Deputy Minister of Home Affairs Truong Hai Long has sent an official dispatch to ministries, branches and localities reporting the current situation and proposing staffing for the 2026-2031 period.

Accordingly, implementing Conclusion 174 of the Politburo , Secretariat, and the opinion of the Central Organizing Committee, the Ministry of Home Affairs requests ministries, ministerial-level agencies, government agencies; and People's Committees of provinces and cities to report on the current status of staffing and the number of existing cadres, civil servants, and public employees.
At the same time, propose the staffing for the 2026-2031 period according to the outline and forms attached to this document.
The Ministry of Home Affairs said this is an important task that must be synthesized and reported to the Politburo in September.
Ministries, branches and localities urgently review, synthesize and complete the report, and send it to the Ministry of Home Affairs before 5:00 p.m. on September 22 for general synthesis and reporting to competent authorities as prescribed.
The report outline on the current status of staffing, the number of existing cadres, civil servants and public employees and the proposed staffing for the 2026-2031 period stated 3 parts.
Specifically, including the general context; the current status of results of organizational arrangement, administrative units, public service units, staffing arrangement; proposed staffing for the 2026-2031 period.
Accordingly, regarding the current status of the number of civil servants and public employees, the Ministry of Home Affairs requests reports related to civil servants and public employee payrolls (receiving salaries from the state budget and receiving salaries from career revenue sources) assigned by competent authorities on July 31 and the number of civil servants and public employees present on September 1 divided into 4 groups of job positions at each agency, organization and unit.
Ministries, branches and localities also reported on civil servants and employees assigned to work in organizations performing state management functions and some special administrative organizations that had not been assigned civil servant positions as of July 31, and the number present as of September 1.
In addition, the units also synthesize labor contracts related to professional job positions in administrative agencies, organizations, public service units and labor contracts in support job positions in administrative agencies, organizations, and public service units.
Total payroll does not exceed the current payroll of the ministry or branch as of July 31.
Regarding the principles of proposed staffing for the 2026-2031 period, the Ministry of Home Affairs guides the determination on the basis of:
Job position; functions, tasks, organization and operation of the agency or organization (including scope, management objects; organizational scale; workload; principles of organizational design (taking into account the factor of management decentralization).
The level of office modernization, work processes, digital transformation applications... Specific factors in task performance, in addition, also need to be based on the current situation of civil servants and public employees to meet task requirements in the new period.
For localities, determining the payroll requires further research and review of population size, area; local socio-economic situation; classification of administrative units, classification of urban areas; specific geographical factors (borders, islands...).
In particular, ministries and branches will propose specific staffing levels for each job position of each organization (down to department, division and equivalent levels) and the total staffing level will not exceed the current staffing level of the ministry or branch as of July 31.
Localities propose specific staffing levels for each job position of each agency, organization, and unit at each level (each job position may require multiple staffing levels, and one staffing level can handle multiple job positions).
Notably, the commune-level payroll ensures the principle that each state management field of each department is assigned at least one civil servant payroll, and ensures that the total proposed payroll does not exceed the current payroll of the locality as of July 31.
Regarding the expected staffing needs for the 2026-2031 period, ministries and branches shall base on current regulations on the minimum number of staff of administrative agencies and organizations (up to the department, bureau and equivalent levels of ministries and divisions of departments, bureaus and equivalent levels of ministries).
