
This year, the pressure to organize the exam is considered greater than in previous years due to a sharp increase in the number of registered candidates, and also because this is the first year the exam is being implemented after many localities have recently reorganized administrative units, adjusted educational management areas, and restructured the exam center system.
One of the strictest measures this year is the prevention and control of cheating using high-tech devices. This is considered a major challenge for national-scale exams, given the increasing sophistication and ease of purchasing miniature communication devices online. At a training conference on exam organization organized by the Ministry of Education and Training (MOET) in April, many localities were updated on how to identify new cheating devices.
Speaking at a working session with the Steering Committee of Ha Tinh province on the morning of May 13th, the Permanent Deputy Minister of Education and Training, Pham Ngoc Thuong, stated:
The head of the National Steering Committee for the 2026 High School Graduation Examination emphasized the need for a thorough understanding of the principle of "not being complacent" in all stages, while also strengthening the responsibility of examination staff and raising students' awareness of complying with regulations: "All forces need to proactively anticipate situations, prepare response plans, and ensure security and safety from exam papers and answer sheets, fire prevention and control, food safety, to traffic and electricity. The Ministry of Education and Training is also coordinating with the police force to research solutions for scanning technological devices used by candidates before entering the examination room to minimize the risk of violations."
Many provinces and cities have now developed their own security plans for the exam, from printing and transporting exam papers to protecting exam papers and controlling cybersecurity.
Alongside the demand for stricter exam discipline, another equally vibrant "front" is supporting candidates during the exam season. In many localities, the "Exam Support Program" has been launched early with the participation of youth unions, students, young teachers, police forces, medical personnel, and many social organizations.
In Hanoi, the Hanoi Youth Union mobilized thousands of volunteers to be stationed at examination sites, assisting with traffic management, guiding students to examination rooms, and supporting students from disadvantaged backgrounds. Meanwhile, in many northern mountainous provinces, schools reviewed students from distant areas to arrange temporary accommodation, provide meals, or assist with transportation before the exam day.
According to the Central Committee of the Ho Chi Minh Communist Youth Union, this year's "Supporting Students During Exams" program is not limited to providing drinking water or transportation, but extends to psychological counseling, skills support, online companionship, and connecting social resources to help students reduce stress before the exams.
According to the Ministry of Education and Training, this year more than 1.22 million candidates nationwide registered to take the exam, an increase of tens of thousands compared to last year. This large scale means that organizing a safe, serious, and fair exam remains a top priority.
