
The Congress summarized the outstanding results of the emulation movement in the 2020-2025 period, honored typical advanced models and set out directions and goals for the new period.

According to the report presented at the Congress, over the past 5 years, patriotic emulation movements in Ca Mau province have had strong developments in both breadth and depth.

Many emulation movements launched by the Prime Minister have been implemented enthusiastically, practically and achieved impressive results, such as: "Ca Mau joins hands to build new countryside", "For the poor - No one is left behind", special emulation movements "The whole country unites, joins hands, and unanimously competes to prevent, fight and defeat the Covid-19 pandemic" and "The whole country joins hands to eliminate temporary and dilapidated houses"...

These movements have become important driving forces, contributing to the successful implementation of socio-economic development goals and ensuring national defense and security in the province.

Most notably, in the construction of new rural areas, after the province's merger, Ca Mau has 39/55 communes meeting new rural standards (accounting for 70.9%), 3 communes meeting advanced new rural standards and 1 commune meeting model new rural standards.
The "For the poor" movement has been effectively implemented, contributing to reducing the poverty rate in the whole province by the end of 2024 to only 0.94% (equivalent to 2,890 households).

In particular, Ca Mau has completed 100% of the Project "The whole country joins hands to eliminate temporary and dilapidated houses" on July 23, 2025, supporting the construction and repair of 9,671 houses for people with meritorious services, poor households, near-poor households and ethnic minority households.
The province also effectively mobilized socialized resources, including 105 billion VND in support from Ho Chi Minh City and about 36 billion VND from businesses for this program.

Speaking at the Congress, Vice President Vo Thi Anh Xuan acknowledged and commended the impressive results achieved by the Party Committee, government and people of Ca Mau province in the past period.
According to the Vice President, after the merger, Ca Mau has a particularly important strategic position, is the only province in the country with three sides bordering the sea, is the national fisheries center and a key renewable energy region.
However, Ca Mau also faces many challenges, including unsynchronized transport infrastructure and digital infrastructure; people's lives, especially in remote areas, are still difficult. The province also needs to pay attention to resolving difficulties in implementing the 2-level local government model so that grassroots officials can work with peace of mind...
Emphasizing the tasks in the coming time, Vice President Vo Thi Anh Xuan suggested that Ca Mau should continue to promote the important role of the patriotic emulation movement. It is necessary to turn emulation movements into a real resource, creating endogenous strength, arousing the desire to contribute, encouraging the creative spirit and strong will to rise of cadres, party members and people of all walks of life.
The Vice President noted that emulation movements need to be organized in a substantial and effective manner, avoiding formalities, with clear goals and specific criteria. Rewarding work must be accurate, timely, and have a widespread effect, with special attention paid to rewarding small groups and individuals directly involved in labor, production, and combat.

Along with that, Ca Mau also needs to do a good job of discovering, propagating and replicating advanced models, including small, simple but meaningful examples, and perfecting the apparatus and improving the capacity of the staff doing emulation and reward work.

The Congress launched the emulation movement for the 2025-2030 period, with the theme "Patriotic emulation, breakthrough, development, and building Ca Mau province, the southernmost province of the Fatherland, rich, beautiful, and civilized".
Ca Mau province aims to become a comprehensively developed province by 2030, with the main targets: Average GRDP growth rate of 5 years reaching 10% - 10.5%/year; GRDP per capita reaching more than 6,000 USD; Human Development Index (HDI) reaching more than 0.7...

In recognition of its special achievements over the past 5 years, at the Congress, Ca Mau province was honored to receive the First Class Labor Medal.
On this occasion, 7 individuals also received Labor Medals of various classes; 9 collectives and individuals received Certificates of Merit from the Prime Minister, and nearly 600 collectives and 419 individuals received Certificates of Merit from the Chairman of the Provincial People's Committee.
