Committee presented to the 14th National Congress identifies three strategic breakthroughs of decisive significance: creating breakthroughs in development institutions; developing human resources, especially high-quality human resources; and building a synchronous and modern infrastructure system. At the same time, the Congress also identifies six key tasks in the fields of Party building and the political system; socio-economic development; national defense, security, and foreign affairs.
With strong confidence and consensus on the vision and strategic directions presented by the 13th Central Committee to the 14th National Congress, the Party Committee and people of Ha Tinh expect that the Congress's decisions will create a solid foundation and strong impetus for the comprehensive development of the localities, thereby opening up new development opportunities and creating conditions for breakthroughs in the coming period.
For Ha Tinh province, the decisions of the Party Congress, especially those concerning strategic infrastructure development, regional linkages, digital transformation, green transformation, and adaptation to climate change, will be important drivers for the province's faster and more sustainable development. The province expects that the breakthrough orientations and solutions outlined by the 14th Party Congress will create a "lever" to expand and develop the Vung Ang Economic Zone into a multi-functional economic zone, a dynamic industrial and logistics center for the region and the country, linked to the goal of making industry the main driving force for growth.
Furthermore, Ha Tinh province is particularly interested in and hopeful that the major orientations of the Congress regarding the strong and comprehensive development of Vietnamese culture and people will create additional impetus for the province to effectively implement Resolution No. 18-NQ/TU dated December 22, 2023, of the Provincial Party Committee on building and developing culture and people in Ha Tinh in the new period, considering this as the spiritual foundation and important endogenous driving force for sustainable development.
As the head of the provincial Party delegation attending the 14th National Congress of the Party, could you please tell us about the key areas the delegation will focus on contributing to the documents presented at this Congress?
Attending the 14th National Congress of the Party, the delegation of the Ha Tinh Provincial Party Committee expressed high consensus and deep confidence in the strategic orientations and decisions of the Congress. With a high sense of responsibility, leveraging collective intelligence, closely adhering to the local reality and the overall development requirements of the country, the Ha Tinh delegation has meticulously prepared and will contribute practical and heartfelt opinions to the documents presented to the Congress.
The focus is on providing input on socio-economic development orientation and growth models towards rapid development coupled with sustainability; emphasizing the need to innovate the growth model in depth, improve productivity, quality, and competitiveness of the economy. This includes clarifying the role of industry, marine economy, and dynamic economic zones linked to green development, circular economy, and environmental protection.
In addition, attention should be paid to providing feedback on mechanisms and policies for regional and local development, especially regarding regional linkages; developing strategic infrastructure such as transportation, logistics, and energy in a synchronized manner; and recommending that the Central Government continue to research and refine sufficiently strong mechanisms to promote digital transformation and green transformation, creating conditions for localities nationwide to better utilize their potential and advantages, and achieve breakthroughs in the coming period.
The emphasis was on the need to continue strengthening the comprehensive building and rectification of the Party and the political system; reforming leadership methods; building a team of cadres with sufficient qualities, capabilities, and prestige to match the tasks; streamlining the organizational structure, and improving the effectiveness and efficiency of implementing the resolution.
Based on the spirit and direction of the 14th Party Congress, what strategic breakthroughs has Ha Tinh identified to create significant changes in socio-economic development in the coming period, Comrade?
In line with the spirit of the 14th National Congress and continuing to seriously and effectively implement the Central Committee's thematic resolutions, Ha Tinh province has identified three strategic breakthroughs to focus on in order to create strong, clear, and substantive changes in socio-economic development.
Firstly, we must accelerate digital transformation across three pillars: building a digital government, developing a digital economy, promoting a digital society, and improving the quality of public administration; strongly reforming administrative procedures and the investment and business environment to ensure the best possible service for citizens and businesses.
Secondly, focus on building and developing high-quality human resources, a team of cadres, especially grassroots-level cadres, who possess prestige, theoretical knowledge, practical capabilities, and decisive and effective action, meeting the development requirements in the new situation.
Thirdly, develop a synchronous and modern infrastructure to attract strategic investment projects, focusing on large-scale industrial zones and clusters, logistics, and transportation connecting economic zones, industrial parks, tourism, and border gates with the national transportation system; infrastructure for high-speed rail stations (following the Transport-Oriented Development - TOD model). Multi-purpose projects to combat climate change; and the construction and expansion of the Vung Ang Economic Zone to become a regional and national industrial, energy, port, and logistics hub.
Alongside this, Ha Tinh continues to develop agriculture in a modern, ecological, and sustainable direction; and improve the quality of new rural construction. Emphasis is placed on promoting the cultural values and human resources of Ha Tinh; developing comprehensively and harmoniously all aspects of culture, society, and the environment; improving the material and spiritual lives of the people, ensuring social security; promoting the application of science and technology, innovation, and digital transformation; expanding linkages, strengthening integration, and creating a stable environment for comprehensive, rapid, and sustainable development.
