Wind power potential: 16,283 MW
With its strategic location, Ca Mau is becoming a bright spot in the development of renewable energy in the Mekong Delta region. According to records, the average sea wind speed here is 6.3-7 m/s at an altitude of 80-100 m, which is very favorable for wind power development; the further offshore, the higher the wind speed.

According to the Department of Industry and Trade of Ca Mau province, research indicates that the province's wind power potential could reach 16,283 MW. Based on this, combined with economic factors and transmission infrastructure, the province has been approved by the Prime Minister in the implementation plan for the Power Development Plan VIII and its adjustments, to bring into operation an additional 34 projects with a total capacity of 2,369 MW by 2030. It is projected that in 2025, the province will have two more projects with a total capacity of 176 MW coming into operation.
The province is continuing to support investors in the construction of 3 projects with a total capacity of 317MW; and completing investment and construction procedures to prepare for the construction of 7 projects with a total capacity of 369MW. In addition, 2 projects with a total capacity of 150MW have received investment approval and issued expressions of interest as a basis for selecting investors.
Simultaneously, the People's Committee of Ca Mau province has directed relevant specialized agencies and units to coordinate in compiling information and content, advising on the development of a project proposal, and submitting it to the Ministry of Industry and Trade for appraisal, in order to finalize the province's electricity export plan.

The Government Office has issued a document notifying the opinion of Deputy Prime Minister Tran Hong Ha, instructing the Ministry of Industry and Trade to research and propose the inclusion of electricity export from the offshore waters of Ca Mau province and a pilot project for offshore wind power development for submission to competent authorities for resolution.
Currently, the Ca Mau (formerly) province's electricity export project with a capacity of 2,000-5,000MW and the Bac Lieu (formerly) province's 10,000MW offshore wind power export project have been approved by the Prime Minister in the revised Power Development Plan VIII.
The Department of Industry and Trade is coordinating with consulting units and contacting interested investors to study options and methods for exporting electricity from Vietnam to Singapore. This includes aspects such as: proposed investment projects, demarcation of investment boundaries for component projects, responsibility for investment, total investment amount, etc., as a basis for developing an implementation plan to be submitted to competent authorities for review and approval.

After the merger, Ca Mau province has 59 wind power projects, of which 14 have commenced commercial operation, with a total capacity of 694.2 MW.

Supplying nearly 6 billion kWh to the national power grid.
Thanks to the attention of the authorities, the implementation of wind power projects in Ca Mau has achieved many successes. Currently, the province has 694.2 MW in operation. Since its operation began in November 2021, the province has supplied the national power grid with a total output of nearly 6 billion kWh.
Besides the advantages, Ca Mau also acknowledges that the implementation of projects still faces many limitations and does not yet fully reflect its potential and advantages. The power transmission grid system is not yet complete due to the slow implementation of power transmission grid projects according to the plan.
Furthermore, wind power projects that are behind schedule in order to benefit from preferential electricity prices have to wait a long time for the new electricity pricing mechanism, causing losses for investors and wasting social resources. When the new electricity pricing mechanism is issued, investors face difficulties in negotiating electricity prices. To date, of the three plants operating under the new provisional electricity price, only one investor has successfully negotiated the electricity price for March 2025.

Besides developing wind power, Ca Mau is also interested in investing in the development of other power sources according to the approved plan, such as thermal power, solar power, biomass power, waste-to-energy, LNG, etc.

The Electricity Law of 2024 and the new decrees guiding its implementation include many preferential mechanisms to encourage the development of renewable energy. However, electricity prices remain a barrier that is not yet truly attractive to investors.
According to the approved plan, in addition to developing wind power, the province is also interested in investing in the development of other power sources such as thermal power, solar power, biomass power, waste-to-energy power, LNG, etc. These include the expansion project of Ca Mau Thermal Power Plants 1 and 2, with a capacity of 1,500MW; the Ca Mau province electricity export project with a capacity of 2,000-5,000MW; the Ngoc Hien solar power plant project with a capacity of 50MW; the Khanh An biomass power plant with a capacity of 4MW; the Nam Can waste-to-energy power plant with a capacity of 6MW; the An Phuc Dong Hai solar power plant combined with a battery storage system with a capacity of 50MW; and the Bac Lieu LNG gas power plant with a capacity of 10,000MW (wind power for export).

Mr. Lam Van Bi, Vice Chairman of the People's Committee of Ca Mau province, said that Ca Mau and Bac Lieu share many similarities in potential advantages, geographical location, and natural conditions. After the merger, the two provinces have many outstanding advantages compared to other provinces in the region in aquaculture, processing, export of seafood, and renewable energy. The new Ca Mau province, with its strategic steps and orientation, aims to develop the economy while preserving the ecosystem and ensuring livelihoods for millions of people.
Following the merger, Ca Mau has a total of 59 wind power projects, of which 14 are already in commercial operation with a total capacity of 694.2 MW; 3 are under construction with a total capacity of 317 MW; 7 have received investment approval and are undergoing investment procedures with a total capacity of 369 MW; and 22 projects have been approved for additional capacity in the 2025-2035 period, with a total capacity of 2,026 MW.
