
Towards the first Congress of Hai Phong City Trade Union, term 2025 - 2030, the organization of the grassroots Trade Union Congress is entering the final stage. This is a broad political activity, of great significance in consolidating the trade union organization, building the direction of activities for the new term. Comrade Nguyen Anh Tuan , Vice Chairman of the Vietnam Fatherland Front Committee of the city, Chairman of the City Labor Federation, discussed with reporters of Hai Phong Newspaper, Radio and Television about this content.
- How do you evaluate the quality of political reports of grassroots trade unions to meet the requirements in the new situation?
- Up to this point, 100% of commune, ward and special zone trade unions and more than 80% of grassroots trade unions in all types of units in the city have completed organizing congresses and conferences.
The preparation of documents for the congresses of grassroots unions was carried out seriously and systematically. Most of the political reports were carefully prepared, clearly structured, and had supporting data, even though the 2023-2028 term was only halfway through.
It is worth noting that the orientation and tasks for the next term have been focused more on by the units, closely linked to the political tasks of the agencies and enterprises; closely following the direction of the Vietnam General Confederation of Labor and the City Labor Federation. Many grassroots unions have also boldly proposed new breakthroughs, suitable to the context and requirements of digital transformation and integration, demonstrating innovative thinking and high proactive spirit.
- So what are the advantages and disadvantages in the implementation process?

- It can be affirmed that the city's Trade Unions at all levels always receive the attention and direction of the Party Committee, the coordination of professional colleagues and the support of unit and enterprise leaders. This is the key factor helping the grassroots Trade Union Congress to take place on schedule and in accordance with the procedures according to the Charter of the Vietnam Trade Union.
The City Labor Federation also assigned leaders and specialized departments in charge of the area to regularly stay close to the grassroots to guide, inspect, and remove difficulties. At the commune, ward, special zone, and industrial park trade union levels, they also took full advantage of the facilitation of the Party Committee and experts to help the congress take place in a methodical and orderly manner.
However, the implementation process also encountered some difficulties due to the large number of grassroots trade unions, while the urgent organization time forced many units to change the time of the congress. In many enterprises, due to the year-end production period, it is difficult for employees to arrange work to attend the congress, leading to many places having to organize after hours or on holidays, causing limitations in the number and quality of delegates.
For small and micro-sized trade unions (less than 10 union members) or family businesses, organizing a congress with all the required steps is a big challenge. Some production and business units with difficulties cannot arrange funding to support the organization of congresses, leading to limited implementation.

- Through the process of organizing the congress, what requirements does the City Labor Federation set for the next term?
- From the practice of directing the congress, the City Labor Federation pointed out a number of core requirements. First of all, it is necessary to maintain the principle of solidarity, promote democracy, and promote individual responsibility, along with collective intelligence.
All Union activities must closely follow the leadership of the Party Committee and the direction of the Union at higher levels; closely coordinate with the government and relevant departments, branches and organizations. Cohesion and consensus will create a combined strength to ensure effective movement activities and care for union members.
In the new context, trade union activities must be oriented towards the grassroots, with union members and workers as the center. Caring for the lives and protecting the legitimate rights of workers is both the goal and the driving force, and at the same time the most important measure of the effectiveness of trade union activities.
Trade Unions at all levels need to proactively grasp the situation and development trends to promptly innovate the content and methods of operation. Persistently build harmonious, stable and progressive labor relations in enterprises; actively apply technology and promote digital transformation in management and operation to improve operational efficiency.
The team of union cadres must truly be the nucleus of solidarity, exemplary in work, daring to think, daring to do, daring to take responsibility; always putting the legitimate rights and interests of union members and workers first. Union cadres must be dedicated and steadfast, directly deciding the quality and reputation of the union organization.
- From the above requirements, what key tasks does the City Labor Federation identify to further enhance its functions of representing, caring for and protecting workers' rights?
- During the 2025 - 2030 term, the City Labor Federation focuses on comprehensively innovating the work of representing and protecting the legitimate and legal rights and interests of workers; promoting dialogue and collective bargaining, improving the quality of labor agreements with many provisions exceeding the law; proactively participating in building and monitoring policies on wages, insurance, labor safety, social housing and sustainable employment, contributing to building harmonious, stable and progressive labor relations.

Comprehensively develop welfare and health care programs for union members and workers through free health check-ups and consultations; promote the mid-break exercise movement; effectively maintain the health care hotline 1800.888864; coordinate the organization of large-scale sports tournaments; provide financial support for union members and workers who have accidents or serious illnesses.
Building and replicating the model of "Socialist Grassroots Trade Union", synchronously deploying 8 groups of criteria on representation, care, democracy, discipline, creativity, culture, and integration; using the results of implementing the model as criteria to evaluate the quality of grassroots Trade Unions, affirming the mettle and operational capacity of Trade Union organizations in the new period.
Improve the cultural and spiritual life of union members and workers through life skills training; organize cultural and sports activities to help connect workers with the Union and businesses. Increase support for union members and workers to access preferential loans, especially emergency loan packages through the Capital Support Fund for workers, civil servants and poor workers of the City Labor Federation, helping workers stay away from "black" credit.
In addition, the City Labor Federation pilots foreign language and vocational skills training to help union members and workers become more confident in communication, expand job opportunities, increase income, and spread the spirit of learning foreign languages in workers' families.
Focus on building a team of "5 good" cadres with strong political will, good understanding of the law, good soft skills - digital skills - basic foreign language communication and dialogue skills, meeting integration requirements. Strengthen party development among workers, civil servants and laborers, strive to introduce 7,000 - 8,000 outstanding union members for the Party to consider and admit during the entire term.
