Localities are preparing to respond to storm number 3.

Faced with the complicated developments of storm No. 3, people in Bac Ninh, Hai Phong, Quang Ninh, Thanh Hoa, and Ninh Binh have proactively taken many measures to prevent and combat the storm in order to minimize damage.

Ninh Binh temporarily suspends ferry routes, not allowing ships and boats to set sail from July 21

On July 20, the People's Committee of Ninh Binh province issued a telegram to departments, branches and localities on focusing on responding to storm No. 3 and floods.

Accordingly, the Chairman of the Ninh Binh Provincial People's Committee requested heads of departments, branches, sectors, organizations, members of the Provincial Civil Defense Command, and Chairmen of the People's Committees of communes and wards to closely monitor developments and update the storm situation to have appropriate response plans for the local situation; absolutely must not be subjective or negligent in directing and responding to the storm.

The People's Committees of wards and communes directed the temporary suspension of ferry operations in the province from 5:00 p.m. on July 21 until the storm dissipates; be ready to deploy forces to guard and control people and vehicles passing through culverts, spillways, deeply flooded areas, areas with strong currents, areas with landslides or areas at risk of landslides; resolutely not allow people and vehicles to pass if safety is not ensured, and not to cause unfortunate human losses due to carelessness or subjectivity.

Coastal localities coordinate with the Border Guard Command to strictly prohibit ships and boats from going to sea from 7:00 a.m. on July 21; notify owners of ships and boats operating offshore to find safe shelters and arrange for ships and boats to anchor before 12:00 p.m. on July 21.

Deploy plans to evacuate estuary and coastal areas, residential areas, and areas with activities on riverbanks, areas at risk of landslides, unsafe areas, and unsafe areas to safe shelters before 12:00 noon on July 21.

Bac Ninh activates the entire system to respond to storm No. 3

As an area heavily affected by storm No. 3 (international name Wipha), Bac Ninh province has activated the entire system at the highest level. Hai Phong ensures safety for people and stabilizes the market

Proactively responding to heavy rains, flooding risks and ensuring stable lives of people due to the impact of storm No. 3 (storm Wipha), in Hai Phong city, localities and units have proactively and synchronously deployed storm prevention and control measures. Authorities have notified, counted and guided thousands of vehicles to avoid the danger. Localities have reviewed and prepared plans to evacuate people from dangerous areas, prepare temporary accommodation, food and necessities.

The Department of Industry and Trade shall coordinate with the City Police, the People's Committees at the commune level and relevant units to implement market stabilization measures. The Department of Industry and Trade requires commercial enterprises, supermarkets, shopping malls, retail gasoline stores and essential service providers to proactively plan for the storage and supply of goods, food, gasoline, LPG... to avoid shortages and supply chain disruptions that cause abnormal price increases.

Authorities have increased inspection, supervision, and strict handling of acts of speculation, hoarding, and unreasonable price increases, especially for essential goods such as food, foodstuffs, gasoline, and necessities serving people and businesses before, during, and after the storm.

On the afternoon of July 20, Cat Ba Sun Company Limited - Sun World Cat Ba Branch (SCB) announced that due to the impact of storm No. 3, SCB will temporarily suspend cable car operations from July 21, 2025 and The Sea - The Forest Restaurant from July 20, 2025 until further notice.

According to a quick report from the People's Committee of Cat Hai Special Zone (Hai Phong), to ensure the safety of people and tourists and minimize the impacts caused by storm No. 3 (storm Wipha), the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Cat Hai Special Zone has organized information for businesses, tourist areas, restaurants, hotels and tourists staying in the area about the developments of storm Wipha.

As of 12 noon on July 20, there were 552 tourists in the entire Cat Hai Special Zone, including 87 international tourists. The number of vehicles and boats that have been arranged to anchor at safe shelters is 527 vehicles with 1,189 workers, out of a total of 656 vehicles with 1,463 workers in the special zone. The total number of other local vehicles anchoring to avoid the storm in the area is 29 vehicles with 132 workers.

Thanh Hoa: Ban on the sea from 8am on July 21

Faced with the complicated developments of storm No. 3, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Thanh Hoa province issued Official Dispatch No. 05, banning the sea from 8am tomorrow (July 21).

Accordingly, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requested the Chairmen of the People's Committees of coastal communes and wards, localities with fishing activities and related units to urgently organize a sea ban in the province from 8:00 a.m. on July 21, 2025 until the storm is no longer affected; closely monitor, absolutely do not allow ships and boats to go to sea during this time.

The Chairman of the People's Committee of coastal communes and wards and localities with fishing activities shall be responsible to the Chairman of the Provincial People's Committee and the Provincial Command if they are subjective or negligent in organizing the sea ban, leading to loss of life and property.

The province has 6,555 fishing vessels, with more than 20,500 workers exploiting seafood at sea. As of 3:00 p.m. on July 20, 6,438 vessels, with more than 20,100 workers, had returned to safe anchorage; currently, there are still 117 vessels, with more than 620 workers operating at sea.

Of these, there are 112 fishing boats in the Gulf of Tonkin; 11 fishing boats in Hung Yen and Ninh Binh; 79 fishing boats in Thanh Hoa; 22 fishing boats in the Central provinces and 5 fishing boats in the South China Sea. The above vehicles have been informed of the storm area and are in regular contact with authorities and their families.

Quang Ninh focuses on ensuring absolute safety for ships and boats.

On July 20, in response to the complicated developments of storm No. 3 Wipha, which is likely to directly affect the Northern region, including Quang Ninh, the People's Committee of Quang Ninh province issued Document 2474/UBND-TC requesting localities, departments, branches and units in the province to urgently deploy proactive measures to monitor and respond to storm Wipha and the rain circulation after the storm.

Previously, Quang Ninh temporarily stopped issuing port departure permits for all tourist ships due to the complicated developments of storm No. 3.

According to statistics, Van Don currently has 1,070 aquaculture households; of which, 618 are directly supervising the farming areas. The special zone is also managing 1,353 fishing vessels, of which 1,278 are directly managed by the special zone. Through screening, as of 7:00 a.m. this morning, 374 fishing vessels were safely anchored in waters and storm shelters. The authorities continue to screen and call on vessels and boats to return to safe shelters.

In Co To Special Zone, the prevention and control of storm No. 3 Wipha is also very urgent and serious. Ms. Le Ngoc Han, Party Secretary and Chairwoman of the People's Council of Co To Special Zone, said that she has requested functional forces and local authorities to absolutely not be subjective or negligent, but to seriously and synchronously implement the proposed natural disaster prevention and control plans; ensuring that 100% of ships operating in the area must be guided to safe anchorage before the storm makes landfall.
