According to Mr. Nguyen Minh Kien, this year the number of teams participating in the qualifying round increased compared to before, the reason is the merger of Dong Nai and Binh Phuoc .

Matches take place according to the 7-a-side Football rules and the Mini Football Competition rules issued by the Vietnam Football Federation.

The teams are divided into 3 clusters: Chon Thanh ward, Tam Hiep ward, Xuan Loc commune and compete in a round robin to select 8 teams in each cluster to enter the final round.

8 high school teams: including Xuan Loc High School, Trinh Hoai Duc Primary - Secondary - High School, Le Quy Don - Long Binh Tan High School, Le Quy Don High School, Vinh Cuu High School, Nguyen Huu Canh High School, Phu Rieng High School and Dong Phu High School.

8 junior high school teams: including Long Binh Ward, Binh Minh Commune, Trang Dai Ward, Xuan Hoa Commune, Xuan Loc Commune, Tam Hiep Ward, Chon Thanh Ward and Phuoc Long Ward.
