Faced with the complicated developments of the new flood season, on November 14, the National Steering Committee for Civil Defense issued a telegram requesting provinces and cities from Ha Tinh to Khanh Hoa, along with relevant ministries and branches, to proactively respond and limit damage caused by natural disasters.

According to the forecast, from the night of November 15 to the night of November 18, the area from Hue to Gia Lai will have heavy to very heavy rain, with rainfall ranging from 300-600mm, with some places exceeding 800mm. The provinces of Ha Tinh, Quang Tri, Dak Lak, and Khanh Hoa will also record high rainfall, from 150-350mm, with some places exceeding 500mm. From November 19, heavy rain is likely to continue over a wide area, especially in the area from Da Nang to Khanh Hoa.

It is forecasted that from November 16 to 20, a major flood will appear on rivers from Quang Tri to Dak Lak . Many large rivers such as Bo River, Huong River (Hue); Vu Gia - Thu Bon River (Da Nang); Tra Khuc River, Ve River, Se San River (Quang Ngai); Kon River, upper Ba River (Gia Lai); lower Ba River, Ky Lo River (Dak Lak)... are likely to reach alert level 2-3, some places exceeding alert level 3, with the potential risk of deep flooding in low-lying areas, flash floods, landslides in mountainous areas, along rivers and streams.

The National Steering Committee for Civil Defense requested the People's Committees of provinces and cities from Ha Tinh to Khanh Hoa to promptly and fully inform local authorities and people about the flood so that they can proactively prevent it; at the same time, continue to mobilize all resources to urgently overcome the consequences of the recent natural disaster.

Localities in the region are warned to deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at risk of floods, flash floods, and landslides to proactively clear the flow in blocked and obstructed areas; proactively organize the relocation and evacuation of people to safe places and have plans to support food and necessities for people at evacuation sites.

Localities also need to arrange forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; arrange forces, materials and vehicles to handle incidents, and ensure smooth traffic on main traffic routes when heavy rain occurs.

The National Steering Committee for Civil Defense requested to inspect, review, and deploy measures to ensure safety for key works, works under construction, small reservoirs that are full of water, mining areas, and mineral exploitation; proactively operate reservoir discharge to prioritize flood reduction capacity for downstream areas; arrange standing forces ready to handle possible situations; proactively take measures to drain water to prevent flooding and protect production, industrial parks, urban areas, and residential areas.

The telegram also stated that localities will decide to let students stay home from school when heavy rains and floods occur, depending on the situation.
