A turning point in the enforcement of civil judgments.

On January 20th, the National Civil Enforcement Digital Platform went live. This marks a landmark moment, ushering in a new era for civil enforcement: data-driven operation, transparent processes, modernized public and judicial services, and a shared commitment to the highest goal – serving the people and upholding the rule of law.

A necessary requirement from the "single-level" model of civil enforcement.

In recent years, the civil enforcement system has faced significant pressures, including: a constantly increasing number of cases and the volume of money to be enforced; and many economic and corruption cases involving exceptionally large sums of money and tens of thousands of people requiring enforcement.

Furthermore, in line with the policy of streamlining the organizational structure, from July 1, 2025, the civil enforcement system will be reorganized to unify the command structure. At the central level, only the Department of Civil Enforcement Management under the Ministry of Justice will remain; at the local level, the 63 provincial-level Civil Enforcement Departments will be reorganized into 34 provincial and city-level civil enforcement agencies, directly managing 355 regional civil enforcement offices.

When provincial authorities directly supervise numerous regional civil enforcement offices across a wide area, the new model will struggle to ensure smooth operation if it continues to operate manually.

In this context, digital transformation becomes a prerequisite, the "lifeblood" of a streamlined system, shifting from paper-based management to data-driven governance, real-time monitoring, transparency of all processes, and a people- and business-centric approach to improve service quality.

This also means seriously implementing the Party's guidelines and policies according to Resolution No. 57-NQ/TW of the Politburo on the development of science, technology, innovation and national digital transformation and Resolution No. 66-NQ/TW on reforming the work of building and enforcing laws to meet the requirements of national development in the new era, in which digital transformation is identified as a breakthrough solution to improve the effectiveness and efficiency of state management and the quality of civil judgment enforcement.

For digital transformation to be effective and sustainable, the civil enforcement sector cannot rely solely on technical infrastructure and human resources. More importantly, there must be a sufficiently strong and consistent legal framework to make technology a legitimate mode of operation.

The National Assembly's adoption of the amended Law on Civil Judgment Enforcement on December 5, 2025, has promptly institutionalized the Party's policies on judicial reform and digital transformation, adding many provisions to make digital transformation a mandatory requirement in judgment enforcement activities.

In particular, to ensure timely implementation, the Law stipulates that some provisions on digital transformation will take effect early, from January 20, 2026, instead of waiting until the Law takes effect generally on July 1, 2026.

The amended Law on Civil Judgment Enforcement provides a solid legal foundation for enforcement officers and civil judgment enforcement agencies to proactively access information from electronic data sources, reducing reliance on traditional paper-based document requests through intermediaries; and simultaneously, creates a framework for the unified implementation of the Civil Judgment Enforcement Digital Platform nationwide.

Initial achievements, creating new momentum for the entire system.

To date, digital transformation has spread strongly throughout the entire civil enforcement system, with new habits such as computers replacing notebooks, digital signatures replacing traditional pens, electronic data replacing paper files, and digital platforms replacing phone calls for inquiries, reports, and reminders.

In the overall digital transformation landscape, as the largest locality nationwide and a leading unit in the application of information technology within the System, the Civil Enforcement Department of Ho Chi Minh City has been assigned by the Ministry of Justice to pilot the implementation of several subsystems of the Digital Platform in the field of civil enforcement and the Intelligent Operations Center (IOC) for civil enforcement on the System's common IOC platform, with the aim of replicating this nationwide.

Mr. Nguyen Van Hoa, Head of the Civil Enforcement Department of Ho Chi Minh City, stated: "The enormous volume of enforcement cases forces the Civil Enforcement Department of Ho Chi Minh City to take a proactive approach; digital transformation is an essential solution to increase transparency, control processes, and ensure the rights of citizens."

Simultaneously, other localities are also accelerating the digitization of documents, digital signatures, cashless payments, online public services, etc., creating a trend of synchronized digital transformation across the entire system towards modern data-driven governance.

Despite being implemented only recently, digital transformation in civil enforcement has achieved remarkable initial results, creating new momentum for the entire system.

By the end of 2025, 100% of enforcement decisions will be issued electronically using software integrated with artificial intelligence (AI); more than 613,968 electronic receipts will be issued instead of paper ones, equivalent to 32.853 trillion VND in just 5 months.

The entire business process, from receiving applications to organizing implementation and payment, is digitized and made transparent online, facilitating real-time monitoring and eliminating "grey areas" that can easily lead to corruption.

According to initial figures, processing time has been shortened by approximately 30%, and administrative procedures have been reduced by up to 80%.

Notably, on January 20, 2026, the civil enforcement system launched its nationwide digital platform with four subsystems (Electronic receipts, Enforcement decision support, Enforcement organization, and Complaint and denouncement resolution), marking a comprehensive digital transformation phase for the sector and contributing to building a disciplined, honest, modern, and people-oriented judicial system.

According to Nguyen Thang Loi, Director of the Civil Enforcement Management Department (Ministry of Justice), on the very first day of official implementation, the system was assessed to be operating basically stably, demonstrating the serious and systematic preparation of the entire sector.

However, it is still necessary to closely monitor and promptly address any emerging issues, especially regarding technological infrastructure, the usage skills of local officials, and the interoperability between systems.

In the coming period, localities need to strictly adhere to the standardized operational procedures on the digital platform, promptly report any arising difficulties to further adjust and improve the system, ensuring that the digital platform truly becomes an effective tool serving state management, enforcement activities, and better meeting the requirements and expectations of the people and society.

Deputy Minister of Justice Mai Luong Khoi affirmed that digital transformation in civil enforcement is no longer an optional task but a vital requirement.

Without promoting the application of information technology and changing the methods of managing and organizing the execution of judgments in a digital environment, the system will struggle to operate smoothly and fulfill its assigned tasks in the context of increasing workload and financial resources.

In the spirit of nationwide emulation to achieve outstanding results in chào mừng the 14th National Congress of the Party, the significant transformations of the Civil Enforcement System are of great importance, serving as a vivid testament to the spirit of reform and the determination to build a modern, honest, and dedicated judicial system that serves the Fatherland and the people.
