VHO - Quang Ninh is the first locality in the country to complete the arrangement of public service units in the culture, sports and tourism sector according to the new spirit.

Three new public service units were reorganized in a streamlined and efficient manner. Mr. Nguyen Viet Dung, Provincial Party Committee member, Director of the Department of Culture, Sports and Tourism, handed over the decision to the leaders of the newly reorganized public service units under the Department of Culture, Sports and Tourism of Quang Ninh.

Pioneering mark in public administration innovation

The Department of Culture, Sports and Tourism of Quang Ninh has just held a Conference to announce the Provincial People's Committee's Decision on the arrangement of public service units and the Department's Decision on personnel work.

Mr. Nguyen Viet Dung, Provincial Party Committee member, Director of the Department of Culture, Sports and Tourism chaired the conference and emphasized: "This arrangement is not simply to streamline the focal point, but to aim at a modern, autonomous and professional management model, focusing on effective community service and cultural industry development."

According to the project approved by the Provincial People's Committee, Quang Ninh has become the first locality in the country to complete the arrangement of public service units in the culture, sports and tourism sector in the new spirit.

This is a step to concretize the directions of the Central and the province, including Plan No. 130/KH-BCĐTKNQ18 dated September 21, 2025 of the Government Steering Committee, Plan No. 03-KH/TU dated October 8, 2025 of the Provincial Party Standing Committee, and Plan No. 253/KH-UBND dated October 6, 2025 of the People's Committee of Quang Ninh province.

Quang Ninh continues to affirm its role as a "pioneering locality in institutional innovation and administrative reform practice", when it boldly cut 57% of organizational units, from 7 public service units to 3, and at the same time reduced 52% of the number of specialized departments, from 23 to 12.

The new apparatus is designed to be streamlined, effective and efficient, in line with the requirements of transformation from "management - subsidy" to "operation - creation - service".

From streamlining the organization to creating new capabilities

The reorganization of public service units of the Quang Ninh Department of Culture, Sports and Tourism takes place in the context of the province's strong transformation according to the development model of "green growth, digital transformation and cultural industry development".

According to Mr. Nguyen Viet Dung, the most important thing is that “after streamlining, the apparatus must be stronger, operate more flexibly and be able to lead development”. Therefore, the restructuring project is implemented synchronously with restructuring the staff, improving professional capacity and autonomy.

The reorganized units all aim at three criteria: Increasing professionalism in management; Increasing connectivity in coordination; Increasing autonomy in operations, finance and creativity.

Each unit after the arrangement not only takes on professional tasks but also becomes the core of the cultural - tourism - sports industrial value chain that Quang Ninh is building.

Lean, professional, creative model

Quang Ninh Provincial Sports Training and Competition Center was formed on the basis of merging the Provincial Sports School into Quang Ninh Provincial Sports Training and Competition Center. This is the only public unit serving the state management function in the field of sports, with regular expenditure guaranteed by the State.

After the reorganization, the number of specialized departments was reduced from 8 to 5, creating conditions for concentrating human resources, finance, facilities and unifying management and direction.

The center will take on a leading role in training high-performance athletes, developing mass sports movements and exploiting key sports facilities such as the Provincial Sports Complex, Cam Pha Stadium, and Sports Training and Competition Hall.

This is a necessary preparation step for Quang Ninh to move towards forming a "Northeast sports center", linking sports development with tourism, services and sports economy.

Quang Ninh Provincial Museum - Library was established on the basis of merging the Provincial Museum, Provincial Library and Provincial Center for Culture, Information and Tourism Promotion. The new unit was renamed Quang Ninh Provincial Museum - Library and self-guaranteed 100% of regular expenditures.

The number of specialized rooms is reduced from 13 to 6. The new model helps to unify functions, streamline the apparatus, and at the same time expand the continuous operating space between the Museum - Library Complex, October 30 Square, Planning - Fair - Exhibition Palace, forming a chain of cultural, creative and tourist destinations in Quang Ninh.

In particular, the Event and Service Department was established to comprehensively exploit cultural activities, exhibitions, experiential education, and art services, thereby turning cultural spaces into community activity centers and a stable source of income for the unit.

According to the leader of the Department of Culture, Sports and Tourism, the Museum - Library will play the role of "backbone" in developing the heritage economy and cultural industry, connecting with creative industries, promoting the image of Quang Ninh, a land of heritage, dynamic and rich in identity.

The renaming and reorganization of the Provincial Art Troupe into the Quang Ninh Provincial Art Theater is an inevitable development, reflecting the need to raise the level of professionalism in the field of performing arts.

The theater is tasked with organizing major art programs and cultural events, serving politics, tourism and entertainment; and at the same time providing performing arts services under an autonomous mechanism.

Concentrating various forms of singing, dancing, music, drama, cheo, cai luong, etc. in a unified institution helps increase the efficiency of using human resources, facilities and funds.

In the context of the rapidly developing cultural and media arts industry, Quang Ninh Provincial Arts Theater can cooperate internationally and organize professional programs at home and abroad.

This model creates an environment for artists to promote their creativity, increase their income and affirm the Quang Ninh art brand on the regional performance map.

These two consecutive events demonstrate the synchronous management mindset between culture, tourism and creative industry, important pillars in the province's new development strategy.

In the Resolution of the 16th Provincial Party Congress (2025-2030), Quang Ninh identified "developing a culture rich in Quang Ninh identity, associated with cultural industry, heritage economy, night-time economy and urban economy" as one of three strategic breakthroughs.

Streamlining the management apparatus of culture, sports and tourism helps save resources, while paving the way for a flexible, autonomous and creative operating mechanism, suitable for international integration requirements.

Mr. Nguyen Viet Dung affirmed: “Streamlining must be associated with innovation. When the apparatus is reorganized properly, people will have more space to be creative and contribute. That is the highest goal of administrative reform in the cultural field.”

Quang Ninh aims to become a major cultural, sports and tourism industrial center of the country.

The shift from management to creation

Quang Ninh's success does not lie in the number of reduced points, but in the new management mindset: Taking operational efficiency as a measure, taking creativity as a driving force, and taking people and tourists as the center of service.

Administrative reform in the field of culture, sports and tourism is considered a lever for the sustainable development of cultural industry - a field that is increasingly contributing to the province's GRDP.

When cultural institutions are operated autonomously, dynamically and creatively, Quang Ninh can mobilize more social resources, promoting a new value chain between culture - tourism - technology - trade.

From the model of arranging public service units, Quang Ninh is creating a modern public administration ecosystem, in which each cultural institution operates as an independent creative entity, capable of cooperating and developing cultural - artistic - tourism products with its own mark.

This is an administrative reform step that goes beyond the technical scope, opening the way for a creative cultural administration, laying the foundation for Quang Ninh to rise up to become a major cultural, sports and tourism industrial center of the country, actively contributing to Vietnam's development goals by 2045.
