Deploying solutions to support business households with the spirit of "6 clear"

Hanoi Tax recently held a combined online and in-person conference "Implementing solutions to support business households in converting their tax model from lump-sum tax to declaration and conversion to enterprise in Hanoi".

According to Head of Hanoi Tax Vu Manh Cuong, immediately after receiving instructions from the Ministry of Finance and the Tax Department, Hanoi Tax proactively advised the City People's Committee to issue a Decision to establish a Steering Committee to implement the conversion of tax management models and methods for business households when eliminating lump-sum tax in the City and advised the People's Committee to issue an Official Dispatch directing the Departments, branches and People's Committees of wards and communes.

Previously, Hanoi Tax Department signed the Regulation on coordination and implementation of key tasks in tax management between Hanoi Tax Department and 126 People's Committees of communes and wards. On that basis, Hanoi Tax Department issued a Plan to implement solutions to support Business Households with the spirit of "6 clear": clear people, clear work, clear time, clear responsibility, clear products, clear authority, ensuring consistency and smoothness from the City to grassroots levels.

The year 2024 is considered an important stepping stone for the Tax sector in general and Hanoi City Tax in particular to implement innovative management models for business households and individuals. The successful implementation of Project 06 of the Government has created a basis for connecting and sharing information on population data, helping the Tax authority to build a separate database of business households and individuals, step by step managing electronically, in detail by each locality.

Along with that, the Non-Cash Payment Project has been promoted throughout the City, opening up opportunities for business households to access digital solutions and transform from traditional to modern business methods. These activities have contributed to creating important databases, technology platforms and social awareness to implement the comprehensive transformation phase in 2025.

In the first months of 2025, Hanoi focused on implementing the Project "Innovation and improvement of tax management quality for business households" according to Decision 420/QD-TCT dated February 28, 2025 of the General Department of Taxation before the reorganization (now the Tax Department).

The new regulation on the application of electronic invoices generated from cash registers was issued in a short and urgent time with certain difficulties and challenges, but it is an opportunity for the Tax authority to continue to widely deploy to households and individuals doing business to apply and start the first steps of transformation in the process of building a management model that meets the requirements of transparency, modernity, and compliance with business reality.

Although implemented in a short time, this new regulation has been implemented resolutely, synchronously and with focus and key points by Hanoi City Tax Department.

During this process, in addition to organizing seminars to introduce technology solutions and connecting with solution providers, tax officers also closely follow each locality, providing guidance, support, advice, and answering questions when using electronic invoices generated from cash registers.

In parallel, many comprehensive digital transformation and support campaigns were launched such as: "45 days and nights of digital transformation", "90 days of data cleaning" campaign which helped synchronize information, creating the premise for "60 peak days of conversion from lump-sum tax to declaration" being deployed throughout the City.

As a result, up to now, 14,049 households and individuals have used electronic invoices generated from cash registers, of which 9,087 households and individuals have voluntarily registered to use them; over 85% of taxpayers have installed and used the eTax Mobile application to serve electronic tax declaration and payment and data connection with the Tax authority.

These results demonstrate the high determination and continuous efforts of the staff and civil servants of the Capital Tax sector, contributing to creating a solid foundation for transforming the tax management model to be modern, transparent and fair.

7 groups of solutions to support conversion

Deputy Head of Hanoi Tax Department Nguyen Tien Minh said that 2025 is the year of major adjustments in mechanisms, policies and development planning; the private economy continues to be an important driving force, receiving special attention in resolutions and management orientations.

The transition from the contract method to the declaration method is not about "adding procedures", but about changing the approach: Trusting taxpayers to self-declare and self-pay according to actual revenue, while the tax authority focuses on supporting - verifying - ensuring fairness through electronic data. When transparency and fairness become the norm, business households are confident in expanding cooperation and integration, and revenue will increase naturally.

With high determination in implementing tasks, City Tax. Hanoi has developed a Plan to implement solutions to support business households in converting their model from lump-sum tax to declaration and conversion to enterprise, clearly stating the purpose, requirements, implementation methods, divided into 3 support groups (group 1 has revenue from 200 million VND/year or less; group 2 has revenue from 200 million VND/year to 3 billion VND/year; group 3 has revenue over 3 billion VND/year) with 7 main solution groups (Solution 1: Support free legal advice; Solution 2: Provide free software and support technology; Solution 3: Strengthen interaction channels and multi-level support; Solution 4: Survey the current situation and needs of each household; Solution 5: Coordinate with technology solution providers - support without incurring costs; Solution 6: Coordinate with professional associations for training and guidance; Solution 7: Continuous companionship - model "1 officer - 1 group of business households") according to the instructions of the Tax authority on official information channels (Zalo, Facebook, Youtube, Website, Tiktok).

With a sense of responsibility, companionship and support to the end, Hanoi Tax commits to continue to strengthen propaganda, guidance and support for taxpayers; closely coordinate with sectors, localities, associations and technology solution providers; ensure that all business households and individuals clearly understand, do correctly and successfully convert to the declaration model and develop into enterprises. Thereby, contributing to building a transparent, modern, fair and integrated business environment in the capital, meeting the requirements of socio-economic development in the new period.
