The preliminary results of the 2025 Rural and Agricultural Census reflect a relatively comprehensive picture of rural and agricultural development in Vietnam during the 2016-2025 period. After 10 years, rural infrastructure has improved significantly; the national electricity grid covers all communes and most villages, and the exploitation of renewable energy sources such as solar, wind, and biomass power is continuing to expand.
As of July 1, 2025, after implementing the policy of reorganizing administrative units and local government into a two-tier system, the country will have 2,634 communes and special zones (communes) and 63,619 villages. Compared to June 2025, the number of communes nationwide decreased by 5,058 due to the reorganization of former communes and towns into larger new communes. Consequently, the number of villages nationwide increased by 1,669 as many residential areas previously belonging to towns now become villages within the new communes.
In his directive speech, Deputy Prime Minister Ho Duc Phoc emphasized that the 2025 General Survey of Rural Areas and Agriculture is of paramount importance. It will provide valuable information to the Government and ministries, sectors, and localities, giving them a data foundation for managing and directing socio -economic affairs.
The preliminary results announced today are based on practical evidence and have strategic significance in many aspects; they provide the first data that fully, accurately, and up-to-date reflects the situation in rural areas and agriculture after the administrative unit reorganization; and they ensure the implementation of the strategy according to the Party's resolution in the new era.
The Deputy Prime Minister requested the Provincial Steering Committee for the General Survey of Rural Areas and Agriculture to compile and finalize accurate and truthful data to serve as a basis for the Central Steering Committee to promptly issue the official results.
