Breakthrough in universal education, eliminating illiteracy in ethnic minority areas

Universal education and illiteracy eradication work is of great significance in improving people's knowledge, training human resources for socio -economic development, contributing to building a learning society, improving the quality of life, especially for people in remote areas and ethnic minorities.

For a mountainous border province where ethnic minorities account for over 90% like Cao Bang province, improving the quality of universal education and eliminating illiteracy is even more important for socio-economic development and improving the quality of human resources of the province.

Leaving no one behind on the journey to knowledge

On January 5, 2024, the Politburo issued Directive No. 29-CT/TW on universal education, compulsory education, adult literacy, and promoting student streaming in general education. This is an important milestone and strategic direction for the education sector.

In the speech sent to the 8th Patriotic Emulation Congress of the Education Sector (2025 - 2030), the Department of Education and Training of Cao Bang informed: The locality has promptly grasped, concretized and put the contents of the Directive into practice; directed to strengthen propaganda and mobilize families and communities to deeply understand the rights and obligations of children to study. Measures to eliminate illiteracy for adults continue to be promoted, considering this an urgent task to improve the quality of local human resources.

In recent years, with high political determination and strong participation of the entire political system, Cao Bang province has persistently implemented the goals of universal education and illiteracy eradication, achieving a number of important results.

Regarding universalization results: Cao Bang has maintained the standard of universalizing preschool education for 5-year-old children in 100% of communes, with the rate of mobilizing 5-year-old children to attend class reaching 99.85%.

Primary education universalization has reached level 3 in the whole province, the rate of mobilizing 6-year-old children to enter grade 1 is 99.67%, while the rate of 11-14-year-old children completing primary school is 98.35%.

At the junior high school level, the graduation rate reached 92.2%, nearly 70% continued to study at other levels and types of training.

Literacy work remains at level 2, with over 99% of 15-25 year olds literate and over 91% of the population aged 15-60 literate.

This is a solid foundation to affirm that, despite difficult conditions, Cao Bang still leaves no one behind on the journey to access knowledge.

The work of eliminating illiteracy for adults has also made important progress. Cao Bang province has organized many illiteracy eradication classes, focusing on vulnerable groups, women and youth in mountainous areas, helping them access knowledge, improve their intellectual level and improve their quality of life.

Special attention to ethnic minority students is clearly demonstrated through policies supporting learning, boarding and semi-boarding, along with a focus on teaching in mother tongue and Mandarin, creating conditions for them to study and complete the educational program.

Not only maintaining, the quality of local education has many positive changes.

Besides the achieved results, the work of universalizing education, eliminating illiteracy and student streaming in Cao Bang still faces challenges: difficult socio-economic conditions, limited facilities and teaching staff in mountainous areas, and inadequate awareness of a part of the community about vocational education.

6 important solutions

To continue to maintain and improve the quality of universal education, eliminate illiteracy and develop education in ethnic minority areas, in the coming time, the Cao Bang Education sector will continue to implement the following solutions:

Firstly, continue to play a good advisory role for the Provincial Party Committee, People's Council, and Provincial People's Committee in building and perfecting mechanisms and policies for education development; promptly concretize and effectively implement resolutions and conclusions of the Central and the province, especially Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development. Proactively propose specific policies for ethnic minority students, students in border areas, and disadvantaged areas; tuition exemption policies, Vietnamese language support for children before entering grade 1, policies for semi-boarding, boarding and support for teachers in disadvantaged areas...

Second, organize the synchronous and effective implementation of universal education and illiteracy eradication, maintain and improve the quality of universal education at all levels; focus on the quality of teaching 2 sessions/day in primary and secondary schools. Pay special attention to improving Vietnamese language skills for ethnic minority students; combine universalization with improving the quality of mass education, gradually narrowing the gap in quality between regions.

Third, advise and coordinate with localities to plan and arrange a reasonable school network, reduce the number of separate schools, expand the model of semi-boarding and boarding schools; speed up the progress of building schools that meet national standards; gradually form a system of inter-level boarding schools in border communes according to the policy of the Politburo. In organizing implementation, the Education sector will closely coordinate with departments, branches, and commune-level authorities to ensure consistency and effectiveness.

Fourth, focus on developing the team of teachers and educational administrators. The Cao Bang Education Department will implement solutions to overcome the shortage of teachers, especially in IT and English; at the same time, strengthen training, standardization and modernization of the team. Proactively advise on mechanisms and policies to attract, reward and encourage good teachers and high-quality human resources to work in difficult areas.

Fifth, mobilize and effectively use investment resources for education. The education sector will proactively coordinate and integrate programs and projects, while promoting socialization to supplement investment resources for facilities and teaching equipment. At the same time, promote digital transformation in education, develop electronic science resource warehouses, replicate smart classroom models, enhance online teaching combined with direct teaching; gradually narrow the gap in technology access between students in advantaged and disadvantaged areas.
