Since July 2025, when the whole country switches to a 2-level local government model, the Department of Rural Development and Quality Management - Department of Agriculture and Environment has inherited, upgraded, and completed the application (App) "Review of poor households" to implement investigation, review, and synthesize results according to the 2-level local government model. This is an important task, marking a turning point in eliminating Completely abandon the manual screening method using paper forms, switching to a 100% digital process through a mobile application (App) to screen poor households. The application of technology allows real-time data updates, integrating GPS positioning and images of the current status of the screened households to authenticate the subjects, ensuring absolute transparency, accuracy and objectivity.
According to Mr. Le Van Anh, Deputy Director of the Department of Agriculture and Environment, the application of "Poor Household Review" not only shortens the investigation time by 50%, reduces administrative pressure on grassroots officials, but also successfully builds a "correct, sufficient, clean, and alive" digital database, connecting with national population data. This is an important premise for the Department of Agriculture and Environment to advise the People's Committee of Hue City to implement timely poverty reduction and social security policies, not missing any subjects, affirming the pioneering role of the industry in the local digital transformation.
2025 is the final year of the implementation period of the National Target Program on Sustainable Poverty Reduction and poverty reduction policies according to the multidimensional poverty standards for the period 2022-2025 stipulated in Decree No. 07/2021/ND-CP dated January 27, 2021 of the Government . The results of implementing the multidimensional poverty standards for the period 2022-2025 in Hue city have decreased continuously over the years.
According to the results of the general census and review at the end of 2021, the overall poverty rate of the province (now the city) was more than 4.93% (16,006 poor households), by the end of 2022 it decreased to 3.56% (11,735 poor households), by the end of 2023 it decreased to 2.27% (7,540 poor households), by the end of 2024 it decreased to 1.40% (4,689 poor households). And according to the plan of the City People's Committee, it is expected that by the end of 2025, the poverty rate will decrease to below 1.2% (equivalent to about 3,870 poor households). This requires promoting the leadership, direction and coordination of departments, branches, organizations, and the active participation of investigators who are village chiefs and residential group leaders to accurately identify poor and near-poor households according to the prescribed poverty standards.
Mr. Ho Dac Xa, Head of Ha Kenh village, Phu Vang commune, said that the review of poor and near-poor households through mobile applications ensures honesty, objectivity, publicity and transparency in order to identify the right subjects. The results must reflect the true situation of people's lives, absolutely not omitting poor and near-poor households, but also not chasing after achievements that distort the poverty situation of the locality.
Mr. Do Viet Gioi, in Ha Kenh village, a poor household in 2025 that is being surveyed by local departments, branches and organizations, said: "We have been propagandized by departments, branches and organizations to help us understand correctly, so we are very sympathetic and voluntarily cooperate with investigators related to the work of reviewing poor and near-poor households in the area."

Ensuring rights for the poor
Mr. Le Van Anh added that, on average, in the period of 2022 - 2025, the city will reduce the annual poverty rate by 0.95%/year, exceeding the target assigned by the Government and the City Party Committee of 0.7 - 0.75%/year; at the same time, contributing to narrowing the poverty gap between urban and rural areas, between rural areas and ethnic minority areas. In particular, the poverty reduction result by the end of 2024 to 1.40% is one year ahead of the poverty reduction target in Resolution 11-NQ/TU dated November 3, 2021 on sustainable poverty reduction in the period of 2021 - 2025, contributing to the completion of the goal of turning Thua Thien Hue province into a centrally-run city.
During this period, poverty reduction policies have been implemented synchronously. Poverty reduction work in the city has been focused on leadership, direction and timely implementation by all levels, sectors and localities, with the participation of the whole society and has achieved many important results. This is reflected in the increased mobilization, budget allocation and integration of resources to implement poverty reduction goals. At the same time, people's awareness and responsibility in poverty reduction work have been raised, and poverty reduction support policies have become a fulcrum for poor and near-poor households to stabilize their lives, creating motivation for the poor to escape poverty sustainably. From this meaning, the annual investigation and review of poor and near-poor households must be carried out in a fair and objective manner to ensure the rights of the poor.
Also according to Mr. Le Van Anh, every 5 years, the Government will issue new poverty standards and localities will carry out a general survey and review of poor and near-poor households according to the new poverty standards prescribed by the Government. However, up to now, the Government has not issued a new poverty standard for the period 2026-2030. Therefore, the Department of Agriculture and Environment (the unit that takes over the state management function of poverty reduction from the Department of Labor, War Invalids and Social Affairs starting from March 2025) has advised the City People's Committee to issue Plan No. 417/KH-UBND dated October 9, 2025 on reviewing poor and near-poor households in 2025 according to the multidimensional poverty standards for the period 2022-2025 and identifying households working in agriculture, forestry, fishery and salt production with an average living standard in the period 2022-2025 in Hue city. From there, determine the current living standards of people according to multidimensional poverty standards to evaluate the results of implementing the poverty reduction target in 2025 and the entire period of 2021-2025. Thereby, build and propose socio-economic development and social security policies suitable to the actual situation in the period of 2026-2030.
At the same time, in case the Government has not yet issued a new poverty standard and has directed to continue extending the implementation period of the multidimensional poverty standard for the 2022-2025 period to 2026 as in the previous period, there is still a basis to promptly implement poverty reduction and social security policies for people from the first day and the first month of 2026...
